Vice President for Army Account, Serco Inc, Reston, VA (July 07-November 08):
Responsible for Army Account business development and strategic planning of a $7
00 million company, the North American division of Serco Group headquartered in
London, England. Co-developed the companys Human Resources strategic plan and e
stablished the Army Account office to enable the U.S. Army accomplish its operat

Major General/Deputy Commander for Transformation, US Army Reserve Command (Civi
lian Equivalent: Executive Vice President for Business Transformation (February
2006-December 2006). Directly responsible for planning and directing the implem
entation of the U.S. Army Reserve Transformation plan involving over 200,000 Sol
diers, 75,000 major pieces of combat equipment, and base infrastructure to meet
the U.S Armys restructuring plans at an estimated cost of $35 billion over 5 yea
rs. Reported directly to the Commanding General, U.S. Army Reserve Command.
Major General/Deputy Assistant Secretary of Defense for Reserve Affairs
(July 2004-January 2006). Directly responsible for policy planning, management,
and oversight of U.S. Armed Forces Reserve - Army, Air Force, Navy, Marines, Co
ast Guard, and National Guard (Army and Air Force) totaling over 2.5 million men
and women in uniform. Provided strategic assessment on the overall readiness,
training, and deployment status of National Guard and Reserves to DOD senior off
icials in support of contingency operations worldwide. Reported directly to the
Assistant Secretary of Defense for Reserve Affairs.
Major General/Deputy Commanding General for Support, Coalition Forces Land Compo
nent Command (CFLCC)/Third US Army in support of Operations Iraqi Freedom forwar
d deployed to Kuwait (June 2003-July 2004) (Civilian Equivalent: Executive Vice
President for Operations and Logistics. Deputy Commanding General for Support o
f a forward deployed U.S./Coalition force comprised of 33,000 personnel. Direct
ly responsible for command supervision of logistical, contractual, resource mana
gement, and host nation support to over 175,000 U.S. and Coalition forces conduc
ting combat operations in Southwest Asia. Direct oversight of $19 billion in op
erating and contracting funds. Principal executive for coordinating host nation
support and bi-lateral defense support agreements with Kuwait, Saudi Arabia, Qa
tar, Jordan, and Egypt. Reported directly to the Commanding General, CFLCC/Third
U.S. Army.
Major General/Vice Director, later as Acting Director of Army Staff, Department
of the Army. (Civilian Equivalent: Chief Operating Officer (October 2002-July 2
003). Principal Executive as Acting Director of the Army Staff, a unified Headq
uarters staff comprised of 3500 personnel with an operating budget of $5 billion
. Directly responsible for coordinating all major staff actions and decisions o
f the Executive Offices of the Headquarters across the Army Staff, to major sub
ordinate commands in the U.S. Army, and with federal, state, and civilian agenci
es. Reported directly to the Secretary of the Army and Army Chief of Staff.

Brigadier General/Commander, US Army Community and Family Support Center. (Civi
lian Equivalent: Chief Executive Officer (August 2000-September 2002). Commande
r of a field operating agency comprised of approximately 3,000 military and
civilian personnel in the U.S., South Korea, Hawaii, and Germany. Directly resp
onsible for delivery of Morale, Welfare, and Recreation services worldwide worth
over $1.4 billion to support over 2 million Soldiers, families, civilians and r
etirees. Major services provided include Soldier and Family Assistance programs,
Community Recreation, Business Programs, Non-Appropriated Contracting and Const
ruction, Strategic Communications, and Management Information Systems. Reported
directly to the Director of Army Staff and Army Vice Chief of Staff.
KEY ACCOMPLISHMENTS
Senior Executive Leadership: Directed the execution of the strategic support pl
an during combat operations in Iraq in support of Operation Iraqi Freedom encomp
assing the redeployment and deployment of about 300,000 U.S. and Coalition force
s (150,000 outbound/150,000 inbound) in theater. Led the oversight of over $12 b
illion in operating funds and $7 billion in contract funds to provide a huge vol
ume of logistical and infrastructure support to subordinate commanders conductin
g continuous combat operations. .
Strategic and Operational Planning: Led the effort in the strategic planning an
d development of the U.S. Army Reserve Transformation plans to reorganize an ent
ire command of over 200,000 Soldiers into a highly capable, operational, and dep
loyable force to include construction of 176 new headquarters centers, procureme
nt of new equipment, and closure of aging infrastructure and buildings at an inv
estment cost of $35 billion in FY 2007 to FY 2011. This initiative continues to
be successfully accomplished today.
Program and Resource Management: Led and directed the planning and rapid execut
ion of a highly successful US Central Command Rest and Recuperation Program for
troops and civilians deployed in Kuwait, Iraq and Afghanistan supporting 3600 tr
oops daily for travel and respite to the U.S. and return. The initial annual in
vestment of $25 million was approved by Congress. This became the core of an en
during requirement and highly successful quality of life program for troops depl
oyed to combat areas.
Business Development and Acquisition: Led in the acquisition of a $135 million
loan from corporate lenders to rebuild 2 Armed Forces Recreation Center hotels i
n Garmisch, Germany, and Disneyworld, Florida. This program met the customers n
eed for increased room capacity, with affordable room rates graduated based on r
ank, with loan repayments made from revenues acquired from the Armed Forces Recr
eation Centers

program funds without risk to the Army. Customer satisfaction improved Soldier
and family morale in the Army.
Co-developed the Human Resources strategic plan and established the Army Account
office for Serco, Inc, in support U.S. Army and Department of Defense with pers
onnel services support programs with projected values at over $500 million and $
600 million,
respectively, on a forecasted annual growth rate of 10%. Serco has achieved an a
nnual growth rate of 11% annually in HR services since 2008.
International Relations and Diplomacy: Fostered highly positive diplomatic, pro
fessional and personal relations with U.S. State and Defense Department senior o
fficials with senior government and military officials of Kuwait, Saudi Arabia,
Jordan, Qatar, and Egypt in the coordination of theater security cooperation agr
eements to include coalition training, base support, and security agreements. T
hese positive conditions remained consistent and successful throughout the theat
er security cooperation mission of the Third U.S. Army deployed to Kuwait in sup
port of the U.S. Central Command (CENTCOM).
