BRRS Electronic Form Submission – Data Flow Diagram

Architecture Notes:
Our system design encourages the users (both QRP’s and Carrier/TPA’s) to enter or upload the forms into the BRRS Forms Database as early
as possible.
Each form is in a Queue (QRP Queue, Carrier/TPA Que, or BRRS Queue), which indicates who is currently in possession and control of the
form. A user cannot make changes to a form or delete a form unless it is currently in their Queue.
DWC-21 Forms have two sets of Validation Edits: “QRP Validation” and “Carrier Validation” which can either be PASS or FAIL.
Carrier / TPA The QRP must normally make the DWC-21 form pass all “QRP Validation” Edits before it will be allowed to be transferred to the Carrier/TPA
Queue (or the BRRS Queue for Department-Sponsored DWC-21 invoices). However, a temporary “Override” feature has been put in place to
allow it to be transferred with QRP Validation Errors present.
Carrier/TPA’s that receive data files directly from the QRP’s (path “F” in the diagram) can subsequently upload a data file containing the same
forms after adding their 4 fields. When they perform the upload, the system gives an option to Overwrite the existing forms with the same
control numbers that are already in the BRRS Forms Database.
The forms can be uploaded interactively using the BRRS Web Portal, or programmatically using the BRRS Web Service.

QRP Queue BRRS Queue A. QRP use the BRRS Web Portal Site to either 1) Manually enter the DWC-21
Forms, or 2) Upload / Import a data file containing DWC-21 Forms.

DWC-21 and DWC-22 Forms, or 2) Upload / Import the data file containing the

C. Once QRP Manually enters or Imports a set of DWC-21 Forms, they can
Transfer the Forms to the Carrier/TPA Queue. This puts the ball in the Carrier/
TPA’s court for them to fill out their fields and submit the form to BRRS.
D. Forms get put in the Carrier/TPA Queue from either the Carrier/TPA uploading
a data file, manually entering forms, or from the QRP transferring forms to their
Web Browser Queue. The Carrier/TPA must fill out their 4 fields and Submit the Forms to BRRS.

F. The Carrier/TPA may prefer that the QRP transmit a data file directly to them
that contains the DWC-21 forms being submitted. In this scenario, the BRRS Web
Portal supports this by allowing the QRP to select a set of forms and click a button
to generate and download a data file containing the forms.
G. For those Carrier/TPA’s that want to upload their forms using something
QRP automated instead of having to log in manually using a web browser, BRRS has a
Or Web Service portal for you to use instead. The DWC-21 and 22 forms will still be
Rehab Provider submitted in the standard layout specified in the rule. The system will respond
Company back with a list of validation errors if any are found in the uploaded form(s). There
will also be a method to return a list of all forms in your queue, and a method to
transfer form(s) to another queue.
H. This same Web Services portal will be available to QRP’s and Rehab Provider
Companies
