QUALIFICATIONS:
Over 15 years accumulated experience in management of U.S. Navy environmental pr
otection programs & 6+yrs Senior Site Lead position experience in remediation of
Asbestos containing materials (ACM) and other Hazardous Construction materials
regulated by the Federal Government .
Security Clearance: currently hold Active Secret Clearance , with the ability to
obtain Top Secret.
Proficient in the use of Microsoft Excel, PowerPoint, Corel, Word Perfect,
Word, Star Office 5.2 applications, Windows ME 2000,
Windows Desktop Management, MSDOS, DOS, and Electronic mail.
PROGRAM MANAGEMENT:
Managed a $1,000,000 budget for the procurement of hazardous materials and disp
osal of hazardous waste. Supervised an environmental protection program serving
over 700 employees. Mentored a staff of four emphasizing team building and leade
rship.
Responsibilities and job functions:
Senior Site Lead for Automation Precision Technologies
conducts initial site surveys and assessments for purpose of determination of a
pplicability for remedial actions to be taken.
negotiate with assigned area facility personnel for purpose of best business app
roach to remediation to be taken.
negotiate with perspective local remediation contractors to obtain best value fo
r designated remediation projects.
set up management structure for remote sites.
Identifies necessary hazardous material sampling requirements, Proper sampling/
testing requirements, reporting criteria, and remediation processes.
ensures that regulatory requirements are met and that required corrective action
s are promptly taken.
visually identify materials that may contain ACM and other hazardous/regulated m
aterials used in the construction and/or repair of buildings.
Familiar with the clauses of the Federal Acquisition Regulations (FAR), OSHA Reg
ulations, Code of Federal Regulations (29 CFR 1926.1101), EPA and State Regulati
ons. Knowledgeable of all required safe working practices for ACM and other haza
rdous materials, commonly used in the construction of buildings, during sampling
and Class I, II, II and IV remediation.
Has a working knowledge of the naval establishments, and the base infrastructure
, in the Hampton Roads area and International. Trained all New Hired Personnel t
o assume more responsibilities with the most success. Holds a Secret security cl
earance has the ability to obtain TOP Secret security clearance .
Prior Employment duties and functions
Recipient of Navy Commendation Medal for performance as VAW-110 Environmental S
pecialist/ Command Safety Officer for exclamatory performance of duties.
Environmental liaison for all federal, state, and local regulatory agencies.
Interpreted and the implemented all applicable standards within CFR 29,
CFR 40, and CFR 49.
Performed inspections on 90 Day Site Accumulation Areas and ensuring proper
storage and disposal of all solid and liquid hazardous waste.
Monitored Corrosion Control Work Center Aircraft Painting operations for
strict compliance with Virginia State Air Quality Emissions Regulations.
Daily and weekly inspections 1500 Gallon above ground petroleum waste storage ta
nk.
Monthly Storm Water Drain and Runoff inspections and proper documentation, for 2
separate Squadrons.
Supervised the activities of 28 Work center supervisors and hazmat
technicians, conducted monthly meetings to provide training and address all Envi
ronmental compliance concerns.
Provided Hazardous Communication training for all new personnel and continuous t
raining for all personnel, within VAW-110.
Performed researched for new materials more environmental friendly suitability
for use with instructions and Inspections.
Maintained a MSDS database for 650 different Hazardous Materials use by VAW-110
Created AUL Authorized User List on 650 items in MS Excel
Facilitated hazard-specific training for over 700 employees
in accordance with 29 CFR 1910.1200, Occupation Safety Health Association
(OSHA) Regulations, US Naval REGS OPNAV 5100.19G
Developed computerized, site specific, environmental program lesson guide
and presentation.
As the Liaison between PWC and AIMD Have managed the Upkeep and maintenance on a
nd in 14 Buildings and 7structures, to include removal of asbestos ceiling & flo
or tiles, and wall paneling. The installation of all required machinery.
Conducted all preparation meeting to ensure all requirements are met.
Performed all in progress, and final inspections. Prepared all required reports
to Base Commander and AIMD Maintenance officer via The chain of command.
QUALITY ASSURANCE
Conducted final inspections upon completion of tasks requiring safe for
flight certification T-2C, F/A-18, C-2, and, E-2 aircraft. Spot-checked all
work in progress being familiar with the procedures required for producing
quality products. Ensured sound maintenance practices were followed while
promoting stability and excellence in performance.
