Executive Summary
1.1 History of the ULB: The Anantapur ULB was formed in the year 1869 and up-graded from
grade III to Grade II Municipality in the year 1950 and Grade II to Grade I in 1963 and Grade I to
Selection in the year 1991 and Selection grade to Municipal Corporation in 2005 April. It is a
District Headquarters of Anantapur District
1.2 Salient Features of the ULB: The salient features of the ULB are presented in Table 1.1

1.4 Slum Profile: There are 63 no. of slums out of which 43 no. are notified and 20 no. are non-
notified. The location of all the slums in Anantapur (ULB) is shown in the Map enclosed.
1.5 Classification of slums: The classification of slums is presented in Table 1.2. Detailed
slum wise list of population, no. of households and other attributes related with slums are
presented in Annexure 1. The present SFC POA considers 20% of total slums in the ULB
for the 1st year.

1.7 Constitution of City Level Technical Cell/ Team (CTC): As per the guidelines
communicated by the state level nodal agency, City Level Technical Team is constituted at ULB
level. The City Level Technical Cell met regularly, and guided the municipal functionaries in the
preparation of SFCPOA. (Copy enclosed)
1.8 Economic Pattern of the Town: The economic pattern of the town shows that the primary
activity in the town is Labour in construction activity, factories, Petty trades etc., The population
below the poverty line is 67%. The ULB has Groundnut, Paddy crops, Vegetables, and fruits.
The mineral wealth of the city/ town reveal that the ULB has no minerals. Most of the slums
dwellers have migrated from the neighboring rural areas of Anantapur. The majority of slum
dwellers belong to 10963 SC 3266 ST category followed by 24126 (BC).
Self Employment: - Rest of the poor is self employed like hawkers and petty traders
Reasons for unemployment: - most of them are unskilled .there are no major industries existing
in the town .

2.17 Implementation Arrangements: The implementation of the proposals aimed at completing the 1st
year SFC POA during 2010-2011.
A. Role of SRA:
C. Municipal Council
1. Infrastructure: For the housing projects under government sponsored scheme the
environmental infrastructure (water supply, drainage, sanitation, roads, street lighting and solid waste
management), social infrastructure (community hall, school, health centre, parks, greenery, etc.) is
executed by the ULB.
2. Monitoring: The ULB level monitoring would be carried out by the City level technical cell, duly
complemented by the Community through Community Monitoring Committees.
3. Social Audit: Social Audit would also be conducted with the involvement and in consultation
with the local community, beneficiaries and other stakeholders, which would ensure transparency and
accountability in the way the municipal implementation mechanism functions and in service delivery.
5. Operation and Maintenance (O&M): Effective O&M is essential for ensuring sustainability of
the infrastructure created and the investments made. Hence, ……..(ULB) has prepared an O&M plan
following consultative processes, aimed at improving service delivery, in achieving sustainable benefits
from the investments in infrastructure, and in improving the quality and reliability of the services.
Accordingly, provisions are made under O&M Plan for the infrastructure already created in the
slums and for the infrastructure proposed under RAY Slum Free City Plan of Action. The O&M
expenditure would be incurred from the 40% of net municipal revenues to be earmarked for the poor and
the Slum Rehabilitation Fund proposed under the slum legislation “Andhra Pradesh Slum (Identification,
Redevelopment and Rehabilitation) Act, 2010”.

6. Capacity Building: The Capacity enhancement proposals have been undertaken by the ULB with the
help of MEPMA specialists (of MEPMA head office and DPMU) and in association with reputed local
institutions like RCUES, MCRHRD, CGG, ASCI, ESCI, etc. (as applicable). A rapid Capacity
Enhancement Needs Assessment has been carried out and presented in the document.
The housing projects under PPP model will be executed by the private bidder as per the MoU
signed between the ULB and the bidder. In this model the infrastructure required for the housing project
will also be executed by the bidder. The MoU is inclusive of providing housing, environmental and social
infrastructure needed for the redevelopment projects.
Role of Municipal Council:

3.1 Proposed steps to Prevent New Slums:
The provisions made in the City Development Plan (CDP) for the period up to 2021/
2036, have been taken to account for deriving the requirements of Housing and
Infrastructure. In our Anantapur Municipal Corporation, we have taken the following
measures for arresting formation of future slums in Anantapur Town

In order to accommodate the migrants in serch employment to Anantapur Town, the ULB
in consultation with NGO/Developer will explore the possibilities of managing/consruction
o rental accommodation with adequate amenities, at reasonable rens. The dwelling space
of a unit shall not be less than 160 Sqft.

3.6 Strategy for prevention of formation of new slums (as mentioned in able 3.1) through:

d) From the balance available govt./Municipal land as on August 2015, 15% in mission cities, 25% for cities with
more than 5 lakh population, and 35% for other ULBs shall be reserved for EWS housing.
3.7 Earmarking 15% of land to be developed and 20% of built-up space for future
EWS/LIG housing:
In case of layout/ plotted development, the minimum area for layout development shall
be four (4) hectares and this principle will apply to the extended area of City/Town and to the
growth corridors of ring roads of Master Plan. The Anantapur. (City/ Town) is required to
earmark at least 15% of the developable land for EWS and LIG categories of housing as
contiguous blocks in the ratio of 2:3 in the respective categories.
The group housing developments including apartment blocks, row housing, cluster
housing, mixed housing, gated developments and residential enclaves shall be developed in a
minimum plot area of 4000 sq.m. The Anantapur (City/Town) is required to provide at least
20% of total number of units for EWS dwelling units with a maximum dwelling size excluding
common area of 30 sq.m. for EWS.
