Monthly Status Report EcoElectrica Modifications Project

INTRODUCTION
On April 16, 2009, the Commission issued an Order in Docket No CP95-35-001 "Amending Authorization Under Section 3 of the Natural Gas Act" authorizing the siting, construction Order" ) to supply natural and operation of the EcoElectrica Terminal Modification Project (" gas to a planned Puerto Rico Electric Power Authority ("PREPA") pipeline.

This Monthly Report 11 is issued in accordance with Environmental Condition No. 5 of the Order and the associated Initial Implementation Plan filed with the Commission on June

15, 2009.

SUMMARY OF PROJECT STATUS

The purpose of the EcoEldctrica Terminal Modification Project is to supply natural gas to PREPA for use in a new Natural Gas Combined Cycle power facility that will be constructed in the vicinity of the existing PREPA owned South Coast Steam Power Plant and also in Costa Sur steam boilers that are currently being converted to dual fuel tk As described in the Order, EcoElectrica proposes to modify its LNG terminal firing. operations to increase its natural gas sendout capacity by an additional 77.4 (average) to 93 (peak) million standard cubic feet per day ("MMscfyd"). The Terminal Modification Project involves the installation of additional equipment by EcoElectrica to process the increased throughput of LNG.

As stated in Monthly Report 2 filed with the Commission on August 24, 2010, because changes in the PREPA Capacity Expansion Plan to consider key environmental and fuel diversification goals of the Government of Puerto Rico's Public Energy Policy Plan EcoEldctrica updated its proposed construction schedule for the Terminal Modification

Filed a request with FERC on April 29, 2011 to commence initial site preparation,
Compiled all engineering design documentation required per Conditions 11 through 19 inclusive of the FERC April 16, 2009 Order related to Commencement of Construction,

Received an Information Request from FERC on May 20, 2011 related to the vapor dispersion calculations provided to FERC on January 26, 2011 and March 24, 2011 and is preparing responses.
