Location Details The 13th annual Waterkeeper Alliance conference is being held at Northwestern University, in Evanston, Illinois. Accommodations Campus lodging is in Foster Walker Hall 1927 Orrington Avenue Evanston, IL 60201. The dining hall is located in Foster Walker Hall 1927 Orrington Avenue Evanston, IL 60201. Panels and plenary sessions will be held in the Donald P Jacobs Center at 2001 Sheridan Road Evanston. The annual meeting on June 23rd will be held in Coon Auditorium in the Donald P Jacobs Center at 2001 Sheridan Road Evanston. Northwestern University

Northwestern University is a private institution founded in 1851 to serve the Northwest Territory, an area that now includes the states of Ohio, Indiana, Illinois, Michigan, Wisconsin and parts of Minnesota. In 1853 the founders purchased a 379-acre tract of land on the shore of Lake Michigan 12 miles north of Chicago. They established a campus and developed the land near it, naming the surrounding town Evanston in honor of one of the University's founders, John Evans. After completing its first building in 1855, Northwestern began classes that fall with two faculty members and 10 students. Northwestern has three campuses. Two campuses are located on Lake Michigan: a 240-acre campus in Evanston, the first suburb north of Chicago, and a 25-acre campus in Chicago. The third campus is located in Doha, Qatar. Chicago Known as the windy city for its politics, not its weather Chicago is the third largest city in the United States, only behind New York and Los Angeles. Chicago was founded in 1833 on the continental divide between the Great Lakes and the Mississippi River watershed. After the Great Chicago Fire of 1871, where one-third of the city was destroyed including the entire business district, the worlds first skyscraper was built in 1885. The city remains a major hub for industry, telecommunications and infrastructure and is one of the worlds top ten global financial centers. Chicago is home to the Cubs and White Sox baseball teams, Blackhawks ice hockey team and Bears football team and many prestigious arts and cultural centers including the Art Institute of Chicago, the Museum of Contemporary Art and the Field Museum of Natural History. While were in town, the Taste of Chicago, the worlds largest food festival will be underway. On page 11 there is more information on what to do around Chicago. Transportation Air Travel All shuttles to OHare International airport will pick up Waterkeepers at terminal 2, Gate 2E (the last door) and will say Waterkeeper Alliance. Shuttles for international guests will arrive at OHare International airport on June 21 at 2:20 pm and 6:45 pm. On Wednesday, June 22, shuttles will run from 9am-4pm. The shuttles will pick groups up at O Hare International airport at 9:00 am, 10:00 am, 11:00 am, 12:00 pm, 1:00 pm, 2:00 pm and 4:00 pm. At Midway airport there will be a shuttle departing from Baggage claim (outside of door 4) at 10:30 am, 12:30 pm, and 2:30 pm. For departures on Sunday, June 26 shuttles will run from 6am-noon, leaving Northwestern University, and going to OHare International airport at 6:00 am, 7:00 am, 8:00 am, 9:00 am, 10:00 am, 11:00 am and 12:00 pm. There will be one shuttle to Midway on Sunday, June 26 at 9am. Shuttle transportation is being run by One World Transport and if you have any trouble, you can call Stephanie Weber at (312) 405-1673. Driving & Parking If youre driving to the Evanston campus, use Northwesterns recommended driving directions: 2

From the North (via I-94) 1. Take I-94 East south to Skokie Highway (U.S. 41). 2. Go south on Skokie Highway for two miles. 3. Turn left on Golf Road. Continue on Golf Road approximately four miles. It will turn into Emerson Street. 4. Bear right at the fork in road onto Clark Street. 5. Follow Clark Street through downtown Evanston. 6. Turn left at Chicago Avenue. The main campus is at Chicago Avenue and Sheridan Road. From the West/Northwest (via I-88, I-90 or I-190) 1. 2. 3. 4. 5. Take I-88, I-90 or I-190 east to I-294 North. Take I-294 North to the Dempster Street exit. Take Dempster Street east for 10 miles through a number of suburbs. Turn left at Chicago Avenue. Continue north on Chicago Avenue for less than a mile. Internet Access There is wireless internet at the Foster-Walker complex. We will have username and password information at registration on Wednesday, June 22. Weather The average high temperature in June in Chicago is 79.2 F (26.2 C) and the average low temperature is 57.2 F (14 C). The humidity in the summer can be high, but Lake Michigan provides refreshing breezes. A light jacket or sweatshirt will be necessary for evenings outside. Pop-up thunderstorms are common during the summer months, and you should be prepared with a rain jacket. What to Bring

Sustainability Northwestern Recycles! Northwestern University recycled more than 1,700 tons of material last year, which is about 26 percent of their waste stream. Collection bins are located throughout campus, and you may recycle all colors and types of paper and cardboard, glass, aluminum and plastics #1-5. Green Building Northwestern University is committed to implementing the Leadership in Energy and Environmental Design (LEED) green building systems throughout campus. The Wieboldt School of Continuing Studies was awarded LEED Gold for Commercial Interiors in 2007 and the Ford Motor Company Engineering Design Center was awarded LEED Silver certification in 2006. The Richard and Barbara Silverman Hall for Molecular Therapeutics and Diagnostics should receive Gold certification upon completion. Current projects at Searle Student Health and Harris Hall will seek LEED certification as well. The University is also committed to upgrading lighting systems in existing buildings with T5, T8 and LED fixtures and to increase the efficiency of their air handling and conditioning systems. Carbon Offset This is the sixth year we offered conference participants the option of offsetting the carbon dioxide pollution incurred by travel. We are continuing to work with NativeEnergy (www.nativeenergy.com), a privately held Native American energy company to do this. Registrants had the option of choosing to offset their carbon pollution with either wind energy or farm methane. Your carbon offsets allow NativeEnergy to build Native American, farmer-owned, and charitable purpose renewable energy projects to create social, economic, and environmental benefits. Fifty-nine Waterkeepers contributed $460 for Carbon OffsetWaterkeeper Alliance will send a check to NativeEnergy on behalf of these participants after the conference.

INVASIVESPECIES Abouteveryeightmonths,anew,nonnativespeciecomesintotheGreatLakes, challengingthenaturalecosystem.Theyaresuspectedtocomeinthroughships ballast.Recently,theinvasivezebramusselhassignificantlydecreasedtheamountof DiporeiashrimppresentinLakeMichigan.Ninetyfourpercentofthismajorfood sourcehasbeenkilledinthepasttenyearsandnowLakeHuronhasseena57% decreaseinitsDiporeiapopulationinthelastthreeyears.Notonlydotheyhurtthe naturalecosystemsoftheGreatLakes,invasivespeciesliketheZebramusselclogpipes anddrains,causingdetrimentalharmtoutilityandmanufacturingindustries.TheUS FishandWildlifeServicebelievesthattheeconomicimpactofthezebramusselinthe nexttenyearswillbearound$5billion.Waterfleas,sealamprey,andAsiancarpalso threatentheGreatLakes.TocombatfurtherinvasionofAsiancarpintoLakeMichigan, theChicagoSanitaryandShipCanalsetupanelectricfencetokeepthemout,asthese fishspreadquicklyacrosstheMississippiandIllinoisRivers. POLLUTION AmajorthreattotheGreatLakesispollution.Thereisalotofharmfulrunofffromsoil andfarmchemicalsaswellaswastefromcities.Dischargefromindustrialareasand disposalsitesnegativelyimpactstheGreatLakesaswell.Also,becausearelatively smallamountofwaterflowsoutoftheGreatLakes,thepollutionthatentersstaysthere andbecomesmoreconcentratedovertime.In2007,BPAmocowasgrantedpermission toincreasetheamountofammoniaby54%andindustrialsludgeby35%itdumpsinto LakeMichiganeachday.Itstillfellunderfederalregulations,butmanyChicago environmentalistsprotestedthepermissionoftoxicdumpingwhichresultedinBP promisingnottotakeadvantageofthenewlygrantedpermission.InMay2011, environmentalgroupssuedtheChicagoWaterReclamationDistrictforthereleaseof untreatedsewageintothelocalwaterways.Theyclaimthatthisreleasecausesalgae blooms,whichendupinhibitinganyothergrowthinMidwesternriversaswellas contributestothedeadzoneintheGulfofMexico. GREATLAKESWATERUSEANDDIVERSIONS Becausesomanypeople,states,andcountriesrelyonthewaterandecosystemsofthe GreatLakes,theuseofthatwaterandplanstodivertitcancauseinternationaldispute.

Somediversionsarepermitted,includingadiversionthroughtheChicagoRiverforthe IllinoisWaterway.Therewasaplanin1998fortheCanadiancompanyNovaGroupto take158,000,000USgallonsofLakeSuperiorwatereachyearandbringittoAsia. However,duetogreatpublicopposition,theplanwasdiscontinued.Sincethen,the GreatLakesgovernorsandthePremiersofOntarioandQuebechaveagreedtoprevent almostallfuturediversionproposals,especiallylongdistanceones,throughtheGreat LakesSt.LawrenceRiverBasinSustainableWaterResourcesAgreementandtheGreat LakesSt.LawrenceRiverBasinWaterResourcesCompact.In2005,thoseagreements weresigned. COASTGUARDLIVEFIREEXERCISES In2006,theUnitedStatesCoastGuardproposedaplantohaveapracticerangefor machineguns5milesoffshorein34areasintheGreatLakes.Theirplanwasto designatethisareaaslivefireshootingrangeandholdpracticesthereafteratwohour warningtothepubicwasissued.WhentheUSCGwouldnotbeusingthearea,itwould beopentothepublic.AccordingtostudiesdonebytheUSCG,leadlevelimpactsasa resultoffiringpracticewouldbenegligibleoverafiveyearperiod.However,because peopleopposedtheplanduetounknownlongertermresultsofthefiringpractice,the USCGwithdrewtheplaninlate2006. GREATLAKESCOLLABORATIONIMPLEMENTATIONACT In2006,USSenatorsMikeDeWineandCarlLevinandUSRepresentativesVernEhlers andRahmEmanuelintroducedtheGreatLakesCollaborationImplementationActinto CongressinordertorestoreandmaintaintheGreatLakesasrecommendedbythe GreatLakesRegionalCollaboration.Asevidencefortheneedforrestorationand maintenance,thebillusedtheclosingofover1,800beaches,the6,3000squaremile deadzoneinLakeErie,andthe$500millionyearlydamagethatthezebramussel causes.Thebillalsowasdesignedtostopthespreadandintroductionofinvasive speciesincludingAsiancarp,phaseoutmercury,restoreanimalecosystems,and preventsewagecontamination.Unfortunately,thebilldidnotpass.Subsequentefforts topassthebillhavealsofailed.
