Cabelica, S.A. is seeking to recruit a Chief Technical Officer (CTO) who will be responsible for the technical management, construction supervision and operations of roughly 25 MW of wind power spread throughout four wind farms. Cabelica S.A. is a renewable energy company established in 2009 to construct and operate wind power projects in Cape Verde. The company is jointly owned by Africa Finance Corporation, Finnish Fund for Industrial Cooperation Ltd, Infraco Limited, Electra SARL and the Government of Cape Verde. The companys headquarters are located in Praia, Cape Verde. The CTO will be a member of the Cabelica Executive Management Committee. Required qualifications - Masters or Bachelors degree in mechanical or electrical engineering. - At least 5 years experience in electricity supply industry, with at least 3 years working on wind power projects, particularly managing the operations and maintenance (O&M). - Experience in developing and managing technical teams, effective project management and contract administration skills. - Good verbal and written command of English and Portuguese. - Good leadership and mentoring skills, and a proactive approach to problem solving and strong motivation to succeed. Cabelica S.A. Energy from Wind Cabelica S.A. is a renewable energy company established in 2009 to construct and operate wind power in Cape Verde. The company is jointly owned by African Financing Corporation, Finnish Fund for Industrial Cooperation, Infraco Ltd, Electra SARL and the Government of Cape Verde. The company main office is located in Praia.

Cabelica will construct 4 wind farms (total of 30 wind turbines) with a total capacity of 25.5MW. The capacity will be divided into four separate wind farms, in islands of Santiago, Sao Vicente, Sal and Boa Vista. The electricity generated will be supplied to the national power company Empresa de Electricidade e gua Electra SARL. The construction works have been started in January 2011 in Santiago and in Sao Vicente. Sal and Boa Vista site works will commence in mid-2011. The commissioning of the plants will take place in several phases during late 2011-early 2012. When completed the wind farms will cover approximately one fourth of the electricity consumption in Cape Verde with renewable electricity which is a commendable share internationally. Chief Technical Officer - Job description Cabelica will recruit a Chief Technical Officer (CTO) who will be responsible for the technical management, construction supervision and operations for the four wind farms. The CTO will be a member of the Cabelica Management Committee. The CTO position key performance indicators are the following: Construction period: ensuring the execution of the wind farms with the quality and performance according to technical specifications and within the budget and schedule Commissioning and take-over: enforcing the fulfillment of EPC-contractors obligations and ensuring Cabelicas capability to assume the owner and operator responsibilities Operational phase: managing the operation and maintenance of the wind farms in a way generating the maximum added value Recruitment and training of technical workforce to successfully meet the challenges in different phases of the project Compliance with applicable permits and regulations at all times Performance of Cabelicas obligations and execution of rights within the relevant construction, operation & maintenance and power supply contracts The principal duties and tasks include: supervising the EPC-contractors turn-key delivery and construction and installation works, in cooperation with the Owners Engineer (consultant) assigned by Cabelica optimize the wind farm outputs, electricity sales, and maintenance activities plan and supervise the work of outside advisors and contractors such as Owners Engineer and Service and Availability contractor, ensure smooth interface and transfer of knowhow for the benefit of Cabelica liaise with the electricity off-taker Electra SARL and develop and implement mutually beneficial operation practices for a reliable wind power supply to the electricity networks of the islands represent Cabelica at construction sites and in technical meetings instruct, train and supervise the technical workforce during construction and in day-to-day operation and maintenance review and process the technical reports from contractors and from own O&M functions and supervise the technical documentation and records constantly monitor the needs and opportunities to improve performance and mitigate risks in O&M; by developing Cabelicas organization, implementing training programs and using outside contractors

Required qualifications

Masters or Bachelors degree in mechanical or electrical engineering. At least 7 years of experience in energy industry, with at least 4 years working on wind power projects and/or power sector operation and maintenance. Experience in developing and managing technical teams, effective project management skills. Proactive approach to problem solving and development, strong motivation to succeed. Good verbal and written command of English and Portuguese.
