ADMINISTRATIVE ORDER NO.

01 Series of 2010 AN ORDER RECONSTITUTING THE COMPOSITION OF THE PERSONNEL SELECTION BOARD (PSB) AND AMENDING ITS FUNCTIONS AND RESPONSIBILITIES Whereas, Policy 6 (d) of CSC Memorandum Circular No. 03, series of 2001, Revised Policies on Merit Promotion Plan, provides that both first level and second level rank-and-file representatives to the Personnel Selection Board shall serve for a period of two (2) years; Whereas, there is a need to reconstitute the existing composition of the Personnel Selection Board considering that the respective terms of its 1st and 2nd Level Rank-andFile Representatives already expired; Whereas, CSC issued Memorandum Circular No. 04, series of 2005, amending Policy No. 12 of CSC Memorandum Circular No. 3, series of 2001 and clarifying the functions and responsibilities of the Personnel Selection Board (PSB); Whereas, there is a need to amend the existing functions and responsibilities of the Personnel Selection Board pursuant to CSC Memorandum Circular No. 04, series of 2005; Now, therefore, I, Rodolfo P. del Rosario, by virtue of the powers vested in me by Law, do hereby order the following: Section 1. Reconstitution of the Personnel Selection Board (PSB). The Board shall be composed of the following: Chairman for the Executive Branch : HON. RODOLFO P. DEL ROSARIO Governor MR. RUFO L. DEPARTMENT HEADS CONCERNED (The Office where vacancy exists) Section 2. Functions and Responsibilities of the Personnel Selection Board, as Amended. In the performance of its primary role of assisting the appointing authority in the exercise of his wide latitude of discretion, the Personnel Selection Board (PSB) shall perform the following functions and responsibilities, in addition to those enumerated in the model Agency Merit Selection Plan attached to CSC MC No. 3, series 2001, to wit: a. Follow strictly the process on the selection of employee for appointment in the government service; b. Submit a comprehensive evaluation report of candidates screened for appointment so that the appointing authority will be guided in choosing the candidate who can efficiently discharge the duties and responsibilities of the position to be filled; c. Comply with the policy on the three (3) salary grade limitation on promotion; d. Check the approved agency System of Ranking Positions (SRP) in identifying the next-in-rank positions to be considered in filling a vacant position; e. Ensure that the minutes of all deliberations are recorded, properly filed and maintained, which must be made accessible to interested parties upon written request, and for inspection and audit by the CSC, if necessary; f. Through the Provincial Human Resource Management Office, make accessible the following information or documents upon written request: 1. Screening procedure and criteria for selection, and its amendments; 2. Policies relative to personnel actions, including the gender and development dimensions of the Merit Selection Plan; and 3. Approved Agency Merit Selection Plan; g. Notify all applicants assessed anent their individual rating on the basis of education, training, experience, eligibility and interview, as well as of the outcome of the PSB evaluation; and h. Provide information about the individual rating of a particular applicant upon written request subject to the approval of the appointing authority.

Section 3. Secretariat. The Secretariat of the Personnel Selection Board (PSB) shall be the Appointment and Personnel Records Division of the Provincial Human Resource Management Office. Section 4. Budgetary Requirements. There shall be allocation for this purpose charged against the provincial government funds. Section 5. Effectivity. This Order shall take effect immediately amending Administrative Order No. 03, series of 2007. OFFICE ORDER NO. 01 Series of 2011 AN ORDER RECONSTITUTING THE COMPOSITION OF THE PERSONNEL SELECTION BOARD (PSB) FOR THE SANGGUNIANG BAYAN AND DELINEATING ITS FUNCTIONS AND RESPONSIBILITIES Whereas, there is a need to reconstitute the composition of the Personnel Selection Board considering that some key positions in the Sangguniang Bayan are vacant; Whereas, CSC issued Memorandum Circular No. 04, series of 2005, amending Policy No. 12 of CSC Memorandum Circular No. 3, series of 2001 and clarifying the functions and responsibilities of the Personnel Selection Board (PSB); Now, therefore, I, Glicerio U.
