Foreword
Dear LPRA members, This year has seen a number of developments, both in the structure and management of the Association, which have been directed at protecting and promoting the interests of our Members. In this regard we have now successfully completed the transition from a charity to operating as a limited company. Internally, the moves to consolidate arrangements for the routine management of LPRA affairs with our new Secretariat, FEE have proceeded extremely well and we are now in a position to consider further promotional activities. The first of these is our improved LPRA interactive website, incorporating Sector areas. This is in line with the new policy of focus groups to handle better the increasing diversity of the SRD industry. Hopefully in the year ahead we can exploit the new website to expand our present membership. Externally, council members of the LPRA are playing an increasing role in the policy making committees, including ETSI Working Groups, WG FM, the SRD Maintenance Group and WG SE. These committees, together with TCAM, which deals with conformity and RTTE issues, are responsible for developing policies for SRD regulations throughout Europe. Additionally the European Commission is exerting increasing influence and control over SRD regulations. This is being done via SRD Decisions, which are binding on EU Member States. While such Decisions provide more legal certainty for the SRD industry, they also have the unfortunate effect of causing confusion where the Decisions differ from other documents such as CEPT/ERC Rec 70-3. Our presence in the above fora gives us early warning of proposed changes and the opportunity of providing an industry response. In other word we are in the position to be proactive rather than reactive. We are seeing an increasing influence within the EC and Radio Administrations of lawyers and economists coupled with the appetite for revenue from spectrum trading. This makes it all the more important that the LPRA and other Trade associations can provide market and technical data, which will ensure the continued expansion of the SRD industry. I would therefore encourage LPRA members to adopt a more active approach through their Sector Groups on regulatory matters to ensure that this policy is successful. After a gap of five years we decided to hold Radio Solutions 2008. The event was held at ETSI in Sophia Antipolis on 29th and 30th May. In addition a design course was given on 28th May. The event took the form of a conference with provision for participants to erect portable displays in the lobby area. The first day of the conference focussed on regulatory developments while the second day provided an update on each of the market sectors and included presentations on interesting new technical developments. There have been some important changes to the membership of the Council. Mr. Bob Williams has tendered his resignation due to increasing commitments in his business. I should like to extend my thanks to Bob for his very valuable advice while serving in the Council. I should also like to welcome two new members to the Council. About the LPRA

The LPRA
The Low Power Radio Association (LPRA) exists to represent the interests of the Short Range Devices (SRD) industry. SRDs are used in a wide range of professional and consumer applications as diverse as remote controls for home automation and car key fobs, wireless smoke alarms, RFID tags, medical telemetry and remote environmental monitoring/control systems. The LPRA was established in 1990 as a channel of communication between radio administrations and industry. It has developed into an international association having close contacts with several European administrations. The LPRA is managed by an annually elected council and administered by a professional secretariat. The LPRA aims to develop, promote and preserve the interests of all members and provide a better understanding of the SRD industry within the European community. The LPRA handles the differing interests of all of its members in an equal, impartial and transparent manner and acts as a focal point for enquiries from administrations, developers and users. In particular the LPRA works closely with the European Commission, European regulatory bodies and standards organisations to develop a regulatory framework that will sustain the continued development of the SRD industry. This may include participation in activities involving the generation or amendment of European standards and the preparation of documents requesting additional radio spectrum for use by SRDs. The LPRA maintains a constant watch on regulatory developments in order to protect existing radio spectrum that is already designated for use by the SRD industry. With almost 100 members the LPRA exerts significant influence within European organisations on matters concerning Short Range Devices (SRDs). LPRA members

can have an active involvement in the initiation and drafting of new standards for SRDs. Alternatively members may decide to maintain a watching brief on developments to gain a commercial advantage when formulating their product strategy. The LPRA is a full member of ETSI (European Telecommunications Standards Institute) and represents the SRD community in the generation of wireless standards that are vital to the future development of the industry. The LPRA regularly represents its members interests at CEPT regulatory meetings and attends TCAM meetings coordinated by the European Commission on wireless matters. The LPRA assists members to promote their products or services through the organisation of relevant conferences and exhibitions. A self-maintained Trade Directory on the LPRA website enables members to post details about their company, and its products or services. Where a member has a specific technical inquiry, the LPRA can act as an effective conduit by distributing details of this request to all of its members. The LPRA collates and distributes information to its members on newly published documents relating to regulatory matters produced by the European Commission, CEPT, ETSI and other official bodies. The LPRA also provides informal advice on the interpretation of these documents.

What Is Low Power (Short Range) Radio?


The terms low power device (LPD) and short range device (SRD) tend to be used interchangeably to describe limited power equipment that is operated without the need for an end-user license. What range is classed as short has not been defined, though many telemetry installations operate using low power devices over kilometres rather than metres.

CEPT/ERC Recommendation 0-0 relating to the use of Short Range Devices uses the following definition: The term short range device is intended to cover the radio transmitters which provide either unidirectional or bi-directional communication and which have low capability of causing interference to other radio equipment. SRDs use integral, dedicated or external antennas and all modes of modulation can be permitted subject to relevant standards. Due to the many different services provided by these devices, no description can be exhaustive. However, the following categories are amongst those covered: Telecommand and telecontrol Telemetry and remote metering Alarms Speech & video RFID Building automation Medical implants Automotive and other radio sensing

Maximum power ranges up to 500 mW at VHF/UHF: with certain microwave/Doppler devices it is higher. Higher limits are allowed for RF identification tags in the 865 - 868 MHz band but are subject to restrictions on installation. Power limits are set for specific applications in specific frequency bands. Different rules have traditionally applied in different countries, but within CEPT Administrations (including all those in the EU) the process of spectral harmonization is progressing. Currently the harmonized frequencies include 433MHz (general, including radio-activated car keys), 863865MHz (audio), 868-870 MHz (general, including alarms) and 2.4-2.483GHz (WLANs, video scanning, etc.).

Defining Sectors
The SRD industry covers a very wide range of applications. To enable individual members to focus attention on their areas of specific interest, the LPRA is organised into five industry sectors as shown below.

Medical Telemetry
Low power radio is mainly used in imagery and monitoring devices in the medical sector. Familiar applications would be pacemakers, hearing aids and medical scanners.

Home and Building Automation


This sector focuses on all aspects of building automation, including energy management and building controls as well as the emerging market for remote metering systems. Typical applications include blind/awning controllers, lighting and HVAC controllers and remote reading utility meters. Low power radio is used extensively in building security and alarm systems for signalling, control and detection functions. Familiar applications include wireless intruder alarm sensors, microwave Doppler detectors and CCTV PTZ controllers.

Radio Telemetry and Telecommand


The monitoring or gathering of data or the issuing of controls using wireless technology. Examples include automatic meter reading (AMR), remote pollution monitoring, remote pump control (telecommand), process wireless automation, pressure monitoring of oil well heads, water distribution network monitoring, remote temperature monitoring, remote sensor 4-20mA wireless links, remote rodent monitoring (pest control) and the linking of process controllers wireless Modbus etc. (See also p. 53: About Radio-Telemetry.)

Road and Rail - Transport


This sector embraces historical applications, such as truck and rail wagon to infrastructure signalling and communications links as well as emerging vehicle to vehicle and vehicle to infrastructure communications and short range radar ranging. Applications include intelligent cruise control, vehicle parking sensors and keyless entry systems.

RFID
RFID systems operate in several licence exempt frequency bands, co-existing with other low power devices. Typical applications include access control, mass transportation, logistics and security.

The LPRA regularly consults with many influential committees and organisations, such as SRD-MG, TCAM, ETSI etc. to ensure members views are fully considered in this complex process.

This is a dynamic time for the low power radio industry:


A mushrooming range of diverse applications are competing for scarce spectrum at the same time as national administrations are seeking to increase revenues by selling more and more spectrum. A move towards technology neutrality is forcing disparate applications to co-exist within the same frequency allocations. A wide range of new technologies, such as UWB, are also approaching maturity further increasing the pressure on spectrum and raising questions of compatibility and interoperability. The question of harmonisation, both within Europe and ultimately globally is being actively debated.

It is essential that the industry speaks with a united voice. With almost 100 members, the LPRA is in a position to achieve that objective. The LPRA has an international membership and provides focussed, industry wide, input to Regulations and Standards drafters. Membership guarantees you a place in this process.

ETSI operates an application based task group (TG) structure, working on Standards for short range devices (SRDs). You will receive information about proposed regulatory changes at an early stage and an opportunity to present your viewpoint to the Regulators through your sector representative. You get influence and your voice is heard, which would be almost impossible for an individual company. You will receive regular bulletins on test and measurement matters and may obtain guidance on the application of Standards.

Membership of ETSI is costly and can often be an unaffordable overhead for many SMEs. As a member of the LPRA you can reap many of the benefits of ETSI membership. If you are a large company, membership of the LPRA often makes your life easier and participation in ETSI activities more efficient. You can subscribe to the Task Groups addressing your sectors of interest and contribute to the Standards making process. You are able to present your viewpoints to the decision makers.

EU Directives can seem unfathomable; the RTTE (Radio Telecommunications Terminal Equipment) Directive sets out the rules for product conformity, marking and essential requirements. Interpreting and understanding it can be a nightmare for engineering and marketing specialists alike. The LPRA provides interpretation services for this and advance information on other anticipated measures to enable members to plan responses - and avoid unpleasant surprises.

Adcon Telemetry GmbH is developing a range of low power telemetry devices, data loggers with integrated radios that is, that work off a little solar panel, the smallest used in this industry (10 x 15cm). The whole Adcon system is network oriented. Our products are centered around an A850 Telemetry Gateway, that will automatically retrieve data from up to 1.000 devices, be they 10mW, 500mW or GSM/GPRS devices, with the 500mW radios also working as relay stations for other radio devices. Sampling and polling rates can be individually configured. For alarming purposes thresholds can be programmed that will make the station transmit a notification outside the regular polling cycle. Data is fed into Adcons addVANTAGE Professional SCADA software, that will let users store, visualize, process and distribute data, locally or through the WEB. There are basically three major applications these units are being used for: Agriculture: disease forecasting and irrigation control. Water Management: leak detection, water quality monitoring, level monitoring etc. General environmental monitoring: professional weather stations, landfill monitoring, air pollution monitoring etc.

European Standards and Regulations


The text following outlines the main activities of each body as a guide to manufacturers and users of SRDs in Europe. This is not comprehensive and is intended only to give insight into the complexities of the interrelations between contributing groups.

There are three aspects to Standards and Regulations as applied to Short Range Devices in Europe. They are:

acting Law: derived by the EC (European Commission) Group), through the RSPG (Radio Spectrum Policy and RSCOM (Radio Spectrum Committee) and TCAM (Test Conformity Assessment Meeting), www.europa.eu.int.

Standards
ETSI produces relevant radio standards, which may be Harmonised (HEN Harmonised European Norm) or specific. Standards usually have 2 parts, Part 1- giving Technical Characteristics and Test Methods, Part 2 containing the Essential Requirements as demanded by Article 3.2 of the R&TTE Directive.

Regulations
CEPT/ECC operates through three principal working groups: WGFM (Frequency Management); WGSE (Spectrum Engineering); and WGRA (Regulatory Affairs). For Industry, most important are WGFM, its subsidiary group SRDMG (Short Range Devices Maintenance Group) and WGSE together with its specialist subgroup SE2. The SRDMG handles interpretations of spectrum issues and relevant regulations from policy outlines received from wg FM. SE2 considers technical compatibility issues for SRDs resulting from the requirements of SRDocs. From time to time, Project teams are established by WGFM and WGSE to undertake mandated requirements from the EC or to handle regulatory issues for new technologies, for instance UWB. LPRA has a LOU (Letter of Understanding) with the ECC which enables it to sit on Working Group and Project meetings to present Industry views on subjects under discussion. The ECC via the ERO (European Radio Office) produces a key document CEPT/ERC Recommendation 7003 relating to the use of short range devices which describes, in a series of Annexes the regulations and conditions for use of various categories of SRDs, together with exceptions wherein EU Member States inform of restrictions to use of SRDs in some frequency bands It also contains information relating to the status of implementation by Member States of new or changed standards and regulations.

Work to produce SRD standards is carried out in TGs (Task Groups) consisting of ETSI members from Administrations and industry. Of particular interest are: TG11 (Wideband devices), TG17 (Wireless Microphones and Audio), TG28 (Generic SRDs), TG30 (Ultra Low Power Medical Devices), TG31A (ultrawideband), TG31B (Automotive Radar) and TG34 (UHF RFID). ETSI work programmes, to produce or modify standards or to consider new uses of spectral bands are initiated by the production of an SRDoc (Systems Reference Document) which describes the objectives of the work, benefits, the commercial impact, regulatory implications and the time scales for its conclusion. As an ETSI member, LPRA participates actively in most SRD orientated TGs, via nominated delegates. Other members of LPRA can also attend TG meetings, though under certain restrictions. LPRA members are entitled to receive information from proceedings and to contribute input papers via its delegations. Resulting ETSI standards are available free through ETSI or additionally for LPRA members through the LPRA Secretariat.

Law
The EC produces the laws for the use of radio spectrum and the conditions of use for SRDs in Europe. Both the RSPG and RSCOM are essentially closed to industry attendance which is restricted to policy makers from the EC and Member State radio administrations Mandates on aspects of radio usage are issued from time to time by the EC to the ECC to report on. Practically speaking, industry input to conformity assessment and frequency issues is made by presence at TCAM meetings. This is generally provided by Trade Associations of which LPRA is one.

This spreadsheet allows comparison between field strengths at a given distance (commonly specified in the US) and the radiated power of a transmitter (commonly specified in Europe). The EMC test level of 3V/m can be seen to be approximately equivalent to a 30 W source at 10 m or a 3 W source at 3 m. Take care over the difference between ERP (Effective Radiated Power) and EIRP (Equivalent Isotropic Radiated Power). US regulations commonly use EIRP; European ones use EIRP above 1 GHz and ERP below.

About Radio-Telemetry
The term Radio Telemetry refers to the delivery of information using a radio carrier. Radio Telemetry systems range from simple point-to-point links through to complex data gathering networks spanning entire cities. With the ever increasing cost of installing cables and the lowering cost of technology, the application of modern radio telemetry devices is limited only by the imagination. Modern telemetry systems often now also include the sensing device, such as for example a pressure transducer, strain gauge or temperature sensor. Similarly it is very common for devices to be battery operated with battery lives measured in decades.

Radio Telemeter can also be combined with cellular and internet technology to provide a low cost, low power extension to the networks where many thousands of radio telemetry nodes can report back to a single cellular or internet gateway.

Form a legal perspective the power limits and operational duty cycle permitted for radio telemetry system within Europe are as given ERC recommendation 70-30 and in the US by the FCC under Part-15 or Part 90. In general radio telemetry technology can be deployed on any band that is defined as General Purpose or for Telemetry and Telecommand applications.

Link/Operational Distances
The operating distance of a radio telemetry system depends upon a number of factors. These include the operating RF power level, the radio channel modulation, antenna gain, path topology, receiver sensitivity and receiver dynamic performance such as blocking immunity. In practice links ranging from a few tens of meters to many km can be established with high degrees of reliability.

However, if the application of the system is critical, where failure could result in loss of life or damage to the environment, the system should be designed to fail safe in the even of the radio links failure. This can be simply accomplished by including a regular hart beat within the communications strategy.

Every year millions of lightning bolts hit the surface of the Earth, inducing voltages into cables, damaging electrical appliances, causing fires and on occasion killing people. Radio telemetry can be an effective way of improving safety in areas prone to electrical storms as it provides infinite isolation between elements of the network limiting the initial inducement and subsequent propagation of the electrical surge.

However, please remember that a radio antenna installation itself can induce a lightning strike. Antenna structures must be bonded to Earth using lightning conductors and surge diverters should be used in antenna feeders. Brian M Back, LPRA Council 2007
