Sub:- Collegiate Education Engaging Contract Faculty in Government Degree the academic year 2011-12 Guidelines Issued.

Read:- 1) G.O.Rt.No.142, Higher Education Department dated: 09.10.2000. 2) G.O.Rt. No. 435, Higher Education (CE-I-1) Department, Dt: 27-06-2011. 3) G.O.Rt. No.246, Higher Education (CE-I-2) Department, Dt: 21-04-2011. --In the reference 1st read above, the Government have issued orders for making contract arrangement in the vacant posts of Lecturers in Government Degree Colleges during the academic year 2000-01. From 2000-01 onwards, the vacant posts of Lecturers in Government Degree Colleges are filled in with Contract Faculty after obtaining Government orders, from time to time. During the current academic year 2011-2012 also, a proposal has been submitted to Government for making arrangement in the vacant posts of Lecturers.

In reference 2nd read above, Government have accorded permission to the Commissioner of

Collegiate Education, to engage 1766 Contract Lecturers in Government Degree Colleges in the State as per previous orders by both renewal of Contract Lecturers, who worked during the academic year 2010-11, for the academic year 2011-2012 and also for making contract appointments afresh for unfilled vacancies, where no renewal candidates are available.
In view of the above, the Principals/Presidents of the College Planning and Development Councils (CPDC) of Government Degree Colleges in the State (already existing and newly started), are requested to renew the contract faculties who worked in their respective Colleges during the academic year 2010-2011, for this academic year 2011-2012 also from 01-07-2011 to 31.03.2012, through the selection committee for renewal of contract appointments with the following members: 1) Additional Joint Collector Chairman (District Nodal Officer for HE vide reference 3rd cited) 2) Identified College Principal Convenor 3) Principal GDC., concerned Member

The following guidelines as mentioned below may be followed scrupulously:-

A) The Principals are requested to renew the contract faculties, who have worked in the preceding year (2010-2011) and applied for the same clear vacancy in the same institution, for this academic year 2011-2012 also, by entering into a fresh agreement, subject to the satisfactory performance of contract faculties during the year 2010-2011 as per existing

norms as recorded by the above Committee. contract faculties:-

In regard to past performance of the

i) The Principals of Government Degree Colleges would have reported the adverse remarks if any, against the contract lecturer during the last academic year itself. ii) If the performance of contract faculties are not satisfactory or not up to the mark, the Principal of the college may bring such cases to the notice of the above

Committee which may decide on merits of such cases or decide to refer to District Collector in the first instance or he may choose to refer such cases to Commissioner of Collegiate Education with relevant material and seek further instructions, on renewing or rejecting those candidates for 2011-2012. B) The posts in which part-time lecturers are working on account of Court orders, shall not be disturbed. The posts fell vacant due to discontinuation of the part time lecturers on dismissal of court cases filed by them (by APAT / A.P. High Court) if any, in Government Degree Colleges should not be filled by renewing the contract faculties, until further orders.

C) The Principals are informed that, no Contract Lecturer should be renewed wherever there is un-economic strength in the subject causing inadequate workload and the same Lecturer may be renewed in the nearest needy college with adequate workload under the jurisdiction of the present committee and such cases should be bought to the notice of the Commissioner of Collegiate Education. D) The candidates who were disturbed during the course of recent promotions of Junior Lecturers as Lecturers in the month of May-2011 and those disturbed due to General Transfers in the month of June 2011, may also be renewed in the needy colleges through the selection committee. E) In case the services of any candidate can not be renewed for want of vacancies in the District their cases will be considered, separately on receipt of such information to this office from the Principals of Concerned Government Degree Colleges.

F) TIME SCHEDULE: I) College planning and development council to call for the applications from the contract faculties, who worked during the academic year 2010-2011, on 30.06.2011 (the information of the subject wise vacancy positions is to be displayed in the college notice board concerned).

II) Last date for receiving the applications is 01.07.2011. III) Last date for renewal of contract faculty by the Principal / President of the CPDC by 02.07.2011. IV) Entering the fresh agreement with contract faculties, who are renewed for the year 2011-12 on 02.07.2011 on Rs. 100/- non-judicial stamped papers. The Principals of all the Government Degree Colleges in the State are requested to follow the guidelines and time schedule as mentioned above, strictly for renewing the faculty on contract basis in their respective colleges. Separate guidelines will be issued for engaging fresh Contract Lecturers after getting the final vacancy position with work load after completing renewal of last year candidates. For updating data on vacancy etc., please contact JKC mail, O/o CCE /CCE web site. The District Collectors concerned are requested to monitor for renewal of Contract Lecturers through the Additional Joint Collectors concerned.

The RJD CEs are requested to coordinate with all concerned in smooth completion of above exercise. The receipt of these proceedings should be acknowledged at once.
