Vacancy#:UNIOGBIS/HRS/NPO/012/2010 Deadline: 14 December 2010 Post Title: Human Rights Officer Level: National Officer Organizational Unit: Human Rights & Gender Affairs Section Location: Bissau Initial Appointment: One year, subject to operational requirements and satisfactory performance. UNIOGBIS invites qualified internal and external candidates to apply for the position highlighted above. Interested candidates are requested to complete a United Nations Personal History form (P.11), available at UNIOGBIS Human Resources Office and attach copies of the following documents: Proof of Guinea-Bissau nationality, birth certificate, university degrees and reference letters from previous employers. Duties and Responsibilities: Under the direct supervision of the Human Rights Officer and the overall guidance of the Chief of Human Rights and Gender Affairs Section, the incumbent will be responsible for the following duties: Researches and collects information on human rights development from the a variety of data sources (e.g publications, the press, interviews); assists with analyzing the information for political assessment and mandate implementation in the area of assignment;

Assist in the collection, management and analysis of information on human rights matters from a variety of data sources; Assist in developing and maintaining systems to track information on human rights violations; Contribute to the drafting of internal and public reports, communications, briefings, statements, etc; Assist in the organization of and participate in missions in Guinea Bissau as appropriate; Assist in the organization and implementation of workshops, capacity-building and other human rights activities as appropriate and keep track of such activities; Participate with Human Rights Officers in discussions with relevant Bissau Guinean authorities, opposition groups, civil society and other stakeholders for the purpose of information-gathering, advocacy and capacity-building; Assist the Coordinator, Human Rights Section in his/her efforts to develop, widen and enhance UNIOGBIS' network of partners and contacts in Guinea Bissau; Assist in liaising with UN agencies and other international community entities on human rights issues and activities; Perform other duties, including administrative support, as required.
Competencies:

Professionalism Knowledge and understanding of human rights related matters; ability to identify problems i.e political, ethnic, gender-based, social, economic, causing civil unrest; demonstrated research and analytical skills, including the ability to identify and participate in resolution of relevant issues; basic knowledge of institutional mandate, policies related to human rights; skill in developing sources of data collection.

Communication Excellent spoken and written communication skills, including the ability to draft/edit a variety of written reports, studies and other communications and to articulate ideas in a clear and concise style. Teamwork Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural environment with sensitivity and respect for diversity. Technological awareness Good computer skills including proficiency in word processing, spreadsheets and other software applications. Qualifications and Experience: University degree preferably in law, political science, international relations or other disciplines related to human rights. At least 3-4 years of progressive professional work experience in legal practice, monitoring of human rights issues, research and reporting.

Languages: The official working language of UNIOGBIS is English. Fluency in spoken and written English and Portuguese is a requirement. Knowledge of French and other local languages may be an advantage.
