81 important reservoirs with total live storage capacity of 151.770 BCM were monitored on weekly basis.

6.1 MONITORING OF RESERVOIR STORAGE: During the water year 2009-2010 Central Water Commission monitored water storages of 81 important reservoirs of the country having total live storage capacity of 151.77 BCM. 49 more projects (each having storage capacity of 0.250 BCM or more) have been identified for inclusion in the monitoring system. Inclusion of 49 reservoirs will raise the number of projects under monitoring to 130 and storage capacity from 151.77BCM to 172.32 BCM i.e. about 76.59 % of the total capacity of 225 BCM created so far. * Monsoon rain in Water year 2009-10 continued up to 15th October 2009. % of Storage at FRL for 2009-10 and as % of 10 years average on 15th October 2009 were 63% and 94% respectively. A bulletin on the status of reservoir storages is being issued every week. The weekly bulletin contains current storage position vis--vis storage status on the corresponding day of the previous year and average of last 10 years on the corresponding day. The information presented in the bulletin is also used by the Crop Weather Watch Group constituted by Ministry of Agriculture for reviewing the crop planning strategy based on the availability of water in the reservoirs. 6.2 CAUVERY WATER BULLETIN:

Weekly storage position of five Important reservoirs in the Cauvery basin is also monitored and a bulletin is issued every week .This bulletin incorporates the designed live storage capacity, live storage of current year, last year and average of last 10 years of the respective week in four reservoirs of Karnataka State (Kabini, Hemavathy, Harangi, Krishnaraja Sagar) and one reservoir in the state of Tamilnadu (Mettur). Bar Charts (i) indicating Monthly / Weekly flow as per Cauvery Water Dispute Tribunal's (CWDT) award, observed flow at Billigundulu G&D site of CWC upstream of Mettur reservoir and inflow in Mettur reservoir and (ii) Combined storage position of four reservoirs in the State of Karnataka and that of Tamilnadu are also supplemented along with the bulletin. Four such bulletins are issued every month. Special bulletins are also prepared at the time of meeting of Cauvery Monitoring Committee headed by the Secretary (WR). ASSESMENT OF THE REVISED LIVE STORAGE CAPACITY The Basin wise / State wise data for 20 major river basins identified in Central Water Commission Publication Storages in River Basins of India exluding storages of less than 10 MCM is maintained by Central Water Commission. The data was last up dated in the year 2007 in respect of the following. An additional live storage capacity of 6.241 BCM (Approx) is estimated to be created through medium projects having a capacity of less than 10 MCM thus making a total live storage capacity of 225.14 BCM in completed projects However a study has recently been undertaken in which the Live Storage Capacities of all dams, enlisted in the National Register of Large Dams -2009, have been accounted for after reconciling their data with that available for such dams in WM Dte./ DPRs available in IP(S) Dte. The status of completion of the dams is being reconciled, to the extent possible, with the information as available in NRLD. The study is likely to be completed shortly.
FARMERS PARTICIPATORY ACTION RESEARCH PROGRAMME (FPARP)

The Ministry of Water Resources, GoI is implementing Farmers Participatory Action Research Programme (FPARP) throughout the country with the help of 60 institutions viz. Agricultural Universities, ICAR Research institutes, ICRISAT, WALMIs, and NGOs for demonstrating that it is now possible to increase the yield and income per drop of water through combination of water, variety and agronomic practices.

The technologies being demonstrated under the programme include technologies such as Micro irrigation system (drip & sprinkler irrigation) with and without Fertigation. Crop Diversification and multiple use of water, System of Rice Intensification (SRI), In-situ soil moisture conservation etc. The programme started in Rabi 2007-08. The programme is likely to close by the end of Rabi 2009-10.The total cost of the programme is around 24.4685 crores. First installment of 70% was released by the Ministry to all the institutions by May; 08.The second installment of 30% has been released to 30 institutions. 4590 demonstrations are reported to have been completed by the end of Kharif 2009 and 398 demonstrations are under progress during Rabi 2009-10. Thus, 4988 demonstrations would be completed under the programme. An expenditure of Rs.1584.00 Lakh is reported to have been incurred by the implementing institutions. The assessment of the technologies by the implementing institutes is broadly indicating water saving and increase in yield and the feedback from the farmers indicate that they are, generally, satisfied with the demonstrations and are willing to adopt the technologies. The ICAR- CWC Joint Panel was constituted in March 1979 by the ICAR mainly to deal with the problems relating to efficient water use management and suggest measures for maximizing the return from investment on Irrigation in areas covered under major, medium, minor and other irrigation programmes. The functions of the Panel include providing adequate and efficient agricultural research, education and extension services in irrigation commands. The Panel also reviews the work done by Agricultural Universities/ Research Institutes, Command Area Development Authorities, Central and State Ground Water Organizations and others with a view to optimizing the yield per unit of water. Director General, ICAR is the Chairman of the Panel in the first and third years while Chairman, Central Water Commission is the Chairman of the Panel in the Second year. The next meeting of the Panel is proposed in the month of April 2010.

INTERACTION WITH MINISTRY OF AGRICULTURE Central Water Commission is represented in the Crop Weather Watch Group meetings of Ministry of Agriculture in which the water storage status of 81 important reservoirs being monitored by CWC is appraised. The ICAR- CWC Joint Panel was constituted for the first time in March 1979 by the ICAR for a period of three years mainly to deal with the problems relating to efficient water use management and suggest measures for maximizing the return from investment on Irrigation in areas covered under major, medium, minor and other irrigation programmes. The functions of the Panel include providing adequate and efficient agricultural research, education and extension services in irrigation commands. The Panel also reviews the work done by Agricultural Universities/ Research Institutes, Command Area Development Authorities, Central and State Ground Water Organizations and others with a view to optimizing the yield per unit of water. The Joint Panel, after expiry of its initial term of three years, has been reconstituted nine times so far. Director General, ICAR is the Chairman of the Panel in the first and third years while Chairman, Central Water Commission is the Chairman of the Panel in the Second year. The Joint Panel of ICAR CWC was last reconstituted in February, 2010. The first meeting of the newly constituted ninth Panel was held on 21st April 2010 under the Chairmanship of Chairman, Central Water Commission. The proceedings of the meeting were circulated in the month of June 2010.Action is being taken for compliance of the items discussed in the meeting. The second meeting of the reconstituted ICAR-CWC joint panel is due this year.
