About SAMS
SAMS stands for Student Academic Management System. It was initiated in 2009-10 Academic Session for 60 Junior Colleges. Its objective is to;

Objective of SAMS
Ensure single window system for admission though e-Admission process Make the admission process economical for the applicants / parents. Make the entire process of admission from application stage to admission transparent, thereby, reducing anxiety among applicants / parents. Reduce the work of colleges by developing several modules of administration using the database of admission process.

1.2

Changes in SAMS
In 2010-11 Academic Session, some changes have been brought into the SAMS 2010 process.

1.2.1. One of the major changes is ON-LINE application for the college seats. 1.2.2. There will no Preliminary Admission in 2010-11 SAMS e-Admission.

1.3

e-Admission
e-Admission aims to use Information Technology to process applications for admission which would reduce time & improve efficiency for the college functionaries who have been doing it manually. It would also make the admission process economical, efficient, hassle free & transparent for the students and their parents. The students/parents have to apply on-line for a maximum of TEN options (College/Stream/Honours), take print of the computer generated filled application form and travel to only one of the 53 colleges under e-Admission process to submit the application to get admission to any stream of any college of their choices.

1.4

e-Administration
e-Administration aims to use the database of e-Admission in various academic & administrative activities like issue of identity card, collection of fees, section allocation, issue of admit cards, tabulation of internal examinations marks, submission of return of matriculates to Universities, preparation of long roll, etc. It will follow e-Admission in pilot phase colleges. In other colleges, student database will have to be created to make e-Administration possible.

Colleges under e-Admission


Basing on the success of e-Admission for Junior Colleges, it is decided that the e-Admission for +3 level will be done in 53 Degree Colleges, those are attached to 60 Junior Colleges in SAMS 2009. The list of colleges are given in Annexure-1.

Common Prospectus (CP)


It has two components. One part is general guideline & second one is individual college profile. It will be available in Higher Education website www.dheorissa.in in downloadable format to take printout. A. The first part of CP will have features of e-Admission like Selection Guidelines, Reservation & Weightage Principles, etc. You are presently going through the first part of CP. B. In the second part of CP, the individual college profile will have features like Seat Availability, Subject Availability, Honours Availability, College Admission Cut-off of mark of last 2-years for various Streams, Hostel Seat Availability and Total Fees required for admission for each of the 53 Degree Colleges which is available on-line in www.dheorissa.in.

Common Application Form (CAF)


The Common Application Form (CAF) is to be used for applying for admission to +3 classes of 53 Degree Colleges. It will be filled on-line. It has fields for the +2 Council details like (Council Name, Year of Passing & Admit Card Number), correspondence address, personal information, reservation & weightage details, etc. CAF has been restricted to maximum 10 Options to put your choices of College/Stream/Honours in order of preferences where one would like to study. The sample copy of on-line CAF is given in Annexure-2 along with the instruction to fill in the same.

3.1.

Applicant has to be careful about filling up options as ones selection depends upon his/her choices and his/her marks. Please make an informed choice taking into account your marks in Higher Secondary (+2) Examination and the Cut-off marks of +3 streams of last 2-years in the colleges where you want to apply. If one gets selected against his/her FIRST option, his/her other options shall not be considered for 2nd Selection.

3.2.

Some students who take admission against his/her SECOND/LOWER options during 1st selection admission get slide up during 2nd selection and got their higher choice college but wanted to continue in the 1st selection college. To accommodate them, all students who get lower choices may exercise an option either to be part of 2nd selection or not at the time 1st selection admission. These who do not want to be a part of 2nd selection wont be considered for the same. Common Application Form (CAF) & Common Prospectus (CP) wont be printed by colleges. These will available in the website www.dheorissa.in. Applicants may download the relevant pages from the internet and print the same for their use. A part of the CP contains the general matters, process & principles for admission will be provided and sold at the colleges for Rs. 10/per copy.

4.1.

Eligibility
The minimum eligibility for admission to +3 classes shall pass in Higher Secondary Examination (HSC) of the Council Higher Secondary Examination (CHSE), Orissa or its equivalent. The list of equivalent Boards is at Annexure-3 communicated by CHSE, letter no. 2637, Dtd: 18-May-2010. A student passing +2 Science can apply for all the streams at +3 level. A student passing +2 Arts or +2 Commerce can apply either for +3 Arts or for +3 Commerce stream. A student who wishes to apply for CBZ stream in +3 Science should have Biology at +2 level.

Cost Structure
The applicant will apply CAF on-line and take a print of this on-line filled CAF and submit at nearby SAMS colleges. Applicant can only give maximum 10 options (College/Stream/Honours). As per the choice applied in CAF the applicant will give required fees at the college counter while submitting the application. For one or first choice applicant has to give Rs. 100/- and for other choices Rs. 50/- for each. In this way, if an applicant has given 10 choices then s/he has to pay 100 + (9X50) = Rs. 550/-. This amount is to be deposited in cash at the college counter. Out State Applicants (OSA) need to send this amount by Bank Draft only in favour the Principal of the college where CAF is being sent.

These dates have been finalized on assumption that CHSE, Orissa will declare +2 Council results on 22-May-2010. If the declaration of CHSE (O) results is delayed, then these dates will be shifted by that many days and will be notified in the newspaper. The above dates are applicable to all Degree Colleges of the State which includes SAMS and Non SAMS Degree/Autonomous Colleges. No Degree college should fix any other dates for admission.

Application Process
The CAF will be available in www.dheorissa.in for applying on-line. There will be one Common Application Form (CAF) for admission to any stream of any of the 53 Degree Colleges selected for e-Admission 2010. It is also decided to have one Common Prospectus (CP) for these 53 colleges. The CP will also available on-line to download in PDF format. The first of CP (General Guidelines) shall be made available at colleges for purchase @ Rs. 10/-. However, the second part of CP (Individual College Profile) shall be available in Internet which the applicants may download and take a print.

Where CAF can be applied on-line?


The on-line CAF is widely available in the Internet though the Higher Education Department website (www.dheorissa.in). It can be accessible in the Cybercaf, Common Service Center, Facility Center by SAMS Colleges.

How to apply on-line?


Go the Higher Education Department website (www.dheorissa.in). Click on the On-Line CAF in its home page Fill-up the form on-line (you may upload your recent passport size colour photograph in the space provided for the same).
Note Use TAB Key of the Keyboard to move from one box to next one. Wherever, any box has a Select Filed, you have to click on Select and you will get a list of data relating to that field. You have to click on the Data Filed relevant to you and then move to the next filed. Example For State box, once you click on Select in the box, the list of states will be displayed. You have to move the Mouse Curser to your state, say ODISHA & which on the same to fill in the box.

8.2.4

After filling up click on the submit button. Then wait for another page to come. This page will give you confirmation of your submission and indicate a Reference Number. This Reference Number will be used for modifying your CAF, if you want to modify it before submission the printed copy to the Applied College. After submission, a password will be recorded in the bottom of the application form (Applicant Copy). This will be useful if you want to modify your application form before submitting it in the Applied College. This Reference Number & Password (given at the time of submission of on-line form) may be used in the Internet to change / modify your on-line submitted CAF. Then click on Print CAF button and save it in your computer. You will get two copies of the submitted form one is College Copy and another is Applicant Copy. Then take a copy of both College & Applicant copy. Affix your self attested (on the front) recent colour passport size photographs in the College Copy. The applicant and his/her parent/guardian has to sign in the College Copy before submitting the same. NB: Only computer generated CAF will be accepted at the SAMS College (53 College for +3). CAF filled by HAND or DTP will not be accepted.

There are also facility centers will be operated during the application period & Common Services Centers or Jana Seva Kendras of OCAC are also being activated to help the applicants in filling up the on-line CAF. An applicant has to pay Rs. 10/- for Internet Charges & Rs. 5/- per page of print out (of B/W A4 Size) for completing the on-line application & for taking print out for submitting at 53 SAMS Degree Colleges Receipt Counters.

Submission of CAF
The duly signed College Copy and Applicant Copy of the CAF along with relevant documents to be submitted at the nearest SAMS College (53 Degree Colleges). When the applicant submits the college copy of the application form, the college authorities will acknowledge the same by recoding a Money Receipt-cum-Index Number (MRIN) on Applicant

Copy of the application form. This MRIN shall be the KEY to all queries for applicant regarding eAdmission 2010.

The MRIN will be generated from the CAF Receipt Register and given to the student and will be updated in the website (www.dheorissa.in). Other State Applicants (OSA) can send the CAF by post. The duly filled CAF should reach on or before the expiry of the date-line. The fees for CAF options need to be sent by Bank Draft by the OSAs in favour the Principal of the college where CAF is being sent.

CAF Validation Process


Applicant cannot change any data after submission of on-line filled CAF at the college counter. The e-Admission Team Member will validate the submitted application on-line by comparing with the relevant documents like mark sheets, reservation & weightage certificates, etc. For benefit of applicants, a sample of filled up CAF, College Copy & Applicant Copy is enclosed at Annexure-5 & Annexure-6 respectively.

Principles of Selection
Admission into various Colleges, Streams & Honours shall be decided strictly on the basis of merit. Total marks secured at the Higher Secondary (+2) Examination w.r.t Total Marks, Weightage & Reservation (if applicable) will be taken into consideration in preparing the merit list. For Reservation & Weightage, please refer items 12 & 13 of the prospectus (CP). In case of candidates passing the Higher Secondary (+2)/Equivalent Examination compartmentally, average of marks secured in the subject/s concerned at both the examinations shall be taken into consideration to determine the aggregate. For applicants who have secured equal marks in the +2 Council Examination and have opted for same stream, their merit will be decided on the basis of marks in English/MIL for Arts & Commerce Streams and English/ Chemistry for Science Stream.
For Example:If there are two applicants who have opted for one college and one stream (Honours/Pass) and have same marks in +2 Council Examination, then if it is for Arts/Commerce streams, then the applicant who has more marks in English will get preference. If English marks of both applicants are also same, then marks in MIL will determine the selection. For Science Stream English/Chemistry marks will be deciding factor in similar sequence.

Any applicant, if selected, will be given only one confirmed seat according to his/her choice of preferences in CAF in the intimation letter after 1st selection and/or 2nd selection. Status of the higher choices of preference in the CAF will also be intimated (Please see Annexure-4 as an example of waiting list position for higher options). If an applicant gets selected to the seat of his/her 1st choice of preference as per the CAF, then his/her name wont be considered for other choices of preference in the 2nd selection. If an applicant gets selected against any choice other than 1st preference in 1st selection, s/he will be considered for higher preference choices in the 2nd selection.

Note:Students who take admission against lower options in the 1st selection may slide up during 2nd selection and got their higher choice college but may want to continue in the 1st selection college. To accommodate them, all students who get lower choices may exercise an option (by giving an undertaking) either to be part of 2nd selection or not at the time 1st selection admission. These who do not want to be considered for 2nd selection wont be considered from the same. A sample format for such form is at Annexure-7.

9.9.

In case a student takes admission against 2nd or 3rd choice of preference but gets 1st choice in 2nd selection, the, s/he can take transfer to the college of his/her 1st choice without forfeiting the deposited college fees except the College Development Fees. However, if an applicant has taken admission in a college as per the 1st or 2nd selection but goes to take admission for the Balance Seats in a higher choice, she will have to deposit the entire admission fees in the new college. The old college where s/he had taken admission will not remit the admission fees to the new college.

9.10.

There will be 4 stages of admission (a) First Selection Admission, (b) Second Selection Admission, (c) ST/SC Extension Seat Admission (d) Balance Admission from Merit List. For above admission SAMS Steering Committee shall provide the list to the SAMS colleges for admission.
Note:Honours Subject & Pass Subject wont be indicated in the intimation letter of selected applicants. The destination college will allocate as per the merit list and as per options of applicants in the CAF.

9.11

Honours Selection
Honours selection will be done at the respective Destination College where applicant takes final admission. The college will conduct a counseling process basing on the merit list. The criteria for securing 40% marks in individual subject for getting Honours has been removed from this Academic Year.

9.12.

Any applicant opting for PCM in +3 Science stream will have choice of Honours for either Physics, Chemistry, Mathematics, Statistics, Geology, Computer Science or Information Technology. It may be noted that Computer Science & Information Technology are both self financing courses for which one has to pay extra amount as detailed in individual college profile. Any applicant opting for CBZ in +3 Science stream will have choice of Honours for either Botany, Zoology, Micro Biology or Bio-Technology. Micro Biology and Bio-Technology are both self financing courses for which one has to pay extra amount as detailed in individual college profile. Tentative date for Honours selection at college level 9th & 10th July 2010 i.e. after 2nd selection admission. College authorities will notify the exact date on the notice board for benefit of students who take admission during 1st & 2nd selection admission dates.

Intimation
Intimation for e-Admission will be communicated through; SMS (if mobile number is provided in the CAF) e-Mail (if mobile e-mail address is provided in the CAF) Applicants can get the information by giving their Index-cum-Money Receipt Number from Toll Free Number (155335) working day 10:00 A.M. to 5:00 P.M. Official Website www.dheorissa.in. From this website selected candidates can download the intimation letter. This download intimation letter or the Applicant Copy of CAF will be necessary for admission at Destination College. A sample copy of Intimation Letter is at Annexure-4. Notice board of Applied College (where applications are submitted).
Note: As there is no postal intimation, applicants are requested to access any of the above fire modes of intimation on predetermined dates.

Admission Procedure
Applied College for an applicant is one where the applicant submits the CAF. Destination College of an applicant is the college where s/he gets selected for admission as per his/her choice & marks in the Higher Secondary (+2) Examination.

11.3. 11.4. 11.5.

An applicant has to produce all the certificates in original at the Destination College for admission. An applicant has to submit 3 colour passport size photographs (signed by him/her) at the time of admission. Additional information of the admitted students will be collected in a separate form, which will be used for e-Administration purposes by college authorities. A sample copy of Additional Information Form is given at Annexure-8. Applicants, whose Destination College is different from their Applied College, will submit a second set of Xerox copies of relevant documents for records of the Destination College i.e. the college where one is taking admission. Hostel will be allotted after admission at the Destination College as per the preferences given in the CAF and as per merit of applicant & availability of seats.

11.9

Procedure to deal with transfer cases

11.9.1 If a candidate who has taken admission on basis of 1st selection gets selected for his/her higher choices in 2nd selection, two situations may arise. a) If an applicants Destination College in 2nd selection is different than the 1st selection b) There could be a change of stream in the same Destination College in 2nd selection. For situation (a): The applicant would report at the 2nd selection Destination College and surrender his/her CLC from the 1st selection destination college and deposit only College Development fess of the that particular college. (b): For change of Stream in the 2nd selection (due to up-gradation), Destination College remaining the same, there would no need for the applicant to approach the college for any endorsement. This would be done at the college level subsequently. 11.9.2 For transfer of Funds/Bank Drafts, it would be done after all admissions are over among the colleges. The Principals of respective colleges would transfer the funds to respective colleges on the transfer cases as mentioned above.

Reservation
Scheduled Caste [SC] & Scheduled Tribe [ST]

12.1.1 SC - 8% of the sanctioned strength shall be reserved for SC applicants 12.1.2 ST - 12% of the sanctioned strength shall be reserved for ST applicants 12.1.3 The reserved seats are not interchangeable between SC&ST. 12.1.4 SC/ST applicants selected for admission on merit shall not be counted against reserved seats. 12.1.5 Additional seats for SC & ST students to the extent of 8% for SC & 10% for ST will be provided under the following conditions. a) Seat normally reserved for that category of students, i.e. SC or ST has been fully utilized. b) Even after the reserved seats have been fully utilized, student of either or both the categories who have secured 40% or more (for Arts & Commerce) or 50% or more (for Science) in the qualifying examination have failed to secure admission to Arts/Commerce or Science/Commerce stream respectively [G.O. No. 36979 Dt. 23/09/04 of Department of Higher Education] 12.1.6 However any modification made by the Government in the reservation policy will be followed during admission. 12.1.7 Reserved seats lying vacant after 2nd selection admission would be de-reserved.

12.2

Physically Handicapped [PH]/Orthopedically Handicapped [OH]


3% of sanctioned seats shall be reserved for PH / OH Students (Extent of handicap not below 40%).

Ex-Serviceman [ESM]
1% of the sanction seats shall be reserved for Self/Children/Wife/Husband of Ex-Serviceman.

Serving Defence Personnel [SDP]


1% of the sanction seats shall be reserved for Self/Children/Wife/Husband of serving defense personnel. (G.O. No. 55588/HE, Dt. 16.10.2000)

Children of Martyrs (CoM)


2% of seats sanctioned are reserved for the children of martyrs.

Oriya Living in Neighbouring States [OLNS]


Admission on merit from Oriya students living in neighbouring state shall be reserved up to 5% (1% for any particular state) of the sanctioned strength. For the purpose of admission, an applicant will be considered as OLNS, if s/he has passed the HSC examination or equivalent examination from any school situated in the neighbouring state of Orissa. (Andhra Pradesh, Chhattisgarh, Jharkhand, Bihar & West Bengal).

Weightage
The 10% of seat in each stream shall be filled up by weightage candidate. This 10% seats will be proportionately distributed among reserved category. An applicant who is selected under weightage category (10%) and takes admission will continue to remain under weightage category even if cut-off mark is reduced in subsequent selection.

13.1

NCC

13.1.1 Applicants holding certificate B shall be given Weightage of additional 10% of marks over and above the aggregate marks secured at the Higher Secondary (+2) or Equivalents examination. 13.1.2 Applicants who have represented the at the All India level NCC Camps/ Courses/ Activities shall be given Weightage of additional 5% of marks over and above the aggregate marks secured at the +2 Council or Equivalents examination.

13.2

NSS

13.2.1 Applicants who have represented the country at International Level Camp shall be given direct admission. 13.2.2 Applicants who have represented the state at National Level Camp shall be given Weightage of additional 7% of marks over and above the aggregate marks secured at the CHSE/Equivalent examination. 13.2.3 Applicants who have represented the inter State Category Camp shall be given Weightage of additional 5% of marks over and above the aggregate marks secured at the CHSE/Equivalent examination. 13.2.4 Applicants who have got the best NSS Volunteer award in University level shall be given Weightage of additional 3% of mark over and above the aggregate marks secured in CHSE/Equivalent examination.

13.3

13.4.1 Applicants who have represented the country at International Level shall be given direct admission.

Women for Stream

13.5.1 Women applicants opting for a stream in which, teaching facility is not available in any of the local womens colleges shall be given Weightage of 5% of marks over and above the aggregate marks secured at the CHSE/Equivalent examination 13.5.2 Women candidates availing of the weightage for a stream shall not be allowed to change the stream subsequently.

Admission of candidates from Outside State of Orissa (OSA)


The number of students admitted from outside Orissa to any class shall not exceed five percent (5%) of the total number of sanctioned seat of the class subject to maximum of one percent (1%) of the total seat for the candidates of a given State/ Union Territory of India.

13.5.1. For the purpose of admission, an applicant will be deemed to be from outside the State of Orissa if he/she has passed the Higher Secondary (+2) / Equivalent examination from any school situated outside State of Orissa.

Certificates & Documents


The following documents & certificates are to be submitted at the time of submission of CAF. Higher Secondary (+2) Mark Sheets-cum-Provisional Certificate (or equivalent Board). If an applicant has not received the mark sheet from the board in-time, then the downloaded mark sheet from Internet will be admissible. Conduct certificate from the institution last attended. Schedule Tribe/ Schedule Caste certificates from revenue officer not below rank of Tahasildar/Additional Tahasildar. For ST applicants, his/her fathers caste certificate may be taken into consideration. PH/OH certificate from CDMO/SDMO/CMO of Capital Hospital (in case of Bhubaneswar). Ex-Service Man certificate from Zilla Sainik Board. Service Defence Personnel-SDP (Army/Navy/Air Force) Certificate from the Commanding Officer of the unit. Children of Martyrs (CoM) certificate from the District Collector. NCC certificate from the Group Commandant / Camp Commandant. NSS certificate from the State Programme Coordinator.

15.1

Important Notes
Reservation

15.1.1. In case there are no applicants in any of the reserved category, the seats will be de-reserved and filled up by the general category applicants. 15.1.2. No seats shall remain reserved for any category beyond the normal date of admission.

15.2

Weightage

15.2.1. No weightage shall be given in any category if the achievement has not been made within two years before the last date of CAF submission at the Applied College. 15.2.2. Not more than 10% of seats in each stream shall be filled up on the basis of weightage for various extracurricular activities/unavailability of stream in local womens college. 15.2.3. An applicant can claim weightage to a maximum of 10% over the total mark secured. 15.2.4. Weightage is only for purpose of admission. It shall not be considered for any other preferential treatment such as allotment of subject/hostel. 15.2.5. An applicant who is selected under weightage category (10%) and takes admission will continue to remain under weightage category even if cut-off mark is reduced in subsequent selection. 15.2.6. 15.3

General

15.3.1. Certified true copies of documentary evidence must be attached with the CAF to be considered under the reservation & weightage category 15.3.2. If an applicant, whose parents are permanent resident of Orissa has passed HSC or equivalent examination without Oriya as a subject form out side of Orissa. S/he may be considered to be from within Orissa. S/he has to produce a permanent resident/nativity certificate from the District Magistrate/Tahasildar to the effect that her/his parents were resident of that district of Orissa. 15.3.3. Vacancies arising out of transfer will be filled up from the same category of student. 15.3.4. CAF incomplete in any respect will be rejected. 15.3.5. Applicants applying in two or more Common Application Form (CAF) are liable to be rejected. 15.3.6. Computer (Net) generated CAF will only be accepted.

There are four types of input field in this on-line Common Application Form (CAF). (1) Select Box (2) Text Box (3) Radio Button & (4) Check Box

1. Select Box To fill up this input field the applicant has to click anywhere in the box by using Mouse. Upon clicking the list of options will be show up on the computer screen. Then click on the option of your choice. This option will be filled in the box. Please move to the next item. Following items in CAF will have Select Box. Above procedure is to be used to fill these items.
