With reference to the above subject matter I would like to inform you that in terms of H.O letter No.

IR/P/25/3 dt.29/4/08.A period of 20 months is completed .There is a inordinate delay in the issue of charge sheet & conduct of departmental enquiry. 2) I have been served Articles of charge vide H.O letter No.WKGB/VIG/P/01/34 dt.17/3/09.The allegation leveled against me are not at all acceptable to me. This allegations are leveled with an ill intentions of to spoil my future career in Bank.I would like to invite your kind attentions towards Regulations -43 of erstwhile Solapur Gramin Bank ( amalgamated into Wainganga Krishana Eramin Bank) Officers & employees service regulations 2001(Revised) which is read as belowFor the purpose of enquiry ,the office or employee shall not engage legal practitioner without prior permission of the competen authority. 3) In order to comply with the requirement of the regulation -43 I have vide my application dt.30/4/09 submitted request to the chairman & competent authority to permit me to engage legal practitioner for the purpose of enquiry to defend my case. Also I have given reminder letter dt.02/06/09 for the aforesaid purpose & request to the chairman & Competent Authority to provide me certified copies of the relevant papers/documents as mentioned in my letter dt.6/9/08,14/111/08 & 26/3/09.But till this date the chairman & competent authority has not acceded to my genuine request.

4) A notice of hearing dt.25/9/09 was served to me & the date of hearing was fixed on 05/10/09 to the Enquiry Officer to permit me to engage legal practitioner to defend my case. Enquiry officer has advised presenting officer to forward my captioned application to the competent authority & decision of the competent authority should be communicated to me (cso) within a week but I have received decision of the competent authority after three months (Banks letter dt.02/01/10 is received by me on 08/1/10).I am science graduate & not5 fully conversant legal matters. 5) the chairman & competent authority vide their letter No.WEKGB/HO/IR/09/10/655 dt.02/1/2010 has declined my request for engaging a legal practitioner without giving valid reasons. The decisions of the chairman & competent authority is totally contradictory to the permission of service regulations-43 of erstwhile Solapur Gramin Bank ( now amalgamated into Wainganga Krishana Gramin Bank) officers &Employees service Regulations2001(revised) & hence is not at all convincing & acceptable to me. 6) There was a injustice with me in the departmental enquiry of the cheque collection matter of our erstwhile Tondle Bondle Branch( now Velapur Branch) so, I have no faith in the banks departmental enquiry.

7) I request you to go through my statement of defense dt.2/6/09 my letter dt.4/5/09,15/7/09,31/7/09,29/9/09 & my letter received by H.O on 2/7/09. 8) I appeal to you to grant permission to engage a legal practitioner for the purpose of enquiry too defend my case & to pass a suitable resolution to keep aside the decision of the competent Authority communicated to me vide letter No WKGB/Ho/IR/09-10/65. dt 02/1/2010.
