Introduction:
Transportation of chemicals is technically and operationally different from petroleum products and requires more sophisticated tankers. The construction and operation of such chemical tankers is done in accordance with the requirements of the International code for the construction and equipment of ships carrying dangerous chemicals in Bulk (IBC code) and anti-pollution regulations of MAROL Annex II. Study:

An extensive study of the revised IBC code and MARPOL Annex II was done and relevant portions were extracted. The owner was informed about the repercussions of the revised IBC code on the operating vessels. This was followed by study of the ship specification, manuals and plans and extracting the relevant data. More often than not, the vessel required a few structural or regulatory modifications to enable it to carry the same cargoes as it used to carry before. In few cases the class notation of the vessel had to be temporarily changed from chemical tanker to NLS tanker because of the inability of the vessel to undergo the required modifications in stipulated time interval. This was done in consultation with the classification society and the flag state. We also had the responsibility of printing the PNA manual and attaching all the relevant plans in an ergonomic way to make the manuals more users friendly. It goes without saying that the whole project needed a close coordination among the owner, the classification society and the flag state.

Environment Protection Committee of IMO and the amended codes came in affect on 1 Jan, 2007. Operationally, it meant that PNA manuals of all the chemical tankers had to be prepared in accordance with the new codes and approved by the respective classification societies. Since, the type and the categories of the chemicals had also been re-arranged in chapter 17 and chapter 18 of the IBC code, the certificates of fitness of the vessels had to be re-issued by the respective classification societies.

Scope of work:
In total, PNA manual of 36 chemical tankers were to be prepared. The chemical tankers were in various stages of operations. Few tankers were still in the shipyard and due for delivery. Later, the approvals became much easier because the classification society waved off steps 5, 6 & 7 seeing the high standard of the electronic copy of the Procedure & Arrangement manual. This meant that the hard copy of the Procedure and Arrangement manual had to be submitted to the classification society directly for stamping without any soft copy approval. The classification society later issued the cargo list in consultation with the owner. A preliminary list was sent for verification. The cargo list was verified with the new carriage requirements for the vessels and claims were made for any cargo missing from the list. Once both partied (Owner and the classification society) agreed on the final list of the cargoes, the Certificate of Fitness was issued.

Modifications required for the conversion of oil tankers into different tankers. Preparation of different types of manuals (Garbage Management Manual, Life Saving Manual etc.) which may be required onboard. Study of future regulations which may necessitate a new type of class approved manual and preparation of the same. An example could be Ballast water management manual which is coming into affect in the near future. types of chemical

All the PNA manuals got class approval before 1 Jan 2007 and were onboard in due time. The Certificates of Fitness were duly issued by the classification societies.
