Sub:- Collegiate Education Engaging fresh Contract Lecturers in Government Degree Colleges for the academic year 2011-12 Guidelines Issued. Read:- 1) G.O.Ms.No.142 Higher Education (CE.I) Department,dated, 09.10.2000.

--oOo-In the reference first read above, Government have issued orders for making contract arrangement in the vacant posts of Lecturers in Government Degree Colleges during the academic year 2000-2001. From 2000-01 onwards, the vacant posts of Lecturers in Government Degree Colleges are filled in with Contract Lecturers after obtaining Government orders from time to time. In the reference fourth read above, the Government have accorded permission to the Commissioner of Collegiate Education, to engage 1766 Contract Lecturers in Government Degree Colleges in the State by both renewal of Contract Lecturers, who worked during the academic year 2010-11 for the academic year 2011-12 and also for making contract appointments afresh for unfilled vacancies, where no renewal candidates are available. As per the said orders of the

Government, about 1500 Contract Lecturers in different subjects were renewed so far for this academic year 2011-12, by the Principals of Government Degree Colleges in the State. Therefore, the remaining vacancies in different subjects have to be filled with fresh contract lecturers for this academic year 2011-12.

In view of the above and as per the orders of the Government on the subject, the Selection Committees, constituted with the following members, are requested to select the candidates and to engage their services as Lecturers on contract basis in different subjects in the Government Degree Colleges mentioned in the Annexure in their respective Zones, from 01.08.2011 to 31.03.2012, strictly following the

guidelines already issued in the matter and guidelines mentioned below:-

SELECTION COMMITTEE 1) Additional Joint Collectors of all Districts in that Zone - Senior most AJC (District Nodal Officer for HE vide reference 3rd read above) will preside 2) Regional Joint Director of Collegiate Education - Convenor 3) Identified College Principals - Members

GUIDELINES 1) Rule of Reservation for all the categories in contractual appointments, shall be followed as per the existing policy of the Government. The reservation shall be provided taking each subject in each Zone, as a Unit as per the Presidential Order. 2) The Regional Joint Director of Collegiate Education shall prepare Zonewise, Subject-wise roster. 3) The Regional Joint Director of Collegiate Education shall notify the vacancies by way of press release, in the leading daily News papers and other sources of publicity. A copy of the said notification should also be displayed in the notice board of the Government Degree Colleges concerned in the Zone. 4) The selection of candidates for engagement as contract lecturers, shall be made on the basis of % of marks they have obtained in the qualifying examination, giving due weightage of marks to the persons having higher qualifications as specified vide G.O. 2nd read above. Accordingly, subjectwise merit list has to be prepared.

5) The Contract Faculty who have already worked in other Government Degree Colleges in the Zone in the preceding years and dis-engaged due to posting of regular lecturers shall be engaged by entering into a fresh contract for the current academic year taking the length of service (number of years), performance during the preceding contract period into account. The length of past service / previous experience as Contract Faculty in Government Degree Colleges may also be considered in the selection procedure for fresh appointments. 6) The Selection Committee shall categorically inform the selected candidates that mere selection will not confer any right for regular appointment and they will be appointed on contract basis. 7) The Selection Committee shall ascertain the latest workload before making the allotment. Allotment shall be done to colleges with adequate workload. 8) The vacant posts of Lecturers, which do not have sufficient work load, should not be filled up. The Principals shall exercise abundant caution in this regard and ensure that there is no room for controversy.

TIME SCHEDULE : 1) Notification calling for the applications for the engagement of lecturers on contract basis, by way of press release in the leading daily News papers and other sources of publicity, by the Regional Joint Directors : 24.07.2011 2) Last date for receiving the applications : 26.07.2011 3) Allotment of selected contract lecturers to the respective : Government Degree Colleges in the Zone 4) Entering the Contract agreement on Rs.100/non-judicial stamped paper by the CPDCs of the : respective colleges 5) Actual period of contract starts from : 30.07.2011

The District Collectors concerned are requested to monitor the engaging Contract Lecturers through the Addl.Joint Collectors concerned.

The Regional Joint Directors of Collegiate Education are requested to follow up the Roster system while selecting the candidates on contract basis along with the guidelines and time schedule as mentioned above strictly to select and engage the contract lecturers in the subjects as per Annexure in the Government Degree Colleges and submit report to this office immediately. Academic Guidance Officer, O/o Commissioner of Collegiate Education will coordinate with all Regional Joint Directors / Principals and ensure compliance. The receipt of these Proceedings should be acknowledged at once.
