The conference will bring together leading experts, policymakers and Government Officials to discuss:
Human rights violation due to changing climate Locate state responsibility and notion of Welfare State in a climate constrained world Constraints to meet the MDGs and minimum policy mandates under Chapter IV of Constitution of India Fundamental Rights violation due to Climate change Role of Judiciary and Legal fraternity in ensuring protection of societies from adverse effect of climate change Climate related movement and security challenges

Background: Man has the fundamental right to freedom, equality


and adequate conditions of life, in an environment of a quality that permits a life of dignity and well-being, and he bears solemn responsibility to protect and improve the environment, for present and future generations... The impacts of climate change have important implications for the human rights recognized in international human rights instruments, including the Universal Declaration of Human rights (UDHR), as codified in the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Political Rights (ICESCR), as well as the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW). Resolution 10/4 of the United Nations Human Rights Council on Human Rights and Climate Change further recognized that the adverse effects of climate change have a range of direct and indirect implications for the effective enjoyment of human rights and that the effects of climate change will be felt most acutely by those segments of the population that are already vulnerable owing to geography, gender, age, indigenous or minority status and disability. Under these Treaties, the State has the primary duty not only to respect the covered rights, but to protect and fulfill these rights through positive action. All Parties to the international human rights conventions are obligated to take measures to prevent the violation of climate change-affected rights.
