Letter of Complaint Against Ofcer Tanangela Gette Anderson

On or about 9:30 pm, July 4, 2011, I observed Ofcer Anderson along with a Fire Police Ofcer attempting to direct trafc improperly and unprofessionally at the intersection of US 30 and Stouffer Avenue. While minding my own business, seated and writing at my computer, in front of the Starbucks, which is located on the southwest corner of said intersection, my peace was disturbed and disrupted by the improper and unprofessional behavior of both Ofcer Anderson and the Fire Police Ofcer because they were yelling loudly at motorists whom they were confusing by their improper and unprofessional attempt to direct trafc at this intersection, because BOTH were in the intersection rather than one, lone police ofcer as is proper and professional standard operating procedure (SOP) for all police departments everywhere. When I heard a female voice (Ofcer Anderson) yelling, again, more loudly this time than before, I looked up from my work and observed Ofcer Anderson, bent forward, facing west, with both arms outstretched and with both of her hands placed upon the hood of a citizens personal vehicle yelling STOP! at the occupant of this vehicle. It was at this time, because of this improper, unprofessional, and dangerous incident, that I arose from my seat, went to the corner, and yelled at both Ofcer Anderson and the Fire Police Ofcer something to the effect of Stop yelling at citizens and placing your hands on their vehicles! You are causing more danger by being in the intersection than you would if you would simply allow the trafc signals to do their job! More words were spoken by me, in fact I ran off at the mouth at both ofcers, in disgust of their unprofessional conduct, which I admit was wrong and for which I apologize. Ofcer Anderson approached me after my tirade, her face red with anger, and screamed at me: Youre being a nuisance! I told her that being a nuisance wasnt a charge and that she would need to think of a charge. It was at this time that she said she would charge me with disorderly conduct if I didnt sit down and shut up, and she did NOT cite me at this time, because I went back to my seat, sat down, and shut up. Ofcer Anderson and the Fire Police Ofcer returned to the intersection and eventually left the scene about 30 minutes later. At this time I had already gone back to writing and speaking with friends in front of the Starbucks. About an hour later, my friends and I observed Ofcer Anderson return to Starbucks, via her personal vehicle, where she proceeded to park her vehicle. About ten minutes later, another personal vehicle arrived and it was at that time that a large white male with black (or dark) clothing exited this second vehicle, which had also been parked in the Starbucks lot. He approached me and asked me for my identication. Ofcer Anderson also exited her vehicle at this time and she stood approximately 10 feet behind this man during the conversation he had with me. Ofcer Anderson never spoke to me during this time.

It was at this time, some 2 hours after the alleged incident for which I have been cited occurred, that I was cited for disorderly conduct by this man, who identied himself as an ofcer of the Chambersburg Police Department, with whom I cooperated. I found his demeanor to be very responsible and very professional, which I greatly appreciate and respect. My actions on the evening of July 4, 2011 were not the result any desire on my part to create a hazard or public disorder at this intersection, my actions were a reaction to the unprofessional and irresponsible behavior of both Ofcer Anderson and the Fire Police Ofcer, whose actions disturbed my peace, because they were causing confusion and creating a danger to themselves, the pedestrians, and the motorists who were traveling through the intersection. As a concerned citizen, I was simply attempting to put a stop to this dangerous situation, which was caused by their improper and unprofessional actions.
