Economics of Climate Change and Low Carbon Growth Strategies in Northeast Asia Climate Change Policy Simulation Tool

Michael I. Westphal Lead Consultant Beijing, 20 July 2011

What is a Climate Change Tool?

Not referring to Models: GCMs, MAGICC/SCENGEN that project climate Integrated Assessment Models (e.g. PAGE 09) Impact models such as CropWat, WEAP

Types of Tools
1. Climate Change Visualization Tools (climate projections, impacts) World Bank Climate Change Knowledge Platform webGIS, Climate Wizard (TNC) 2. Knowledgebases/wikis 3. Adaptation tools screening (e.g. ADAPT) or process-based, qualitative tools (e.g. UKCIP Wizard, CRiSTAL) that help frame climate risk and vulnerability.
WB portal, weADAPT, UNDP ALM

3. Mitigation/emissions scenarios and energy planning tools

SEIs LEAP, WRIs CAIT

Goals for Our Tool ?

1. Web-based communication and interactive presentation of the final report AND/OR 2. Beginning of on-line platform for climate change projects and data at the ADB Simulation really a misnomer. Really about visualization and database querying, linkages, perhaps social networking

World Bank Climate Change Knowledge Portal

Climate projections, knowledgebase, project information, adaptation screening tool, links to other resources http://sdwebx.worldbank.org/climateportal/

Initial Components
1. Marginal abatement cost curves

Initial Components
1. Marginal abatement cost curves User-interactive; pull-down menus and charts/graphs Select country, timeframe (2020, 2030), discount rate, sector, mitigation options to get aggregate emissions reductions Visualize projections of emissions per country, sector, GHG

Initial Components
2. PAGE09 Results As above, pull-down menus and charts and figures: e.g. loss of GDP with various socioeconomic and emissions assumptions over time for each sector (or market vs. non-market) and the costs/benefits of adaptation

Initial Components
3. Costs of Climate Change Adaptation WebGIS -> sub-national costs per sector coastal, infrastructure, agriculture; water supply and demand Marginal abatement cost curves for agriculture

Initial Components
3. Costs of Climate Change Adaptation

Issues
1. Native Capacity at ADB Maintenance, servers 2. Individual consultants vs. firms Cost vs. partnerships 3. Funding beyond TA - 7465 if a larger portal is desired 4. Sustainability (WB portal) Ownership 5. Partnerships Essential for broader datasets and tools Who, when?

Lets Discuss . . .
