This complaint is under 11.06 and 11.05 (Insert the applicable sections of law in chs. 5 to
12, subchapter III of ch. 13, or subchapter III of ch. 19, if known)
I, _____James Rogers, allege that:

, 2011 the independent expenditure organization known as the Tea Party Express
or The Campaign to Defeat Barack Obama sent email out indicating they have been working in
collusion with the Republican Party of Wisconsin with the recall efforts. They admit that they have
..setup a Phone From Home program with the Wisconsin Republican Party.. to voters regarding
the recall elections (Exhibit A).
! When one follows the provided link to the Tea Party website, it lists Tom Dickens of the Republican
Party of Wisconsin as the contact person and coordinator for the call program (Exhibit B). When
one begins the phone program, they are prompted to make phone calls in support of Senator
Hoppers campaign (Exhibit C). Mr. Dickens is all too familiar with the laws prohibiting campaign
collusion, as he is a current RPW staffer who has accused other organizations of the same

! This activity violates independent expenditure collusion rules prohibited under 11.06(7). Both the
Republican Party of Wisconsin and the Tea Party independent expenditure group are in violation.
! Additionally,a search of GABs CFIS reveals this Tea Party organization (aka The Campaign to
Defeat Barack Obama) is not a registered organization with the Government Accountability Board
despite their electioneering efforts. This is also in violation of 11.05

[Madison] - The Republican Party of Wisconsin filed a verified complaint with the
Government Accountability Board today requesting for an investigation into possible
collusion between the campaign of Democrat Sandy Pasch and Citizen Action, the
special interest organization of which Pasch is a board member. Pasch, a current
Democrat state representative, is challenging incumbent Senator Alberta Darling in the
8th senate district recall election.
Pasch sits on the board of Citizen Action of Wisconsin, a third party organization that
has put a laser-sharp focus on the race between Pasch and Darling. The organization
has pumped money into direct mail advertisements, protests, and events [1], all in
support of Paschs candidacy.
In recent weeks, Citizen Action has taken an unusual interest in attacking Alberta
Darling, with nearly identical messaging as the Pasch campaign, said Stephan
Thompson, Executive Director of the Republican Party of Wisconsin. We feel that it is
only prudent to ensure that these circumstances are uncanny coincidences, not the
result of illegal activity on the part of the Pasch campaign.
Citizen Action of Wisconsin, Inc. has filed with the Government Accountability Board
an Oath for Independent Disbursements certifying, in relevant part, that pursuant to
Section 11.06(7), Wis. Stats. it does not act in cooperation or consultation with any
candidate or agent or authorized committee of a candidate who benefits from a
disbursement made in opposition to Alberta Darling and that it does not act in concert
with, or at the request or suggestion of, any candidate or agent or authorized
committee of a candidate who benefits from a disbursement made in opposition to
Alberta Darling. Any individual who or committee which falsely makes an Oath of
Independent Disbursements or carries on any activities with intent to violate such an
oath is guilty of a violation of Wisconsin law, and may be subject to the penalties
provided under Section 11.60, Wis. Stats. Sections 11.06(7)(c) & 11.60(1), Wis. Stats.

The simple fact is, Sandy Pasch sits on the board of a special interest group that is
working hard for her political candidacy, and there are reasons to be suspicious that
the group is working in concert with her campaign, said Thompson. Voters deserve to
know if Pasch is illegally using her position on the board of a special interest group to
help promote her candidacy.
