CSG-WEST CONFERENCE WRAP UP
The Council on State Governments-WEST Conference brought more than 500 western legislators and their families to Honolulu for a three day session covering the economy, budget issues, healthcare, energy independence and other matters. Western legislators had an opportunity to visit such local attractions as the Live Auction Fish Market, Iolani Palace and the State Capitol. Many expressed the hope to visit our islands again soon. CSG-WEST also joined with the world renowned East-West Center to offer an afternoon meeting with leading experts in Asia Pacific trade and economic development.

Substantial progress has been made on the H-2 Freeway Lighting System Reconductoring project. Jadine Urasaki, the Deputy Director of the State Department of Transportation recently informed me that the Construction Notice to Proceed, which allows work on the lighting project to move forward, is anticipated around the middle of next month. The 2.5 to 3.5 million dollar project was sent out to bid in December of last year and awarded on January 25, 2011 with materials currently on order. The scope of the project covers the rewiring of the H-2 lighting system from the Waiawa Interchange to the Leilehua Interchange, and destination sign upgrades and replacement. The freeway lights on the H-2 have been out since 2006, when a rash of copper theft forced the Department of Transportation to hold off on repairs until they could develop more secure lighting wiring.

The Reapportionment Commission will be conducting public hearings on the proposed draft plans (House, Senate, Congressional) that were drawn up by the technical committee of the commission and approved on August 5. Reapportionment takes place every 10 years, after the census is completed. The technical committee used hi -tech software to redraw 51 House and 25 Senate districts by moving current district borders to account for population changes recorded in the 2010 census. The draft plan includes military and college student populations. The public hearing in Mililani will be held on Thursday, September 8 at 6:00 pm in the Mililani High School Cafeteria. Maps of the proposed plan will be available, and officials from the commission will be on hand to answer questions. Public testimony will be received. The commission has until September 26 to file final proposals with the chief elections Officer, and final plans will be published on October 10, 2011.
