Mililani Community Report


Dear Friends, Aloha. The summer is passing by rapidly. National and International events and crises seem to be the daily norm. Hawaii could well be affected by the decisions of the 12 member committee recently appointed to deal with the debt issue. We receive many Federal Funds including the East-West Center, military bases, positions in various departments, school impact fees, Medicare and Medicaid and others. You can be sure we are keeping a close eye on the decisions being made in Washington. Plans for APEC are progressing well. This event will be one of the most important to happen here in many years. I was recently honored to be elected President of the Womens Network of the National Conference of State legislatures. At the recent annual meeting of NCSL we listened to Colonel Rebecca S. Hooper (ret), Program Manager for the Center for the Intrepid at Brooke Army Medical Center. Work being done in rehabilitation medicine there is quite impressive. In addition, we were fortunate to learn about a program called "Grace after Fire which was started by Retired Colonel Kim Olson, author of IRAQ AND BACK. This program is targeted to help returning female veterans. You will be hearing more about plans to help our local veterans as the anticipated drawdown begins next year. On the home front, I am working on bills for the coming session in January and as always would be happy to hear your ideas and recommendations. Aloha,

CSG-WEST CONFERENCE WRAP UP
The Council on State Governments-WEST Conference brought more than 500 western legislators and their families to Honolulu for a three day session covering the economy, budget issues, healthcare, energy independence and other matters. Western legislators had an opportunity to visit such local attractions as the Live Auction Fish Market, Iolani Palace and the State Capitol. Many expressed the hope to visit our islands again soon. CSG-WEST also joined with the world renowned East-West Center to offer an afternoon meeting with leading experts in Asia Pacific trade and economic development.

Substantial progress has been made on the H-2 Freeway Lighting System Reconductoring project. Jadine Urasaki, the Deputy Director of the State Department of Transportation recently informed me that the Construction Notice to Proceed, which allows work on the lighting project to move forward, is anticipated around the middle of next month. The 2.5 to 3.5 million dollar project was sent out to bid in December of last year and awarded on January 25, 2011 with materials currently on order. The scope of the project covers the rewiring of the H-2 lighting system from the Waiawa Interchange to the Leilehua Interchange, and destination sign upgrades and replacement. The freeway lights on the H-2 have been out since 2006, when a rash of copper theft forced the Department of Transportation to hold off on repairs until they could develop more secure lighting wiring.

REPRESENTATIVE LEE IS THE NEW OMPO CHAIR


Representative Lee is the new Policy Committee Chair of the Oahu Metropolitan Planning Organization (OMPO.) The Policy Committee determines the direction of the OMPO effort, considers and approves transportation planning issues, and makes the final approval for OMPO matters.

REAPPORTIONMENT COMMISSION DRAWS NEW STATE DISTRICT BOUNDARIES


The new section of the Mililani Public Library parking lot is complete, and the old section is now being renovated.

The Reapportionment Commission will be conducting public hearings on the proposed draft plans (House, Senate, Congressional) that were drawn up by the technical committee of the commission and approved on August 5. Reapportionment takes place every 10 years, after the census is completed. The technical committee used hi -tech software to redraw 51 House and 25 Senate districts by moving current district borders to account for population changes recorded in the 2010 census. The draft plan includes military and college student populations. The public hearing in Mililani will be held on Thursday, September 8 at 6:00 pm in the Mililani High School Cafeteria. Maps of the proposed plan will be available, and officials from the commission will be on hand to answer questions. Public testimony will be received. The commission has until September 26 to file final proposals with the chief elections Officer, and final plans will be published on October 10, 2011.
