18/08/2011 13:08 Baghdad, Aug.18 (AKnews) The parliamentary integrity committees probe into two fake contracts signed by the Ministry of Electricity worth $1.7 billion will continue following the interrogation of Electricity Minister Raad Shallal in parliament yesterday. Committee member Aliya Nassif told AKnews that Shallal - who had previously refused a parliamentary summons to discuss the case was hosted along with the Deputy Prime Minister for Energy Affairs Hussein al-Shahristani to respond to questions from the house about the contracts. The guests declared that they didn't know that the two companies were fake, saying that what had happened resulted from piracy and the work of organized crime syndicates, he said.

Further investigations uncovered that the German firm Maschinebau Halberstadt (MBH) with which the Ministry signed a $5 million, also in July, was declared bankrupt on January 11, six months before formalizing the Iraqi energy deal. The ministry responded by refuting all allegations of corruption, saying that both contracts were signed transparently, and according to the requests of parliament and the council of ministers.

Corruption has been a major problem in Iraq since the US-led invasion in 2003. In the Corruption Perceptions Index, conducted by Transparency International in Berlin and issued in May this year, Iraq came 160th out of the 163 countries polled.

Reuters reports that South Koreas Hyundai Engineering & Construction bid at around $500 million, Egypts Orascom Construction at $463 million, and a Chinese company offered a bid at $337 million. The contract is to build a plant with 6 gas units, each with a capacity of 169 MW, which Iraq bought from Siemens in a contract signed in 2008. The sums which the companies offered are considered initial figures, they can be negotiated, the ministry said. From Wikipedia, the free encyclopedia Hussain Ibrahim Saleh al-Shahristani is the current Iraqi Deputy Prime Minister for Energy.[1]Born in 1942 in Karbala, Iraq, Shahristani received his BSc in Chemical Engineering from Imperial College London in 1965, and an MSc from the University of Toronto in 1967, from where he also received a PhD in Chemical Engineering in 1970.[2] From 2006 to 2010, he was Iraq's Minister of Oil, and he served as Acting Minister of Electricity in 2010.[3] He was a former nuclear scientist who was imprisoned in Abu Ghraib in 1980 and subjected to torture. The reasons for his imprisonment have remained unclear. Some former Shiite leaders have stated that he used his powerful government position to make and distribute pamphlets urging Iraq's Shiite soldiers to abandon the army and fight against their fellow soldiers and officers. While other Government Defectors, including Khidir Hamza his supposed successor, have claimed that he was imprisoned for his lack of skill in handling the Nuclear program, constant problems with the IAEA, and his purposed delays in the program in order to prevent the country from constructing Nuclear Weapons (costing the Government Billions of dollars that could have been used toward the Iran-Iraq War) and was imprisoned personally by Saddam Hussein himself.
