Chinese Premier Wen Jiabao made a historic visit to Malaysia on 28th of April 2011.

The purpose of Premier Wen visit is to put forward a five-point proposal for the promotion of trade and cooperation between China and Malaysia. China and Malaysia have kept close communication on bilateral relations and major regional and international issues, supported each other and accommodated each other's concerns that bear on their respective interests. The reason of Malaysias close ties with China is all about ringgit and cents. Malaysias economy has been badly affected by the global financial crisis. A drop in demand from the Western market has plunged Malaysias export-oriented economy into recession. Malaysias total exports sank from a high of RM62.3 billion in September 2008 to one of the lowest levels of around RM43.7 billion by the end of March 2009 (Chart 1). Consequently, this cut Malaysias Gross Domestic Product (GDP) from 4.7 percent to 0.1 percent in the final two quarters of 2008 (Chart 2) before plunging it to a negative growth of 6.2 percent at the end of the first quarter of 2009. It is, therefore, crucial for Malaysia to search for sources of growth in order to haul the countrys economy out of recession and China proves to be a promising source. At a forum on China-Malaysia trade and investment, Wen proposed to expand trade, increase mutual investments, strengthen cooperation in infrastructure, fiance and science and technology. Malaysia could complemantary the growth of China and vice versa as China's rapid growth demands more imports of palm oil, rubber and electronic products from Malaysia, while China could provide Malaysia with quality mechanical and electrical products at lower prices. The great two nations should optimize trade mix by increasing exports of products of high technology and of high added value and raising the shares of telecommunications, biopharmaceutical, and green science and technology products.

The Chinese government also encourages well-established Chinese enterprises to put money in Malaysia in manufacturing, energy and resources and services sectors. Malaysia is in need lots of infrastructure in the years to come, cooperation in this field has broad prospects as Chinese companies in this particular sector have proper experience, credibility and competitiveness. Cooperation in this scale has been concluded where a number of projects that are under

discussion, including the establishment of a pulp paper mill and an aluminium smelting plan in Serawak, the southern Malaysian rail project, Penang second bridge, Bakun power station, are now under construction the Mengkuang Dam in Penang, would produce considerable economic and social benefits once completed. At the same time, the Premier Wen has called for more cooperation in education and science and technology. China is planning to open up a Confucius Institute in the University of Malaya, while Malaysia has set up a Malay Study Center at Beijing Foreign Studies University China has embarked on several projects aimed at promoting cooperation in the field of science and technology. As China is generally more advanced than Malaysia in this field, especially in areas of biochemical, nuclear energy, space and satellite technology, Malaysia hopes to gain significant benefits from cooperation in these areas. Expanding scientific cooperation to include the exchange of visits of scientists and the conduct of workshops on science and technology as well as the development of scientific and technological potential will certainly contribute towards this objective. The area which China and Malaysia should embark is in the cooperation of research and development and joint training in biology, remote sensing, information technology, traditional Chinese medicine and oceanology as they have strengths in these fields. China is planning to like to train more than 10,000 telecommunications professionals for Malaysia in the next five years. In relation to the warm relation between Malaysia and China and the cooperation in the field of science and technology. This cooperation would bring out the best of these two great nations. Cooperation in the fireld of sceince and technology would creat positive outcome to both countries exepcially Malaysia, The positive outcome that may garner by Malaysia are as follows:-

1. Improvement of International Trade. Number of countries where products can be sold or purchased has increased dramatically expecially in the areas of technology. 2. Technological Progress. Both countries need to compete and be competitive globally, governments have upgraded their level of technology.

3. Cheap technology Malaysia would recceive technology knowhow which is coparable cheaper than the western counter parts. 4. Increasing tie-ups with the local companies. A company would work together with a chinese company in order to penetrate in the local markets. A technology transfer or technology tie up might be the requirement to enter the local market

5- Goverment to Government cooperation of Science. The greatness of nations is no longer measured by their geographical size, their military influence, nor their possession of advanced armament. It is rather evaluated by these very nations ability to control and draw benefits from economic networks, monitor information and communication channels and possess scientific research and invention capabilities.

Technological development was instrumental in the globalization of science, resulting in the unification of scientific data and rules. This could be done if cooperation between Government to government.

The negative outcome that may be suffered by Malaysia are as follows:1. Old soviet style technology Chinas technology may be the latest but when it comes to nuclear, aeronotical and millitary technologies are regarded as out dated technology. Thus, investing in the out dated technology may not bring the benefit to Malaysia. Malaysia should not acquire the aforsaid technologies from China.

2. Unethical ways The technology which developed by China may be latest or up to date but such technologies we acquired through reversed technology from good and products acquired from other

countries. Thus, the technology obtained by China may be aquired illegally which not accoradance with patent law of many western and developed countries.

3. Unsafe technology Many food products derived from China are regarded unsafe. Such technology relating to food should be curtailed closely by the Malaysian Health Ministry.
