2.0 TAE40110 - Certificate IV in Training and Assessment 2.1 Course Overview


The National Quality Council (NQC) endorsed the TAE10 Training and Education Training Package on 5 May 2010. The NQC has stipulated that trainers and assessors, under AQTF Standard 1.4, must hold or be able to demonstrate equivalent competencies to the TAE40110 Certificate IV in Training and Assessment by 17 June 2012. TAE10 replaces the TAA04 Training and Assessment Training Package. TAE10 provides for the skills development of a wide range of VET professionals such as workplace or RTO-based assessors; teachers or trainers; educationalists; support personnel; and middle level technical managers. In addition, it provides pathways at graduate level in language, literacy and numeracy (LLN), management (learning), and international education. This qualification reflects the roles of individuals delivering training and assessment services in the vocational education and training (VET) sector. This qualification, or the skills sets derived from units of competency within it, is also suitable preparation for those engaged in the delivery of training and assessment of competence in a workplace context, as a component of a structured VET program.

2.2 Entry Requirements

The Certificate IV in Training and Assessment (TAE40110) qualification assumes that the learner is engaged in a training and education environment or has a vocational skill at a level that supports training and education in the subject area in which it is intended to teach. It is not suitable as a standalone entry level qualification to the VET sector. This means that if you are enrolling in this course, you need to also have an area of technical expertise to support it, such as a Certificate IV in Disability, or a Diploma or Advanced Diploma of Business Management You also need to have access to a practice environment to test and assess your training and assessing skills.

3.0 Training and Youth Services at BESTCD


Originally established in 1974 as a federally funded co-operative society, Ballarat Community Education Centre (BCEC) provided high quality support services to school communities for two decades. In the early 1990s BCEC expanded its services to provide for the broader community including a new focus on employment services, and in 1996 an employment arm, Ballarat Employment Service and Training (BEST) was also established. BEST Training and Youth Services is the training arm of BEST CD. BEST CDs vision is to stand out as a leading community development organisation by initiating and supporting programs that enhance growth and contribution in our community. BEST CDs mission is to enhance individuals and enrich the community by delivering employment, education, training, and community and business services. BEST CD values: a. integrity: where our actions are consistent with the highest ethical and professional standards at all times b. social justice: where we treat people fairly and equally, both in the community and in our own workplace, and

Training services provided to students follow the policies and procedures developed by BEST CD to meet the National Training Framework and the Australian Quality Training Framework (AQTF). BEST CD runs a range of programs that are both accredited and non-accredited. Accredited programs have been ratified by state or commonwealth government.

Accredited programs are usually competencybased, which means that training and assessment or recognition of current skills and knowledge focuses on the development and recognition of a persons ability to apply the relevant knowledge and skills to perform workplace tasks to a specified standard. The specific skills and knowledge required for a particular workplace application are set out in Units of Competency. These units of competency can be grouped together to make up a nationally recognised qualification. Nationally recognised qualifications are set out in Training Packages and can be viewed at www.ntis.gov.au. Each qualification has a list of employability skills which describe the non-technical skills and competencies that are important for effective and successful participation in the workforce. For each qualification, there are specific employability skills listed under the following headings: communication teamwork problem solving initiative and enterprise planning and organising self management learning, and technology.

or you could be applying for recognition of the skills and knowledge currently held. Each Unit of Competency is made up of the following: elements performance criteria required knowledge and skills a range of variables critical aspects of evidence, and any pre or co-requisites (if applicable).

To be deemed competent in any unit of competency, you must be able to provide evidence of the required skills and knowledge to complete work tasks in a range of situations and environments, including simulated applications in the classroom, over a period of time. Evidence is the material proof that you have performed the specified competency or task to the required standard over a period of time. Your evidence requirements will be determined by the unit of competency, employability skill requirements, industry expectations, government regulations, and your qualifications and current experience. Evidence can take many forms and you will be required to present more than just one piece of evidence. Examples of evidence could include one or more of the following: specific assessments tasks set by your assessor observation reports certificates and awards examples of work completed or special projects current licenses position descriptions and performance reviews third party reports question responses, and tests.

These employability skills will be part of the assessment requirements of a nationally accredited course. A summary of the employability skills to be developed through a qualification can be downloaded at http://employabilityskills.com.au or at www.ntis.gov.au. It is important to note that the rules and requirements of a unit of competency and a qualification are applied to any student, regardless of where they are or the mode of training delivery provided. You could be a fulltime student in a classroom or the workplace,

Your evidence must also demonstrate the following: can do the job or task to the required standard understand why the job should be done in a particular way are able to handle unexpected issues or problems can work with others in a team can do more than one thing at a time, e.g. perform the task and be aware of the occupational health and safety requirements, and know the workplace rules and procedures.

3.5 Applying for Extension


All extensions must be applied for. It is expected that all assessment tasks are completed by the due date. If there are difficult circumstances, please contact your assessor to complete a Request for Extension form for consideration by the Manager of Training and Youth Services.

3.6 Enrolling in a BEST CD Training Program


To enroll in a training program at BEST CD, you will need to contact reception on 5329 1530 for Ballarat or 5430 2550 for Bendigo. They will send you an application for an enrolment form and the information flyer about the course. When BEST CD receives your application, an interview will be scheduled. At this interview you will: discuss the course in detail discuss undertaking a training program at BEST CD establish whether you are eligible for government funding confirm the fees you will have to pay complete a competency-based training test to determine your learning needs be informed of the requirements of a police or working with children check, and receive notification about your application and the date of the mandatory orientation session.

3.3 Employability skills

Employability skills are the non-technical skills and competencies you need to demonstrate as part of this qualification. You will be asked to complete an Employability Skills Self Assessment at the beginning and end of your training course. Employability skills are also built in to your assessments. You can find more information by visiting http://employabilityskills. training.com.au/ and referring to the 2010 BEST CD Student Information booklet. It is strongly advised that you read the employability sections in the Aspire Study Guide for each unit. Employability sessions will be encompassed throughout the course please refer to your timetable.

3.4 Assessment process

All activities and assessment task requirements including final assessment activities will have a due date which will be determined by the trainer in negotiation with the participants. Where all activities and assessment tasks are not submitted within four weeks of the due date set by the trainer, a Statement of Attainment will be issued for units completed and assessed as competent and a new enrolment and payment of fees would be required to complete outstanding units. Due dates can be negotiated with the trainer.

3.7 Student selection

BEST CD is committed to ensuring that all student selection processes are fair, equitable and consistent with workplace performance, competency levels and the training package requirements. Selection into BEST CD Training programs is based upon the applicant: satisfying appropriate funding body entry criteria meeting any pre-requisite qualifications or work experience, and meeting any age requirements that may be in place for a particular course.

3.9 Recognition of prior learning (RPL)

You have the opportunity to apply for recognition of prior learning (RPL). This means that you can submit evidence for a Unit of Competency and have it assessed by a qualified assessor without completing the training. BEST CD believes that no learner should be required to undertake a competency or element of a competency in a qualification for which they are already able to demonstrate satisfactory achievement of the performance outcomes stated in the endorsed training package or nationally recognised course. BEST CD aims to maximise the recognition of a learners prior skills and knowledge while at all times maintaining the integrity and standards of the defined learning outcomes of the specific qualification or course of study. If you think you have the necessary knowledge and skills to match a Unit of Competency or a qualification at the required standard, please contact our training administrator on (03) 5329 1530. They will provide the information you need to complete an RPL. Any documents you provide to support your claim of competency must be the originals, rather than copies. Your original documents will be photocopied and handed back to you. It is also expected that any evidence submitted is your own and, if the work of others, is formally acknowledged.

BEST CD will ensure that applicants who do not meet entry requirements are advised of any appropriate pre-entry training they could take to meet eligibility criteria.

3.8 Student enrolment

Regardless of the type of evidence that you submit, assessors must be confident that the evidence: meets the requirements of the Unit of Competency meets any regulatory requirements is your own evidence and can be authenticated shows you can perform the competency consistently and reliably is at the standard expected in industry and set out in the Australian Qualification Framework (AQF), and is sufficient to make a judgment about the above.

Your assessor will examine the evidence that you present and then make a judgment on that evidence, which will be either: CY, which means that you have been deemed competent against that Unit of Competency, or CN, which means you are not yet competent.

3.11 Getting help at BEST CD

3.14 Customer Complaints, Grievances and Appeals Process


Advice to learners All learners will be advised of BEST Trainings Customer Complaints, Grievances and Appeals Process at induction and provided with a pack that includes information about the process. Immediately after a learner complaint or grievance is advised, the learner will be informed of their right to have the dispute or grievance dealt with through the organisations internal dispute resolution process. They will also be reminded that they have the right to take their complaint or grievance directly to the relevant state or territory registering body if they would like to do so. To make a complaint or appeal, learners can take the following steps: Step one: Local level resolution The organisation encourages open communication and an environment of trust. Therefore, any learner with a grievance is encouraged to first raise the matter directly with the other party concerned. A meeting should be requested by the learner, at which the matter being disputed can be raised and a resolution sought. Step two: Resolution by manager, BEST Training. Should the matter remain unresolved following an attempt at local level resolution, or should local level resolution be inappropriate, the learner is encouraged to contact their manager at BEST Training. The manager will consider the grievance and recommend a resolution.

Step three: Resolution by BEST Community Developments general manager Should the matter remain unresolved following an attempt at resolution by a manager at BEST Training, or should resolution by a manager at BEST Training be inappropriate, the learner is encouraged to contact BEST Community Developments general manager for consideration and, if necessary, due intervention in order to reach an objective solution to the matter in dispute. Step four: Resolution by arbitration Should the matter remain unresolved, BEST Community Developments general manager may appoint an independent arbiter to review the dispute and suggest an amicable solution. Step five: Resolution by external authority Should the matter remain unresolved following independent arbitration, the learner may seek the advice of an independent authority that is skilled in dispute resolution processes. Recording All complaints, grievances or appeals should be documented on a Grievance Report and Action Form, and filed.

Fees and charges

BEST CD aims to keep fees and charges to a minimum and has payment plans for students. Your eligibility for government funding and fees will be determined at your interview before you enroll. BEST CD also has a refund policy, which will be discussed at your orientation session. 4.0 build, the online platform

Welcome to your online TAE40110 - Certificate IV in Training and Assessment (TAE) course. This online course will be delivered using an online e-learning platform called build. This section will provide the steps you need to login to build and complete the course. If you have any questions or concerns during the course, please contact:

The Certificate IV Training and Assessment qualification is the minimum mandatory requirement for Vocational Education Training (VET) trainers and assessors. There are ten units of competency which makes up the certificate. Participants who wish to gain this qualification must complete all 10 units of competency. On build, only the cluster of competencies that are being studied at that moment will be accessible. After a period, the next cluster will be made available to all students. You can take your time to complete each cluster but they must be completed before moving to the next one. Participants awarded this qualification will be able to deliver training in a registered training organisation (RTO), TAFE or VET in schools, provide training and assessment of skills in the workplace and design and coordinate vocational training programs.

4.1 How to access your course on build


Stage one: Go to the following site, http://connect.cdguk.org

Stage three: If you enter your details incorrectly you will be directed to this page. Enter in your details again. If you cannot remember you login details ask your tutor.

4.2 Using build


The following sections will show you how to access information and complete activities Opening learning resources Simply click on the word document or the PDF document, this will then open up for you, you may save these on your computer or print them out for reference. If they do not open please contact your tutor. e.g.

How to complete the FLASH activities Again to access these activities click on the heading and follow the activity as instructed, most of the FLASH activities will have sound so please have your volume turned up. e.g. Conduct this activity to learn more about attitudes to learning Resource

Stage six: Complete each section by clicking on the headings. Forum Each unit will have the learning resources that you need to read to acquire the knowledge to successfully complete the course. Some units will have a Flash activity for you to complete. These are interactive and will help to embed the competencies required. Each cluster will include a number of discussion forums where you can comment on areas of the course. This is a useful facility to share ideas and knowledge with your peers. Some clusters will have direct links to websites that will supply information to successfully complete the course. At the end of each cluster you will be asked to complete a quiz and to upload necessary work that you have completed.

To complete the activity click on the menu list on the left hand side and then the numbers at the top. You can access the activities as many times as you want. How to use the discussion forums Discussion Forum Section 5.7 You then see a screen like this:

This section allows you to create or join a discussion on the topic you have selected. To add a discussion click on the Add a discussion topic. This will allow you to create a topic and write your views on that topic, while also allowing for others to add their views. To write your views on someone elses topic, click on the discussion topic. You will be able to read all student comments and reply or start new related topics as you feel appropriate. The tutor will monitor the forums and add comments where necessary. How to complete the quizzes To enter the quiz, please click on the heading. Please note that you are only allowed one attempt at the quizzes. For example: Design Cluster Quiz Quizzes are used to test your knowledge on the subject you have just read about. Click on the quiz option and then Attempt quiz now. You will then be advised that you only have one attempt at the quiz. If you feel you are ready to take the quiz, select OK. There are ten questions on each cluster; some multiple choice and some true or false. Use the mouse to select an answer, then click Submit to record your answer. If the answer is incorrect a red cross will appear with an explanation. If the answer is correct it will be highlighted and an explanation will be shown underneath. Once you have finished the quiz, click Submit all and finish. You will then be given your score. You screen will say that your file has been uploaded successfully. Once you have found your file, upload it.

The right-hand side of the course On the right-hand side are useful links to websites to help you complete the course. They are accessible at anytime. Again, click on the heading, for example: NTIS Below the links is a message function, which means you can send messages to your tutor or other students enrolled on the course. There is a link to your grades that you receive throughout the course, as well as a link to your profile. You can click on Edit and change your profile, and you are allowed to upload appropriate pictures and comments about yourself. Finally, you can click on the participants link to see a list of students enrolled in your group.

4.4 Chat sessions


How to access chat session Each month, BEST will hold several online chat session to discuss a topic around the TAE course. The dates of these chat session will be advised throughout the course. Each student will be advised of the appropriate chat session for them to take part in.

4.3 Acceptable Use Policy


The next sections explains the Acceptable Use Policy When using an e-learning platform to study, it is important to understand that the same expectations exist for studying online as for face to face classes. Before you can access the course you will have to read and agree to the policy. If you have any concerns, please speak to your tutor. When you first access a topic on build, an Acceptable Use Policy will appear for you to read. After reading the policy, if you agree to it please select Yes at the bottom and you can access your course, as described above. You can also view this again from the homepage.
