Textile Machinery Manufacturers Association (India) : Chairman's Welcome Address at the 51st AGM
Following is the full text of the Welcome Address by Shri Anuj Bhagwati, Chairman of the Textile Machinery Manufacturers Association (India) at the 51st Annual General Meeting held on Thursday, 14th July, 2011, 6.30 p.m. at Assembly Taj President, Cuffe Parade, Mumbai. Shri Parakramsinh Jadeja, my colleagues on the dais, distinguished guests and friends, It gives me great pleasure to welcome you all to the 51st Annual General Meeting of Textile Machinery Manufacturers Association (India). I am glad that Shri Parakramsinh Jadeja, Chairman & Managing Director, Jyoti CNC Automation Pvt. Ltd., is amongst us as the Chief Guest of our AGM, to share his story with us, and to present TMMAs Awards for the year 2010-2011. I extend a warm welcome to him and am looking forward to an interactive and informative session with him. Shri Jadeja has experience of 22 years at the grass root engineering level. He has been actively engaged in the development of new products. For example, he was instrumental in the introduction of trouble free gear boxes for small types of lathes in 1989. Further, he was instrumental in designing several special purpose machines that helped the entire industry bring about substantial price reduction in the components manufactured on such special purpose machines. He designed and manufactured the first CNC turning machine in Gujarat in 1997 and introduced for the first time in India machines with linear motor technology. He was selected as a member of Governing Committee of the Central Manufacturing Institute of Technology, Bangalore, in the year 2002. He has received many best innovative design awards. On the basis of these technical accomplishments he could scale up the company dramatically leading to several awards. For instance, he received an award from former President of India Dr. A. P. J. Business success today revolves around the themes and challenges of internationalization and innovation, and it seems to me that Parakramsinhji is a master of both, and so we are very much looking forward to listening to him and interacting with him. But before I hand over to him, let me first conclude the official part of todays meeting. I would like to begin by briefly touching on the overall economic scenario in the country, the present status of the Textile Engineering Industry, the main activities of the Association during the year, and the measures needed to enable our industry to really thrive. Then, we will move our Annual Report and our accounts for adoption, as the Annual Report for the year 2010-2011 including the audited statement of accounts of the Association has been circulated among the members of the Association. Economic Scenario The GDP growth during 2010-2011 was 8.5% as compared to 7.4% during the preceding year. The Index of Industrial Production (IIP) was at 8.2% during 2010-11 as compared to 10.4% during 2009-2010. The foreign exchange reserves have risen from US$ 280 billion in 2009-2010 to US$ 305 billion during 2010-2011. However, inflation remains high: it was at 9.9% as on March 2010, at 8.9% in March 2011 and hovering around 9% during June 2011. The capital goods sector which grew by 27.4% in March 2010 grew only by 12.9% in March 2011. The manufacturing sector grew by 7.9% in March 2011 as against 16.4% in March 2010. So far as Textile Engineering Industry (TEI) is concerned, the condition improved during 2010-11 due to the better performance of the textile industry. Mr. C. Ltd., Production Trends As per the survey of the Textiles Committee during 2008-09, the estimated annual installed capacity of the TEI was Rs. 8,048 crores per annum. The total provisional production of textile machinery, parts & accessories during 2010-2011 had recorded an increase of 45% at Rs. 6,150 crores as NCM-AUGUST 2011 34 against Rs. 4,245 crores achieved during the previous year, estimated based on the survey and the reported production by 130 units. The utilization of capacity was increased to 76% in 2010-11 as compared to 53% in the preceding year.The demand recession faced by the industry had severely affected the capacity

utilization during the previous years. The capacity utilization might improve further during 2011-12. Import of textile machinery has risen from Rs. 4,500 crores during 2009-10 to Rs. 5,000 crores (estimated) during 2010-11. Exports The exports during 2010-11 had been estimated at Rs. 650 crores as against Rs. 582 crores achieved during 200910.With the overall improvement of the industry, exports are expected to grow in the coming years. Meeting the demand The welcome spurt in demand from the textile industry during 2004 to 2007 had triggered the TEI to develop and expand the machinery manufacturing capacity. This was particularly so in the spinning machinery sector. Units in the industry had been striving hard to step up production and shorten the delivery period. Due to the recessionary pressure in the following years the delivery periods were wiped out. At present the demand is again looking up and it is our earnest endeavour to meet the demand in quantum, quality and performance coupled with effective after-sales-service. Analysis of the Current Situation The Governments historical policy of discouraging composite mills during (60s, 70s and 80s) and thereby relegating the weaving and processing industry to the decentralized sector was the de-facto encouragement for low technology machinery. Further, the earlier reservation policy of the Government in hosiery & garment industries resulted in proliferation of small/ low tech units, and also units were encouraged to undertake large scale second hand machinery imports. Even today the preference of a large section of the textile industry to import second hand/ Mr. Dipak N. A strong Textile Engineering Industry that can grow, compete, and export NCM-AUGUST 2011 35 would be able to provide strong support to the Indian textile industry, to make it vibrant and competitive. It is well known that the textile engineering industry of India has made a significant contribution to the phenomenal

growth of the textile spinning sector. I am confident that it will be possible for the TEI to acquire technological strength in many more sectors, like in spinning, provided they are properly supported by the textile industry and by fair Government policy. The Government had been giving full support to the textile industry to make it more competitive in the world market. However, no steps had been taken to develop and nurture the domestic textile engineering industry. The Textile Engineering Industry needs full support from the Government so that it has a level playing field and the industry becomes competitive to supply the latest technology machines to the textile industry. With this, India could be a manufacturing hub of textile machinery, parts, components and accessories and thus contribute to employment, generation & GDP growth and be able to meet 7075% demand of the Indian textile industry for high tech machinery from the current level of 45-50%. In the past year, we have also seen significant uncertainty due to sudden policy shifts on account of suspension of TUFS, and control of cotton and of yarn exports. I do believe a long-term policy environment in these sectors is also required. Measures for Growth Orientation We have been representing to the Government to remove fiscal anomalies. I would like to highlight some of the support measures needed from the Government to promote this industry which includes changes in fiscal policy, removal of hurdles facing the industry and assistance required for improving the technology, production & exports. to 5%. Reduce import duty on dedicated parts, components and accessories of shuttleless looms & other hi-tech machines which are not made in India so far, from 5% to zero level. Uniform treatment to the domestic suppliers of machinery to EPCG licence holders and 100% EOU as both are deemed export. No subsidy under the Technology Upgradation Fund Scheme and its derivatives namely 20% CLCS and 15% CLCS Scheme on the imported second-hand textile machinery, in the name of modernisation. Ban on import of second-hand shuttleless looms with weft insertion rate less than 750 mtrs. per minute.

We hope that the Government would act on our proposals. Development Council for Textile Machinery Industry The Development Council for Textile Machinery Industry was reconstituted for a two-year term and had its first meeting on 24th February, 2010 under the Chairmanship of the Dr. S.N. Dash, Secretary, Ministry of Heavy Industries & Public Enterprises at New Delhi. The second meeting was held on 29th March 2011 in New Delhi under the Chairmanship of Shri Harbhajan Singh, Joint Secretary, Department of Heavy Industry and Member Secretary, DCTMI. Officials from the Department of Heavy Industry, Ministry of Textiles, Ministry of Finance, and Planning Commission were present at the meeting. The Council discussed various measures for the holistic development of the TEI.

Joint Working Group on Textile Machinery Industry A Joint Working Group (JWG) had been constituted by the Ministry of Heavy Industries & Public Enterprises NCM-AUGUST 2011 37 under the Chairmanship of the Joint Secretary, Department of Heavy Industry, to bring out a comprehensive action plan and policy initiative to strengthen the textile machinery manufacturing eco-system in the country.

The first meeting of the JWG was held on 16th November, 2010 at New Delhi under the Chairmanship of Shri Harbhajan Singh, Joint Secretary, Department of Heavy Industry. It was proposed that a visit of JWG to some units of the TEI in different places be organized in order to have first-hand information of the manufacturing activity with a dialogue with the TEI representatives and representatives of the user industry regarding the problems and suggestions. Its second meeting was held under the Chairmanship of Shri Harbhajan Singh, Joint Secretary, Department of Heavy Industry on 4th March, 2011 at Coimbatore along with a visit to LMW plant and meeting with the representatives of the local textile industry and SIMA. In this context it is worth mentioning that the Association initiated the process of selecting an expert consultant to conduct a detailed study of the textile engineering industry with the goal of our Association preparing a Vision Paper for the next 10-15 years. We have zeroed down to Gherzi Textil Organisation AG, Switzerland for this study. This effort also has the blessings of the Department of Heavy Industry, Ministry of Heavy Industries & Public Enterprises, and the Government has agreed in principle to finance a part of this project. We expect that this report to go a long way in helping frame the Government policies, and creating an atmosphere conducive for investment and technology upgradation of the textile engineering industry. Research & Development As you are aware, the R&D Centre and the post-graduation course in textile engineering are functioning at the Indian Institute of Technology, Mumbai and projects for developments are made by the post-graduate students with the assistance of the concerned

Textile Machinery Exhibitions The India-ITME Society will be holding the 9th India-International Textile Machinery Exhibition from 2nd to 7th December, 2012 at Bombay Exhibition Centre, Mumbai. I would appeal to all members of TMMA to book through our Association to take the benefit of its services during the pre and post Exhibition period. Action Plan of TMMA With the overall revival in the industry, we have also been working on an action plan to better serve our members. Among other efforts, we have organized following programmes/initiatives: Invited members to the Executive Council meetings in different locations Arranged lectures of special interest during the Executive Council meetings such as quality control, intellectual property rights (patents) and 5S. Organised seminars at different locations. Organised visits to member factories. I hope, that our Association will become an ever more useful and efficient organization, and that it will help each and every one of our members to thrive. I thank my colleagues on the Executive Council for their support. I thank my mentors in the association, particularly Shri R. Ltd., have exported their products Card Clothing and Card Room Accessories worth 14.11 Crores which formed 14% of the total turnover.The regions which they have exported to are Africa, Asia, Europe, Recipient of the Award is : Mr. T. The Association also presents Research and Development Awards for indigenous development of new technology/processes under different categories in the field of Textile Machinery Industry. Export Excellence Awards : The Association received eleven nominations for Export Excellence Awards These nominations were evaluated by the Awards Committee of the Association and selected the winners Apex Export Award : Winner of the Award is : Lakshmi Machine Works Ltd., Coimbatore During the year 2010-11 Lakshmi Machine Works Ltd. exported Textile Spinning Machinery and Parts to the tune of Rs.221.68 Crores which formed 15% of the total turnover. The countries to which they have exported to are China, Indonesia, Bangladesh, Turkey, Tanzania, Sri Lanka, Thailand, Egypt etc. Recipient of the Award is : Mr. C. Jagadeesan, Vice President- Corporate Administration of the Company Jute Machinery Sector : Winner of the Award is: Lagan Engineering Co. Ltd., Kolkata During the year 2010-11, Lagan Engineering Co. Ltd., have exported Jute Machinery worth 11.88 Crores which formed 50% of the total turnover The country which they have exported to is Bangladesh. Recipient of the Award is: Mr. Anirudh Kajaria, Managing Director of the Company Small Scale Sector Textile Machinery Winner of the Award is: Palod Himson Textile Machines Pvt. Ltd., Surat During the year 2010-11, Palod Himson Textile Machines Pvt. Ltd., have exported Textile Machinery worth 3.80 Crores which formed 29% of the total turnover The countries which they have exported to are Thailand and Pakistan. Recipient of the Award is: Mr. Pratik R. Bachkaniwala, Director of the Company First R&D Award winner is: Lakshmi Machine Works Ltd., Coimbatore Awarded for their development of Ring Frame LR9 Ring Frame LR9 is a versatile machine with 1632 Spindles.The drafting drive is designed in a rugged manner and along with T-Flex is capable of handling draft resistant synthetic fibres. Due to enhanced torque handling, the yarn quality produced is uniform and consistent even through start and stop of machine. The placement of suction at both ends of the machine gives optimum suction and power reduction. LR9 benefits the customers in waste reduction, capital cost reduction, value addition, power, labour and space requirement. The quality and the performance of the product was accepted by the customers and has good sales record. Recipient of the award is Mr. S. NCM-AUGUST 2011 42 Research & Development Awards : Although 5 nominations were received for R&D Awards of the Association, the Jury selected four nominations were eligible for the Award for the year 201011.
