1. ImportanceofEffectiveEarthControl Measures(ECM)

Singaporeiswellrespectedforourcleanandgreenenvironmentaswellas ourresourcefulnessinharnessingourscarcewaterresources. Overtheyears,wehavespentmuchefforttocleanupandbeautifyour rivers&waterways.Thishasresultedinthecleanandaestheticwaterways, likeSingaporeRiverandKallangBasinwhichSingaporeansenjoytoday.

Whileourriversandwaterwaysarecleanmostofthetime,westillseethemturn brownduringandafterarain.Thesiltybrownwaterisspoilingourproudimageof agreenandcleanSingapore. Moreimportantly,thesiltywaterishamperingourefforttomakeeverydropcounts asthesiltwillmakeitmoredifficultandcostlytotreat.Overthenext1to3years, moreofourwaterwayswillbedammeduptoincreaseSingapore'srobustnessin waterresources.By2008,abarragewillbebuiltacrossMarina Channelwhichwill impoundwaterfrom5majorurbanrivercatchments.

Togetherwecandefinitelydomoreandbettertoimprovethequalityofthe stormrunoffsdischargingintoourwaterways.

Whatcausestherivertoturnbrown?
Silt and sediment control is a key element in our water resources management strategy. Sediments introduced into our rivers cause environmental pollution and increase flood risk and turn our river water brown.Sedimentscanremainsuspendedforaverylongtime. The major source of sediments is from construction sites. Construction activities disturb existing ground cover and vegetation, and expose much baresurfaces.

3.ImplementationofanEffectiveECM
Aneffectiveearthcontrolmeasure(ECM)mustcomprise2aspects: (a)ErosionControltominimisebareearthsurfaces (b)SedimentControltocontain,storageandtreatsiltsediments and shall comply with Clause 6.3 of the Code of Practice on Surface Water Drainage(SeeChapter7)

(A)ErosionControl
Itismucheasierandmorecosteffectivetopreventerosionthantotrapsediments aftererosionhastakenplace.Withproperplanning,asiteshouldnothavemore than0.1haofbaresurfaceatanyonetime. ThefollowingaresomegoodECMmanagementpracticestominimiseerosionby ensuringminimumbareearthsurfacesatalltime: Schedulingofworks: 1 2 3 toproperlysequenceandscheduletheearthworks/demolition/ constructionworksinstagesandprogressivelytominimisebaresurfaces. tominimisesitedisturbancebykeepingsiteclearanceworkstoaminimum byretainingasmuchoftheexistingvegetationaspossible. toestablishfinalsurface(bycloseturfing,concretepaving,roadsurfaces etc)immediately.

(B)SedimentControl
Afterachievingminimumbareearthsurfaces,sedimentcontrolfacilitiesmustbe putinplacetocapturethesedimentswasheddownfromtheconstructionsites. Someofthesesedimentcontrolmeasuresandfacilitieswhichmustbeinplace beforetheworksstartshallincludethefollowing: Containment: 1 2 toprovideconcretelinedcutoffdrains(minimumC7precastchannel) alongtheperimeteroftheconstructionsites. toprovidesiltfenceproperlyinstalledandembeddedontothegroundalong theperimetercutoffdrains(betweentheconstructionsiteandthecutoff drains).

Storage: 1 toprovidesedimentationbasinsofadequatesizeandsufficientnumbers alongtheperimetercutoffdrainsandbeforethedischargepointsinto publicdrain. toprovidestoragetank,reservoirofadequatesizeandsufficientnumbers totemporarilystore/containrainwaterbeforetreatment.

4.SubmissionRequirementsforECM

(A)DuringPlanningStage
Theowner/developershouldtakenoteofthestandardclausefortheECMrequirement beforeobtainingDCclearance/approval

EarthControlMeasures:Effectiveerosionandsedimentcontrolmeasuresshallbe
providedbythedeveloper/ownerandtheQPshalladvisehisdeveloper/ownerto providesucheffectivemeasuresandfacilitieswithinputsfromQualifiedErosionControl Professional(includingsitemanagementsystemandperimetercutoffdrain,silttraps, storageponds,treatmentplants,etc)toensurecleandischargethatcomplieswiththe statutoryrequirement.Theproposederosionandsedimentcontrolmeasuresshallbe submittedbyaQualifiedErosionControlProfessional(QECP)toPublicUtilitiesBoardfor approvalbeforecommencementofworks.Allaffectedwatercoursesshallbedesiltedand cleareduntilcompletionofwork.Forreference,theinformationcanbefoundinthe websitehttp://www.pub.gov.sg/ECM.

(B)Beforecommencementofwork
TheContractorshallapplyforaClearanceCertificatetocommenceworks(whichwill requireECM)togetherwiththeproposederosionandsedimentcontrolmeasures (preparedandendorsedbyaQECP)toPUB. TheearthcontrolmeasuresshallcomplywiththerequirementsstipulatedinClause6.3of theCodeofPracticeonSurfaceWaterDrainage(PostedatPUBwebsiteaddress http://www.pub.gov.sg/downloads/PR6.aspx).

(C)DuringConstructionStage
TheContractorshallsubmittheECMproposaldulyendorsedbyhisQECP toPUBandcarboncopiedtotheowner/developerasfollows: 1 BeforeWorkCommencestosubmittheECMproposalindicating that: a minimumbaresurfaceswillbeensuredaccordingtothe constructionactivitiesineachphase. b effectivesedimentcontrolfacilities(Includingstorageand treatmentfacilities)willbeimplemented c asystemofECMasindicatedin(a)and(b)abovewillbein placebeforeworkcommence d ClearanceCertificate(See(B)above)tocommence earthworksisobtained 2 DuringWorktoreviseandresubmittheECMproposalsaccording toeachphaseoftheconstructionactivitiesindicatingthat: a b c minimumbaresurfaceswillbeensuredaccordingtothe constructionactivitiesineachphase. effectivesedimentcontrolfacilities(Includingstorageand treatmentfacilities)willbeimplemented asystemofECMasindicatedinaandbabovewillberevised andputinplacetocontrolsiltydischargeforeachphase

7.LegislationandCodeofPractices
Thefollowinglegislationandrequirementspertainingtothecontrolof erosionandsedimentarehighlighted:

THESEWERAGEANDDRAINAGEACT,CAP.294 Worksaffectingstormwaterdrainagesystem Section26(1)Nopersonshallcarryoutorcausetobecarried outanyworkswhichwillaffectanystormwaterdrainagesystem, drainordrainagereserve,directlyorindirectly,withoutobtaining inrespectofthoseworks,aclearancecertificateorapprovalofthe Board. Section 26(2) Where any work has been carried out in contravention of subsection 26(1), the Board may by Notice in writingrequirethepersonwhocarriedouttheworks,theowneror occupier of any premises in respect of which the works were carriedouttocarryoutsuchworksastheBoardthinksnecessary withinsuchtimeasmaybespecifiedintheNotice. Defaultincompliancewithnotice Section41(1) WhereapersononwhomaNoticeundersection 26isservedfailstocomplywiththenoticewithinthetime specifiedintheNotice,heshallbeguiltyof anoffenceandshallbe liableonconvictiontoafinenotexceeding$20,000.

Regulation6 Anypersonwhocontravenesorfailstocomplywithanyprovisionof theseRegulationsshallbeguiltyofanoffenceandshallbeliableonconvictiontoa finenotexceeding $5,000and,inthe caseofacontinuingoffence,toafurtherfine of$500foreverydayorpartthereofduringwhichtheoffencecontinuesafter conviction.

DefineQualifiedErosionControlProfessional Terminology "Qualified Erosion Control Professional" (QECP) means a Professional EngineerwhoisregisteredundertheProfessionalEngineersActChapter253,has in force a practising certificate issued under that Act, and has satisfactorily completedaspecializedprofessionalcourseinerosionandsedimentcontrol.

6.3.1 WaterQualityParameterstobe Compliedwith Thedischarge fromany construction/earthworksites intostormwaterdrainage systemshall notcontainTotalSuspendedSolids (TSS)inconcentrationsgreater than, or turbidity exceeding, the prescribed limits under Regulation 4(1) of the SewerageandDrainage(SurfaceWaterDrainage)Regulations. 6.3.2 MinimalorNoDischarge Aconstruction/earthworksiteshouldpracticerecyclingofwater.Therecycled watercouldbeusedfornonpotablepurposesinordertominimisedischargeinto thestormwaterdrainagesystems. 6.3.3 ECMSpecificationsinTenders Developers / owners and Qualified Persons should include the earth control measures (ECM) specifications and schematic or conceptual ECM plans in the tenderdocumentsandallowforthecostofECMinthetenders. 6.3.4 PermittostartEarthworks The site operator / contractor shall obtain a written permission (or a clearance certificate) from Public Utilities Board before the commencement of any earthwork.

6.3.5 SubmissionofECMproposalbeforecommencementofworks Beforecommencementofworks,thesiteoperator / ownershallengageaQualified ErosionControlProfessional(QECP)toplananddesignasystemofearthcontrol measures(ECM)tomeettherequirementscitedinClause6.3.1. Thesiteoperator/ownershallsubmitthedetailedECMproposal,endorsedbyhis QECP, to the Public Utilities Board for record, prior to the commencement of works.TheECMproposals(withcalculations)shallincludeaplan(atypicalplan isasshowninDrawingNo.9) 6.3.6 DesignCriteriaofECM TheECMshallbedesignedtocopewithaminimumdesignrainfallintensityofa returnperiodof1in2yearsstorm. 6.3.7 ECMtobeinstalledbeforecommencementofwork The ECM shall be installed by the site operator / contractor according to the endorsed plans and the completed ECM at site shall be approved by the QECP beforecommencementofconstructionandearthworks 6.3.8 GeneralGuidelinesforEffectiveECM AneffectiveECMrequires2componentswhichshallinclude,butisnotlimitedto, the following minimum measures in order to meet the legal requirements cited under Regulation 4(1) of the Sewerage and Drainage (Surface Water Drainage) Regulations: (A) ErosionControlMeasures Theerosioncontrolmeasuresshallminimisetheextentanddurationofany exposed/bare/erodiblesurfacesby: a. ProperWorkSequencingAdoptingproperconstructionstagingand work sequencing will help to ensure that no large bare / erodible surfacesareexposedforalongdurationoftime. Covering up of all bare / erodible surfaces All bare surfaces (including earth stockpiles) shall be by concretelining, concretepaving,milledwaste,erosioncontrolblankets,closeturfing or other suitable materials. Accesses within the site and at exit / entrance as well as the surfaces where site facilities (such as office, fabricationandstorageyards)shallbepaved.Forthoseworkareas, they shall be covered by canvas sheets, tarpaulin sheeting or other suitablematerialsduringrainsorbeforeworkstopseveryday. Progressive and timely revegetation and stabilisation This is to ensurethatallbaresurfacesarerestoredimmediatelyuponcompletion ofworkateverystage.

Ifaconstructionsitehasverylittlebare/erodiblesurfaces,theoperator/ contractor will have less difficulty in containing and treating the silty dischargesasdescribedin Clause6.3.8 (B)below.Forthoseareaswithina

constructionsitewhichhavebeenpaved/coveredandwillnotcausesilty discharge, it is possible to drain these areas directly intothe storm water drainagesystemwithouttreatment. (B) SedimentControlMeasures The sediment control measures shall trap, contain and treat the silty discharges from within a construction / earthworks site (including rain, runoff, water from washbay, underground water at basement, etc) by providing: a. Perimeter Cutoff Drain Perimeter cutoff drains shall be concretelined and adequate to capture all runoff from the site to preventoverflowontoadjacentproperties. PerimeterSiltFenceSiltfencesshallbeerectedalongtheperimeter cutoff drain (between the construction site and perimeter cutoff drain). The silt fence is to be embedded firmly into the ground and made from an approved geotextile filter fabric or equivalents to capturethesediment fromstormwaterrunoff.Thesedimentbuiltup behindthesiltfencemustberegularlyremoved. IntermediateSiltTrap Intermediatesilttrapsof suitable sizeshallbe installed at regular intervals along the perimeter lined cutoff drain. Within the intermediate silt traps, suitable geotextile filter fabric or equivalentsshallbeinstalledacrossthefulldepthandwidthand/or coagulationassistance materials shall be placed. Silt traps relying primarily on hardcore, granite chips or sands for filtration, are not acceptable.

d. SedimentationBasinorStoragePond/TankBeforesiltydischarge leavesthesite,thesiltandsedimentsshallbeseparatedfromthewater. Thiscanbeachievedbyeither: i. in a sedimentation basin / pond (which will take days for settlementtotakeplaceandalargebasinvolume),or ii. throughatreatmentsystemcumstoragetank. Thebasin/tankshallhaveastoragecapacitytocopewiththevolume ofwaterfromarainbasedonaminimumdesignreturnperiodof1in2 yearsstorm. e. TreatmentSystem Ifthedesignofasedimentationbasincannotmeet theTSSrequirement,thenothersuitablysizedtreatmentsystemshall beinstalledtotreatallsiltydischarge fromconstructionandearthwork sites. Thetreatedeffluentcouldberecycledfornonpotableuse. The ECM shall remain effective throughout the whole duration of works. Thesiteoperator/contractorshalladdoramendtheECMatsiteaccording tothedesignoftheQECP. 6.3.10 MaintenanceofECMduringContractduration The site operator / contractors shall operate and maintain the ECM regularly to ensuretheECMremainseffectivethroughoutthewholedurationofworks.This may involvereplacingofsilt fencesanderosioncontrolblanketsorrepavingof concretesurfacesorreplacingofmembranemoduleorpolymersblocks. 6.3.11 MonitoringofDischargeduringContractduration Thesiteoperator/contractorshallmonitortheTSSandturbidityofthedischarge beforethedischargeentersthestormwaterdrainagesystem. Thesiteoperator/ contractor shall submit regular reports (including photographic and monitoring records)ofthesiteECMaswellasthosefordischargequalitytothePublicUtilities Boardoverthewholedurationoftheproject. 6.3.12 RemovaluponCompletion TheECMshallnotberemovedbeforethecompletionofwork.Thesiteoperator/ owner shall inform Public Utilities Board prior to removal of the ECM on completionoftheproject.

SAMPLESPECIFICATIONSFOREARTHCONTROLMEASURES(Revision3Sep 06)

The Contractor shallbe responsible for preventing silt from being washed intopublicdrainsbyimplementingeffectiveEarthControlMeasures(ECM) fortheconstructionsitetomeettherequirementsunderthelatestSewerage andDrainageActCap294.(InformationonECMrequirementscanbefound in the Code of Practice on Surface Water Drainage and the website www.pub.gov.sg/ECM).ThecontractorshallnotethattheECMareforthe containmentandtreatmentofsiltydischargesduetotheimpactof rainwater. ECM are not meant for the treatment of wastewater due to construction activities(suchasslurryfromtunnelling,pipejackingandborepilingworks) whichshallbetreatedtocomplywiththerequirementsunderEnvironmental PollutionControlAct(Chapter94A). In his tender submission, the Contractor shall submit his schematic ECM plans of the construction site for thewhole durationof the contract period takingintoaccountthedifferentphasesofconstructionactivities.Heshall alsoprovidethenameoftheQualifiedErosionControlProfessional(QECP) who will be endorsing the ECM plan after the tender is awarded. These schematic ECM plans shall make the Contractor aware of the ECM requirementsandthecosttoimplementaneffectiveECM.Notwithstanding thesubmissionoftheseschematicECMplans,theContractorshalldeemto haveseparatelypricedfortheECMinthecontractsum. Beforeconstructionworkscommenceonsite,theContractorshallengagea QECPto plananddesign theECM,andheshallinstalltheECMaccordingto theQECP'sdesign.TheECMplananddesignshallbesubmitted1week aftertheawardofthecontract.Duringthecourseoftheconstructionworks, the Contractor together with his QECP shall review the ECM proposal regularly to meet the changing needs of the construction activities. The ContractorshallimprovetheECMasadvisedbyhisQECP.Theplanning anddesignoftheECMshallmeettheminimumrequirementsstipulatedand inaccordancetotheCodeofPracticeonSurfaceWaterDrainage. TheContractorshallmaintain theECMforthewholedurationofthecontract to ensure that it is effective at all times. Proper records detailing the maintenanceworks,supportedbydatedphotographs,shallbekeptbythe Contractorforverification. TheContractorshallnotremovetheECMuntilallworksarecompletedand upontheadviceofhisQECP.

TheContractorshallsubmittheECMproposaldulyendorsedbyhisQECP to PUB for records.The proposed ECM shall consist of the following four parts: I. ProjectParticulars ThefollowinginformationshallbeprovidedundertheProject Particulars: (a)Projectdescription (b)Nameandaddressofsiteoccupier (c)Siteareaandcontractperiod (d)Locationmapandsiteplan. II. ErosionControlPlan(describedin7) III. SedimentControlPlan(describedin8) IV. SiteECMManagementSystem(descriedin9)

During construction, the Contractor shall minimize the formation of bare surfaces under the ECM's Erosion Control Plan. The Plan shall depict graphicallytheactivities,includingsequenceofwork,typeanddurationfor eachphaseofconstructionactivitiestoincludethefollowingmeasuresto: (a) sequenceandscheduleoftheearthworksIdemolitionworksinstages and progressively with the subsequent construction activities and buildingworks. (b)minimisesitedisturbancebykeepingsiteclearanceworkstoaminimum byretainingasmuchoftheexistingvegetationaspossible. (c) pave up the bare surfacesandallconstruction access by concrete or milledwasteorothersuitablematerials. (d)protectthebareslopeswithcloseturfing,concretegrouting,orerosion controlblanket. (e) protecttheearthstockpileswitherosioncontrolblanket. (f) restoregroundcoveroverdisturbedareas,whichareorhavebecome bare,assoonaspossible. (g)coveruptheactiveworksurfaceswithcanvassheetduringrainoratthe endoftheworkday.

TheContractorshallputinplacetheECM'sSedimentControlPlan,which aims to capture the sediments washed down from the construction sites. Someofthesesedimentcontrolmeasuresandfacilities,whichmustbein placebeforetheworksstart,shallincludebutnotlimitedtothefollowing: (a) concretelined cutoff drains (minimum C7 precast channel) along the perimeteroftheconstructionsites. (b)silt fence properlyinstalled and embedded onto the ground along the perimeter cutoff drains (between the construction site and the cutoff drain).

(c) sedimentationbasinsoranyothersedimentfilteringorsettlingsystemof adequatesizeandsufficientnumbersalongtheperimetercutoffdrain andbeforethedischargepointsintopublicdrain. (d)a storage basin / tank may be required to temporarily store the large amountofrainwaterfallingontothewholesitebeforetreatment. (e)atreatmentsystemtotreatsiltydischargeshallbeprovidedbeforethe dischargepointsintopublicdrain. (f) turbidity curtains shall be installed along all the exposed slopes / riverbanks for works in or adjacent to water bodies, such as canals, rivers,seaorinareclamationwork. Thesiltydischargetrappedwithin theturbiditycurtainshallbeallowedtobesettled / treated andremoved. 9 The contractor, shall at the advice of his QECP, put in place a site monitoringandreportingsystemincludingbutnotlimitedtothefollowing: (a) DailyECMinspectionreportbytheQECPappointedsitepersonnel (b) RegularsiteinspectionbytheQECP (c) Continuousmonitoringandrecordingsystem shallbeinstalledatthe dischargepoint(afterECM)beforepublicdrain 10 TheQECPshallsubmitfullbasisofdesignbackupwithdesigncalculations to show clearly how the perimeter cutoff drains, silt fence, sedimentation basins, storagebasin/tank andtreatmentsystem aredesignedandsizedas well as how such design will effectively filter off silt and allow only clean watertodischargeintopublicdrains. TheQECPshallalsosubmitthedesign specifications on the treatment system which can effectively treat the silty discharge from the construction site. The intensity of a oneintwo year stormshouldbeadoptedfortheproposeddesign.
