5 10 February 2004 December 2005 Electrical Engineering This unit standard is for people in the electrical industry who develop commissioning programmes to bring into service assets which often represent substantial investment by their client or employer. People credited with this unit standard have demonstrated ability to plan and develop safe and technically sound programmes for use in the commissioning of commercial or industrial electrical plant.

It is expected that candidates for assessment against this unit standard will already - have achieved an electrical qualification such as the National Certificate in Electrical Engineering (Electrician) (Level 4) [Ref: 0313], National Diploma in Engineering (Level 6) [Ref: 0846], NZ Certificate in Engineering (Electrical), or higher; - have learnt project scheduling techniques; and - are familiar with the requirements of the Health and Safety in Employment Act 1992. Legislation, codes of practice, and standards relevant to this unit standard: AS/NZS 3000:2000, Electrical installations (known as the Australian/New Zealand Wiring Rules); Electricity Act 1992; Electricity Regulations 1997; Health and Safety in Employment Act 1992; New Zealand Electrical Codes of Practice (NZECP), ISSN 0114-0663 (available from Ministry of Economic Development); NZS 3000:1997, Electrical installations Buildings, structures and premises (known as NZS Wiring Rules). Definitions: Commissioning of electrical installations refers to all tests, adjustments, inspections, and related activities necessary to bring into service previously installed electrical equipment and systems. Industry practice refers to those practices that competent practitioners within the industry recognise as current industry best practice.

Significant electrical installations refers to commercial or industrial installations involving as a minimum, lighting and power sub-circuits, main switch board, mains supply, and earthing system, and that require inspection by a registered electrical inspector. 5 Range: a Evidence of the development of commissioning programmes for at least two significant electrical installations is required. b Programmes are expected to be in a format that would enable them to be implemented by a project manager with responsibility for commissioning. c All aspects of the work must comply with the legislation, codes of practice, and standards listed in Special Note 3.

element 2 Develop programmes for commissioning of electrical projects. performance criteria 2.1 Commissioning programmes specify health and safety policies and procedures to be followed in accordance with Health and Safety in Employment Act 1992. Commissioning programmes specify materials, tools, equipment, and test instruments needed for the commissioning work. Commissioning programmes specify circuit isolation procedures in accordance with specifications and industry practice. Commissioning programmes specify powering-up sequence, test schedule, and details for all inspections, tests and adjustments in accordance with specifications and industry practice. Commissioning programmes specify procedures for dealing with out-of-limits conditions in accordance with specifications and/or company procedures. Commissioning programmes specify reporting, sign-off, and hand-over procedures to be followed at the end of commissioning.
