MINUTES OF A MEETING OF NEWPORT PARISH PLANNING AND LICENSING COMMITTEE HELD ON THURSDAY, 18th AUGUST 2011, AT THE RIVERSIDE CENTRE, NEWPORT, ISLE OF WIGHT, COMMENCED AT 6. 30PM Councillors Present : Shirley Smart (Chairman), Tony Coburn, Mary Craven, Debbie Dixcey, Steve Falla, Terry Goldstone, Lois Prior and Peter Whiteman. P/629 DECLARATIONS OF INTEREST Cllrs.Peter Whiteman & Terry Goldstone declared a general personal interest on the basis that they are employed in the building industry. P/630 MINUTES OF THE LAST MEETING AND MATTERS ARISING The minutes of the last meeting held on 4th August 2011 were agreed and signed as a correct record. The Assistant Clerk updated Members on the latest position on certain related matters, primarily enforcement enquires and investigations, that were set out in the Additional Matters Paper circulated to Members prior to the meeting. P/631 RECENTLY LODGED PLANNING APPEALS AND DECISIONS There were no new appeals or decisions to report. P/632 LICENSING APPLICATIONS Application for a minor variation to a premises licence at The Retreat, 10 Scarrots Lane This related to a caf/bistro premises on the northern side of Scarrotts Lane, close to Grays Walk, and sought to amend the existing license by including the outside seating area. Members will recall that LP asked about the terms of the existing license and the matter was deferred until this meeting (18/8). Licensing had confirmed that the existing license is for 2300 (Mon to Sat) and 2230 (Sun) and this will allow them to use outside covers; this on-sales only. Members decided to raise no objection.

Images, High Street Assistant Clerk advised Members of the decision taken today (18/8) by Licensing SubCommittee P/633 PLANNING APPLICATIONS P/01073/1111 Carisbrooke Road Members were impressed with the overall quality of the submission(s) and the intention to refurbish and restore the listed building back to something more akin to its original appearance. On this basis, subject to the use of appropriate matching materials, Members were happy to SUPPORT these applications. P/01016/11 7 Dodnor Park Members had NO OBJECTION to this minor development to create additional floorspace but would welcome confirmation that this area, or any other part of the building, will not and is not been used for the storage of gas bottles of any kind as these should be stored outside in a secure compound. P/00898/11 TK MAXX, 52 Pyle Street Members believed that that level of proposed signage is wholly unnecessary (perhaps not in itself a sustainable reason for withholding consent), but also unduly excessive leading to an unattractive and disproportionate proliferation of contemporary signage in a historic area compromising the original design ethic of the building faade along Pyle Street. Members wished to STRONGLY OBJECT to the application on grounds of number of signs/proliferation, design/appearance and inappropriate method of illumination. From a contextual perspective the frontage onto Pyle Street is adjacent to a designated Conservation Area and immediately opposite a number of listed buildings. Consequently the view is that the number of signs should be substantially reduced and those retained should be reduced in size and redesigned and non-illuminated to ensure that the character and appearance of the area is protected and ideally enhanced. The South Street frontage is somewhat different but even the new commercial development on the opposite side of the road shows evidence of degree of constraint in terms of the scale/design/number of advertisement signs. Here Members would like to see a reduction in the number of signs with appropriate limited external illumination only. P/01097/11 9 Fieldfare Road Members had NO OBJECTION to this application subject to the imposition of an appropriate condition for the use of quality matching materials. P/01114/1161 High Street Members had NO OBJECTION to this application. P/01011/11Part of former Vectis Transport building, Riverway Members thought that this is a far more appropriate site for this expanding commercial business than present location on Blackhouse Quay and were prepared to SUPPORT the application on that basis.

P/01107/119 Watergate Road Members had no overwhelming objection to the previous application and providing the Council Tree Officer is satisfied with the tree report accompanying this latest application and the tree in the neighbouring garden wont be effected Members decided to raise NO OBJECTION to the latest submission. P/622 PLANNING NOTICES The Committee noted recent decisions that had been received. P/623 MEMBERS QUESTION TIME LP asked if Members had noted the present situation in respect of the faade/advertisement illumination on the new retail premises (Mountain Warehouse), formerly Mothercare, as, in her view, it was not in compliance with the scheme that was considered and recently approved by the LPA. The Assistant Clerk promised to make enquiries and report back. PW asked if members had seen the recent improvements to the listed premises in Quay Street in terms of the colour scheme for the entrance doorway/portico and the unattractive projecting sign on the front of the building. The Assistant Clerk again promised to make enquiries and report back to Members. P/624 MATTERS TO BE CONSIDERED AT NEXT MEETING After brief discussion the Chairman asked the Assistant Clerk to prepare and submit reports to the next meeting of the Committee on the proposed design award scheme and the draft questionnaire for the public consultation on the Isle of Wight Festival. CLOSE OF MEETING The next meeting was confirmed as Thursday 1st September 2011 at 6.30pm. The meeting closed at 7.36pm.
