Foreword
International as well as local experience has shown that small businesses can
provide an important contribution to employment and the creation and distribution
of wealth. The lack of access to relevant business information and advice is one of
the many challenges which face small businesses, especially start-up enterprises
and micro-enterprises. Some of the areas where challenges are experienced include
access to marketing, access to finance and business management skills.
One of the functions of the Department of Economic Development is to promote

enterprise development by assisting small and medium enterprises to access the
mainstream economy in the province. Newly established businesses and projects
are always faced with challenges when they source funds for their businesses. This
directory provides a listing of programmes and organizations that provide funding
and non-financial assistance to businesses in the province.
Project and business funding support particularly, and other non-financial assistance, is available from a wide
range of sources that include, unilateral and multilateral, foreign and local donors including government,
development and development finance institutions, the corporate social responsibility programmes of financial
institutions of South Africa, and semi-government organizations, institutions and foundations.
The Department is committed to removing obstacles that constrain access to information on available public and
private resources that promote economic growth. Government has made available significant resources to create
access to opportunities, especially for marginalized societies, but due to several constraints, most of those who
need the information are unable to access or utilize it. This publication is providing access to information on all
available resources to which all can gain access.
I therefore urge all existing and future entrepreneurs to make use of this directory and maximize the utilization
of resources to promote economic growth in the province.

A. Introduction
One of the functions of the KwaZulu-Natal Department of Economic Development is to provide economic
development support services to municipalities and other stakeholders in the province. The aim of these services
is to assist these stakeholders in fulfilling their developmental mandates, particularly with regard to local
economic development. The Department receives numerous requests from municipalities, other stakeholder
groups and individuals, to support a diverse range of projects that could effectively be resourced by other local
or foreign organisations.
In order to maximize the utilisation of internal and external resources, the Department commissioned a research
study to identify organisations that provide free or partially free funding or assistance to businesses in
the province.
These selection criteria have resulted in this publication which focuses on businesses and entrepreneurs in need
of some form of funding or assistance. The publication provides a listing of programmes identified to date that
fall into these categories.
The distribution of this listing is intended to extend the impact of the Department’s resources and achieve their
objectives of local economic development, fostering economic growth and developing and encouraging
entrepreneurship.
B. Overview
The listing
is a collection of records from a variety of sources including:
• Government – local, provincial and national
• Government institutions
• International government
• International non-governmental entities
• Organisations i.e. NGO’s and Section 21 companies
• Companies e.g. private companies or entities associated with companies such as foundations and
trusts owned by private companies
• Combinations of the above
• Other entities
This publication represents the initial phase of the project to provide this resource and by no means incorporates
all the available aid on offer. The intention is to update and add to the current information on a regular basis.
A searchable database version will be made available in due course which will facilitate identifying relevant
potential sources of support.

C. Guide for Usage
For ease of reference, the listing has been arranged by full programme name, in alphabetical order. Many
programmes are, however, better known by their abbreviated titles or by the name of the sponsoring
organisation. To facilitate searches for a particular entry, indices have been provided in the appendix in several
formats namely:
(a) By programme name (full and abbreviated names)

(b) By organisation name (full and abbreviated names)
(c) Programmes that provide funding
(d) Programmes that provide assistance
(e) Programmes that have regional restrictions
(f) Programmes that have industry restrictions or requirements, by industry
(g) Programmes that have some sort of previously disadvantaged requirement.
Where no region or industry is specified, the programme is prepared to consider applications from any region of
the province or from any industry. In some cases, the programmes exclude particular industries.
Note:
- Where “the” normally prefixes a title, “the” has been left out and the entry has been sorted by the second
word e.g. The Social Plan will be found under “Social Plan”. Furthermore, where a small letter, followed by a
capital letter is applicable, the first letter has been utilised e.g. eThekwini. To alleviate any confusion, the
indices have cross-referenced entries.
- Programmes have a range of conditions under which they provide funding and/or assistance, varying from
very detailed to non-specific. Issues covered include ownership, size of the business and the industry in
which it operates or plans to operate. Certain industries are excluded from a few of the programmes. Some
programmes that provide funding require matching funding from owners or only pay retrospectively, so that
all of the money is needed upfront. Guidelines regarding all these factors are given in this listing, but the
final details should always be checked with the programme itself.
- “Funding” may vary from pure monetary assistance, to providing financial resources for a specific purpose
i.e. training. In the case of the latter, details have been provided under “assistance”.
- Where details appear to be missing for a particular programme, these criteria either do not apply or the
donors have elected to omit this information.
- Some programmes will terminate at a specified time. The dates, where known, have been provided under
‘Changes’.
- In cases where there are a number of offices for an organisation, the details are given at the end of the
entry for the programme concerned.
- A general list of abbreviations is given in section G.

Each programme receives numerous requests for aid. Therefore individuals and businesses requiring funding or
assistance need to prepare carefully prior to approaching donor organisations. Firstly, review the programme
criteria thoroughly to ensure that your business meets the qualifying criteria. Then follow the steps outlined in
the “Application Procedure” and in the documents listed under “Copy of Application Form” and “Copy of Business
Plan / Framework”, making sure that you provide all the necessary documentation. If the information is not
available or applicable, make reference to it in a covering letter. Ensure that your request is legible and contains
no grammatical errors. Always offer more than one method of contact i.e. telephone, fax, e-mail etc. in case one
of them changes.
If instructions are unclear, contact the organisation concerned to clarify their requirements. Should you be
unable to reach the person noted in the directory, ask for their replacement or an alternative contact person.

ACAT Entrepreneurial Development Programme (EDP)

Summary of Programme EDP empowers targeted rural entrepreneurs and their families to improve
their quality of life through small profitable enterprises and by stimulating
local economic activities. Services include small loans and training in
business skills. EDP address the constraints of the rural family by: (1)
Identifying and interacting with those that the community identify are poor.
(2) Address home food security through home gardens. (3) Establish
survivalist start-up businesses thereby increasing economic activity. (4)
Train and involve community volunteers. (5) Facilitate the establishment of
community structures. (6) Mainstream HIV & AIDS awareness into the
programme. (7) Capacitate programme participants in life skills. (8)
Expose those that choose, to a Christian lifestyle.

participants are initially identified by the participating community. ACAT
operates in 17 areas of 30km radius each in scattered deep rural areas of
KwaZulu-Natal (in 7 of the 11 Magisterial Districts). ACAT’s centre is at
Lidgetton – near Howick and Pietermaritzburg. The areas covered are
indicated on a map that can be found on the ACAT website on
www.acatkzn.co.za.

Actis Africa Agribusiness Fund (AAAF)

Summary of Programme AAAF is a private equity fund, able to invest equity and quasi-equity of
between US$4m and US$15m. It mainly seeks majority shareholdings,
looks for a commercial return on its funds plus the ability to exit after 4-7
years. AAAF is able to invest in a wide range of agri-businesses but prefers
not to invest in start-ups nor in commodity producers - it seeks businesses
with brands, intellectual property, and/or strong long-term profitability.

Summary of Programme Approximately 1% of the budgeted income of the eThekwini Municipality is
allocated to socio-economic programmes and projects that aim to address
poverty and other social imbalances. Publicity and awareness via road

recommendations to the Executive Committee. Assistance is provided in
the form of goods and cash to assist NGO's and CBO's to do their work and

Global Environment Facility (GEF)

Summary of Programme GEF provides partial grant funding to eligible countries for projects that
address threats to the global environment in biodiversity, climate change,
international waters, ozone depletion, land degradation and Persistent
Organic Pollutants (POP's). Projects must be consistent with the country's
national priorities and are assessed by the GEF and the DEAT. The Project
Preparation and Development Facility (PDF) provides US$25,000 for early
stages, US$350,000 for information gathering for the main proposal and
US$1 million for larger projects. Medium-sized projects are funded up to

Summary of Programme The Khula Credit Guarantee helps businesses that would not get finance
from the bank because of a lack of or inadequate collateral or security
given to the bank. Khula does not give a loan or assist in financing the
business directly, but covers a portion of the bank's risk on behalf of the
small business. In this way the requirements of the bank are covered,
even when the business cannot provide enough security for the whole
amount. The business owner / manager approaches the bank, not Khula.
Participating banks include ABSA, African Bank Limited, Bank of Athens,
BOE Bank Limited, FNB, MEEG, Nedcor Bank Limited, People's Bank and the
Standard Bank of Southern Africa.

within LIFElab's designated scope; eligibility of the consortium's leading
scientists and the cost structure is not heavily biased towards funding on-

Summary of Programme Marang is a Development Microfinance Institution, working towards
enabling poor households that depend on informal businesses for income,

of the Innovation Fund. A decision to make further investments (After the

such as securing an industrial partner, must be met.

Summary of Programme USAID has awarded a 6-year contract to Corporate Council on Africa (CCA)
in association with ECI Africa Consulting to manage the SAIBL programme.
SAIBL empowers businesses through trade and investment partnerships
between previously disadvantaged South African SMME's and US
companies, South African corporations and multinationals. Services include
training and business capacity support, mentorship, funding information on
trade protocols and incentives, proposal development and introductions,
and linkages to business partners and suppliers. For more details refer to
the website under 'Services'. The PAL programme helps agribusinesses
gain access to mainstream commercial markets in South Africa and
internationally. It also facilitates local and international partnerships.

Comments Depends on the nature of the assistance required e.g. a maximum
contribution of R5,000, limited to 50% of the total cost, may be approved
for the printing and placing of an advertisement.

business transactions.

writing with a fully completed and signed registration form. Applicants that
meet the qualification criteria and provide justification for the services are
registered on the SAIBL database. A diagnostic appraisal of the company
takes place. The offices in Durban have limited personnel resources so
only a certain number of requests can be processed.

business advisors. It provides mentorship once funding is approved, for a
12-month period. Upon registration for assistance the applicant will pay a

a percentage of the loan amount as his/her contribution towards costs to
Sizanani. For businesses with a turnover not exceeding R5 million per
annum, balance of support fee to be subsidised by donor funds. It is
important to note that the business advisor does not run the business but
provides advice and support.

turnover. Minimum per application is R50,000.

Social Plan

Summary of Programme The aim of the Social Plan is to reduce retrenchment costs and create new
jobs. It applies when at least 50 people or 10% of an organisation's labour
force is likely to be retrenched. The state pays 65% of the consulting costs
and the company pays the balance. If a company cannot afford the 35%,
a special application for 100% funding can be submitted. The NPI will help
prevent job losses by giving support and technical assistance to the
company. The NPI is contracted by the private sector and by local
government to conduct productivity assessments and to give
recommendations.

South African Breweries (SAB) Kickstart Competition

Summary of Programme SAB runs the Kickstart competition annually. Youths between 18 and 35
years are invited to submit business ideas at a provincial level. Fifteen
finalists are selected per province for a two-week training programme,
whereafter a business plan is drafted and forwarded to a panel of
adjudicators. A total of R300,000 seed capital is awarded per province to
between 1 and 4 applicants. Grants range from R10,000 - R100,000 per
business. Each business is monitored for a year. Provincial finalists are
entered into the national competition, which awards an additional non-
refundable R500,000 to the national winner. Winners each receive
mentorship assistance for a minimum of not less than three months.
