Training

Training is an integral part of Occupational Safety & Health (OSH). To ensure the success of any OSH programme at the workplace, adequate and effective training must be implemented for all those responsible for OSH. Training enables managers, supervisors and workers to understand the workings of safety management systems and the legal compliance required. They will then understand their own responsibilities and the necessary actions to be taken towards upgrading safety and health at their respective workplaces.

1. INTRODUCTION The Occupational Safety and Health (Safety and Health Officer) Regulations 1997 which came into force on 22 August 1997 requires certain industries to employ a competent safety and health officer to resolve matters pertaining to the safety and health at their workplace. The safety and health officer must comply with the requirements under this regulation, whereby a candidate must have completed a course of training in occupational safety and health and passed the examination conducted by NIOSH. Apart from that, the candidate must possess a minimum of 3 years working experience in occupational safety and health before the candidate can be registered with DOSH.

OBJECTIVE

The objective of this document is to explain the current requirement and structure of the Safety and Health Officer Examination conducted by NIOSH.

3. ENTRY REQUIREMENT To be eligible to sit for the Safety And Health Officer Examination with NIOSH, 3.1 The candidate must have successfully completed the Safety and Health Officer (SHO) Course conducted by NIOSH or any other training provider approved by DOSH, AND a) Possess at least an SPM, MCE, SPVM or equivalent certificate; OR b) Possess at least SPM (Open Certificate) with the following conditions: Sit for at least six (6) subjects; AND Obtain at least grade 6C in Bahasa Melayu AND English AND Mathematic; AND Pass at least one (1) subject with at least grade 8E for subjects Science OR Physics OR Chemistry OR Biology; AND Pass other subjects such that the total number of subjects is at least six (6)

3.2 Exemption to item 3.1 may be given to the following candidates: a) Candidate who has completed the Executive Diploma in OSH (conducted by NIOSH in collaboration with Open University Malaysia) is exempted from attending the SHO course; OR b) Candidate who has been given such exemption by DOSH or by the Board of Examination, NIOSH. 4. 5. CERTIFICATION 5.1 A Safety And Health Officer competent certificates will be awarded by NIOSH to a candidate who has passed the Safety and Health Officer examination.

6. TERMS AND CONDITIONS 6.1 Once the candidate satisfies the entry requirement, the candidate must complete the required examination within two years (24 months) starting from the date of the first examination taken by the candidate. 6.2 A candidate may re-sit a maximum of four (4) times for each Part of the examination within two years (24 months) starting from the date of the first examination taken by the candidate. If the candidate fails after the fifth attempt

within the specified period, the candidate must re-enroll for the whole course OR sit for SHO Improvement Program AND register as a new candidate for the examination. 6.3 Candidates may choose to take any of the papers at any time as long as it is accomplished within two years. 6.4 A candidate may withdraw (by writing to the Examination Secretariat) from the registered examination within the approved postponement period (refer to appendix 1). Any withdrawal after the postponement period is subjected to the following penalties: a) This withdrawal is considered as a failed examination attempt; AND b) Examination fees will be forfeited

Social Security Organisation (SOCSO) was established in 1971 under the Ministry of Human Resources to implement and administer schemes of Social Security under the Social Security Act, 1969, the Employment Injury Insurance Scheme and Invalidity Pension Scheme. Under these schemes, employees are given protection related toemployment injury, including accidents in the course of employment, occupational diseases, invalidity and death. Among the functions performed by SOCSO is registered employers and employees, collecting contributions of employers and employees, process claims and pay benefits to workers who suffer and dependents. In addition, SOCSO also provides physical and vocational rehabilitation benefits, and promoting awareness of occupational safety and health. In July 1985, SOCSO status as a government department has been transformed into astatutory body. While on January 1, 1992, SOCSO have adopted their ownremuneration, the New Remuneration System SOCSO (SSBP).
