Justice delayed is justice denied. Every attorney knows how important it is that a judge rule swiftly and decisively. There are safeguards built into our rules and legal system to allow issues to be dealt with expeditiously; unfortunately, not every Judge enforces the rules. Bruce will.

Waiting at the courthouse is expensive for litigants and disrespectful to attorneys. The solutions are simple. Staggering hearings so multiple cases are not set at the same time, scheduling hearings by telephone, and allowing out of town counsel to appear by telephone, video or teleconference for nonevidentiary hearings can greatly reduce the cost of litigation. Bruce will work to eliminate costly court delays. Lowering the cost of litigation is a serious concern. Judges should be active participants by holding early conferences, and iensuring the parties create a case management plan. Periodic status conferences, enforcing scheduling orders, and holding litigants and attorneys accountable are all important steps. Bruce is committed to being active as manager of the courts time. Advances in technology have greatly expanded the volume of information involved in discovery. As a result, it can be used as a weapon. Judges must be proactive to prevent discovery abuses. By encouraging E-filing and E-discovery, costs can be controlled. Bruce will monitor discovery to ensure it is fair and reasonable. The 11th District Court has been designated to handle all pretrial matters arising from Hurricane Ike damage, and also handles tax cases for Harris County. Administration of these cases requires a judge who is able to separate the core issues from the unique aspects of each case and provide the necessary rulings for each case. Bruces experience with litigation arising from mass disasters makes him uniquely qualified.

Meet Bruce Bain

ruce Bain is an accomplished trial attorney with over two decades of civil trial experience in state and federal courts. His legal affiliations include the State Bar of Texas, The United States District Court for the Southern District, Eastern and Western Districts of Texas, the Fifth Circuit Court of Appeals, and the Houston Bar Association. He has been lead counsel in hundreds of cases, ranging from small controversies to high dollar cases. He is also a certified mediator with over 70 hours of mediation training. He performs at least four pro bono mediations per month as a community service. His experience includes commercial, toxic tort, insurance defense and subrogation, constitutional, personal injury, partnership, business, and real estate law. This experience will help him to rule quickly on the wide variety of matters that come before a Civil District Court Judge. Bruce is currently a managing shareholder in Bain & Bain, PLLC, and formerly a shareholder/ partner in Soape, Brown, McDermott, P.C. He served on former President Bushs staff from 1988-1992, and on his Vice Presidential staff from 1984-1988. He also served as a staff member at the 1992 Republican National Convention. Bruce represented the United States as a staff member at the 1990 Economic Summit of Industrialized Nations. Bruce has served as a registered Boy Scout Leader for 18 years, as the Troop Assistant Scout Master and a Cub Scout Pack Den Leader. Bruces community service also includes service as a Committeeman for the Houston Livestock Show and Rodeo 100 Club from 1986-1990 and service as president of his former Homeowners Association. Bruce is a devoted husband and father. Married for 30 years, he and his wife, Joanie Lucci Bain, have four wonderful sons: 2nd Lt. Bruce Bain II, USAF (Eagle Scout), Nick (Texas A&M, Eagle Scout), Michael (MHS, Life Scout), and Cameron (MHS, Life Scout). He and his family are members of St. Cecilias Church. Bruce attended the University of Texas at Austin and graduated in 1981 with a B.A. in Government. He was a member of the U.T. Young Republicans. He and his wife, Joanie, met while attending U.T. and married one week after graduation. Bruce obtained his J.D. from South Texas College of Law in 1985. While attending law school, Bruce earned the prestigious American Jurisprudence Award. Bruce was also on the Deans List, and selected by Whos Who of American Law Students.
