PROJECT DESCRIPTION: Renovate existing 3-class room building (~1500 sf) and
demolition of existing and new construction of a one room class room (700 sf) to include:
• Electrical fixtures and lighting, including LAN drops.
• Paint interior and exterior, including spot wall/window/door repair
• Replace roof with new corrugated tin roof or tile, including gutters and possibly
new cross members
• Install water catchment system for bathroom water.
• Renovate/repair flooring and install tile or equivalent
• Install mosquito screening at all open vents/windows
• Install new suspended ceiling
• New class room will be constructed in accordance with school design standard
from Sisiphon
• Demolition of existing (2) latrines at school construction of a new latrine building
with four toilets, with new latrines connected into a new septic system and drain
field. Sinks for hand washing will be installed adjacent to the new latrines.
• Include 40 new desks per classroom and blackboards / white boards (minimum 2
per classroom)
• Include lockable closet in each building and supply with O&M materials for each
project (window screens, door and window hardware, three gallons paint each
color for touch up, roofing tile, ceramic tile, etc)
• Small brass plaque for USACE/US Embassy identification

Project will also include demolition of an existing community latrine facility and
construction of a new latrine building with six toilets, with new latrines connected into a
new septic system and drain field. Sinks for hand washing will be installed adjacent to the
new latrines. Rainwater catchment off the roof required.

LOCATION: Lirang Village, Lembeh Island, Bitung City, Northern Sulewesi Province

SITE DESCRIPTION: School is located in the small village of Lirang that is accessible
only be sea (45 to 60 minutes by boat from Bitung), and with dock access only at high
tide. The school has a population of 87 students. Existing facility includes seven class
rooms in three school buildings, one of which is in bad condition and must be abandoned.
Existing toilets (2) at the school are located in a separate building, are flushed using a
water bucket and small water tank (mende) in bathroom, and are generally in very poor
condition, with poorly functioning septic systems. No running water supply is available
to the school, and water is provided by bringing it up from a well located several blocks
away. Electric power (450 watts) is available at the site for 4 hours a day produced by a
community generator.

The existing community latrine is in very poor condition, with most of the units not
functioning. The septic system is inadequately designed and functioning poorly. A well is
located within 25m of the facility and is 4 to 5 feet in diameter with 12 to 15 feet to the
groundwater level.

Access to site is poor, with boat landings accommodated by a concrete pier, but only at
high tides. At low tides, access is very difficult by landing on a rocky shore and walking
several hundred meters to the village.

DESIGN STRATEGY/CONST: Local construction company completing project as


design-build with QA firm providing oversight. New class room construction will follow
standard Sisiphon sample (USARPAC/John Troha).

PROJECT ISSUES: Access to the village is very difficult, with access to the village pier
only at high tide. Low tide access is very problematic, with a rock entry and pedestrian
access to the village only. Site is also a 45 to 75 minute trip by boat from Bitung.
