Authority

Verbal instruction during Intel Seminar held at Batangas City from CO thru Inspector Lloyd G Moyongan to conduct Security Survey and Inspection at San Jose District jail. II. Date and Time of Survey The Survey was conducted at Sablayan Municipal Jail on 051000H September 2011. III. Composition of the Survey Team The team were composed of the following personnel as follows: SJO2 Augusto S Cristal, team leader, JO1 Joy O Camba, and JO1 Christopher G Madarang as members. IV. Entrance Briefing Before the survey a brief discussion with the warden has been made to tackle what the survey intend to identify the strength and weaknesses of the facilities and to assess its capabilities to kept detainees and its capability for enemy attack as a stronghold position. At present the jail was manned by 4 Organic BJMP personnel (3 male and 1 female ). It has 1 cell for male and 1 cell for female and both has comfort room inside the cell. All cells has been secluded with concrete walling known as hollow blocks wall, ceiling are made of ply woods with wires atop of the ceiling and finally the roof that made of G.I. Sheets. The main door was located at the front passing through admin office and landed to the cells. Since the jail was located inside municipal compound there is no existing perimeter fence that segregates the jail facilities with adjacent government agencies such as PNP at the north and Municipal building at the south. V.Identity of the Personnel who Accompanied the Survey Team The survey team was guided by JO3 Peggy R Tolentino a current Municipal Jail Warden of Sablayan Municipal Jail. VI. History of the Installation Sablayan Municipal Jail was taken over by the BJMP on 1994 from defunct PC/ PNP under the wardenship of Chief Inspector Filomena O Camba as Municipal Jail. The facility was built sometimes in mid 80s and manned by Sablayan Municipal Police Station Personnel. It is utilize as a detention cell for offenders having minor cases, youthful offenders and safekeeping as well. The Municipal Trial Court only 50m away North of the jail that facilitates escorting in any way that give favourable condition to deter any possible threats or disturbances during escorting of inmates from jail to court and vice versa. Decades long there is no recorded incident of tactical offense/rescue conducted by the threat groups or lawless elements to the jail facility and during escorting. VII. Threats to Security and Peace and Order A. Threats to Security (External) Since the detention facility is housing only detainees with light offences threats from NPA guerrillas, NDF and other similar groups does not gives so much security threats.Utilizing the 4 Organic Personnel of Sablayan Municipal Jail to render an extra vigilance in the performance of duty, coordination with various peace and order entities have been instituted such as San Jose Municipal Police Station, 80th IB of Philippine Army Bureau of Fire Protection and Philippine Cost Guard to deter any possible form of harassment that could lead to rescue of inmates within the jail premises. Likewise, timely and accurately exchanging of information with these entities to counter any possible rescue of inmates by any enemy. B. Threats to Peace and Order (Internal) The two (2) detainees are kept in different cells inside the jail to neutralize them and closely supervised by duty personnel to prevent them to establish plan or any form of disturbances that may lead to their escape especially during visiting hours.

Visitors are being searched before and after the designated time for visits to maintain the security control. Letters and messages made by inmates are scrutinized before it was carried out by any visitor. Frequent greyhound operation are being conducted inside jail premises as well as cells and personal belongings of inmates to counter any deadly weapons or improvise weapons that may use for jail disturbances. VIII. Working Relationship with Police and Military Intelligence Units in the Area Jail authorities were coordinated with Local Police of Sablayan Police Station, Bureau of Fire Protection, Philippine CoastGuard, LGU and 80th IB Philippine Army base in the area to extend support and prevent threats from any groups that would pose to liberate their detained comrades. IX. Mission of the Installation To accommodate committed inmates from municipality of Sablayan to which under Municipal Trial Court. It serves as a safe confinement and providing development of inmates detained at Sablayan Municipal Jail. X. Function of the Installation Keeping committed prisoners from Sablayan Municipal Jail to provide humane safekeeping by providing decent living condition as provided for by UN, CHR and the Law. XI. Importance of the Installation

Sablayan Municipal Jail was located at the centre of Occidental Provind. It accommodates detainees from Municipality of Sablayanases were heard over MTC and RTCs where only adjacent of the Jail Facility. XII. Physical Security A. Perimeter Barriers 1. Since the jail was located inside municipal compound these is no existing perimeter fence that could segregate the jail from other adjacent offices 2. Structural barriers such as doors that made of 20mm steel bar, iron grills s and iron ceilings welded permanently. 3. Energy barriers such as lights inside and outside the jail facilities are installed that makes the facilities visible during night. B. Security Measures of the Installation 1. Identification and Control of Personnel and Visitors To control visitors that coming in and out to visit inmates, control tags are made which being issued to visitors and surrender the same after the visits. A visitor logbooks being classified into (a. High risk b. Ordinary) that must be filled up by the visitor indicating vital information about him/her and the relationship of the inmate to be visited. 2. Identification and Control of Vehicle In order to control visitors vehicle a designated place in front of the office/jail facility is being utilized to identify the vehicle for proper recording. 3. Fire Fighting Facilities and Supplies There is one (1) unit of fire extinguisher, two (2) plastic drums filled with water and five (5) pales to be used in case of fire. The Office of the Fire Marshall is Located Fifty (50) m Northwest of jail premises that can respond just a few minutes in a case of fire. 4. Whistles, drums and firearms are available to be used during emergency cases to give an alarm or signal to get the attention of fellow personnel or anybody when the security was breached by any untoward incident such as intruder or an attempt to escape of the prisoners. 5. Guarding and Guarding System Two (2) teams are being utilized that composed of seven (7) personnel in each team (6males and 1 female) that shifting in weekly basis. The shift begins at 1200HMonday and ends at the same time and day at the next week.

Power and Water Facilities and Supplies There are two (2) lines of power supplies that are being alternately utilized during block by block power interruption but in total power failure improvised lighted materials such as morons are being utilized. Water is being supplied by Water District through pipelines and faucets thru the local government of San Jose. 7. Photography and package control All pertinent papers of personnel as well as inmates are being kept inside the wardens office in a steel cabinet that could protect from harm and destruction. XIII. Personnel Security A. Personnel Strength The jail was manned by 17 organic personnel that composed of 15 men and 2 women. There are two (2) teams that composed of seven (7) personnel in each team. Each shift is supervised by Two (2) supervisors that alternately rotating in a weekly basis plus the warden that gives a total of 17 personnel and the warden. Personnel in each team are being strategically distributed for the day to day jail operations. B. Security Clearance Program Since the jail was composed only by 17 organic personnel, there is no personnel security established to control the movement of personnel within the jail premises. C. Security Education Program All memos from the higher headquarters, from local government and various entities are being tackled during P, I and E that being regularly conducted during Monday. D. Labor Turn Over and Absentees Each team performing custodial and administrative functions turn over duties and responsibilities with the incoming team during 1200H Monday and it will ends with the same time and date for the succeeding week. It alternately replacing the other team in a weekly basis. Absenteeism of personnel is being closely monitored and immediately reported to the higher authorities for proper disposition. E. Security check and investigation F. Personnel Firepower There are (Two (2) M-16 Rifle and two (2) Shotguns) and ammos issued firearms as an unit issue, sixteen (16) short issued firearms for the personnel that are being utilized during official performance of duty at San Jose District Jail. G. Transport and Mobility Supply The jail has one (1) new issued Prisoners Van that can be used to facilitate a safe and expedite movement of the jail operation as well as transporting inmates from jail to hospitals, clinics, courts vice versa or any destination stated in a court order. XIV. Document Security A. Security Classification of Document All important documents are intact and being kept inside issued steel cabinet place at wardens office. The documents are labelled with title that can be easily determined for the user what it is kind. B. Flow of Incoming and Outgoing Classified Documents Incoming and outgoing classified documents are being placed inside wardens office to keep its confidentiality. It may thru the JRS, Private Cell Phone, E-Mail or other safe means of sending and getting documents that does not pose danger for the confidentiality of the documents. C. Transmission of Outgoing Classified Documents In transmitting classified documents the personnel utilizes E-Mail thru internet shops, Cell Phones, JRS and sometimes personal hand carry. D. Destruction of Classified Documents

All classified documents that are subject for disposal are being burned to ensure the secrecy of its content from enemy. E. Storage of Classified Documents Classified documents are being intact in issued steel cabinet inside wardens office to which only limited personnel can access for the classified documents. It is also to protect the documents from harms in any form of destruction. XV. Information and Communication Technology Security A. Physical Technology 1. There is no computer unit issued to utilize for the reports of San Jose District Jail. 2. There is no printer issued to be utilized for print out materials for San Jose District Jail reports. 3. There is no installed CCTV, Internet Connection, Telephone and radio within the area or jail premises. B. Transmission San Jose District Jail personnel are using Internet Connections thru internet shops in sending and receiving information, thru JRS or Cell phones in commos transmission and sometimes thru personnel. C. Emission There is no issued computer set that could be used for the formulation of vital documents as well as classified documents to ensure its secrecy. Personnel are oblige to use commercial sites such as Internet Shops in the formulation and construction of information and sending it using the same sites and sometimes thru JRS express which might pose risk of the documents from the enemy. D. Use of World Wide Web Telephones, Cell phones, Radios and others Since, the jail instillation has no existing web sites connection, telephone, radios and other advance technology that could be used for the fast means of exchanging information and communication, personnel are only using commercial web sites such as internet coffee in getting and receiving information. XVI. Operational Security A. Personnel Strength There are seventeen (17) organic personnel manning for various task for the jail operations at San Jose District Jail including the security of the jail premises. B. Guard Detail Details of assignment are posted a week prior to the schedule of actual performance of official duty. C. Duties and Responsibilities of the Personnel All personnel are aware for their duties and responsibilities that regularly disseminated during weekly P, I and E conducted by the warden. D. Transfer/Movement of Personnel The movement of personnel at San Jose District Jail whereas the place is serve as a training ground does not affect the jail operation. E. Transfer/ Movement of Assets Since, there is no assets of San Jose District Jail that are being transferred with other jail or being recalled by the higher authorities. F. Operations (Internal and External) For the past three (3) years of operation, San Jose District Jail has no recorded escape that needs to recover so that both internal and external operation does not have a track record to be instituted. XVII. Recommendations A. Physical Security Based on the findings of this SSI conducted at San Jose District Jail, it has been recommend to acquire the following units.

1. Two (2) units of CCTV camera to be installed in different strategic areas of the jail to monitor and counter the movement of the inmates, visitors as well as personnel to deter any untoward incident in any time of the day and night. 2. Additional lights outside the jail premises should be installed to make visible every corner of the premises. B. Personnel Security It has been noted that personnel has no control ID during performance of official duty and during off duty. Is has been recommend to have uniform control ID that must be wore during inside jail premises to distinguish BJMP personnel with other personalities coming in or out the jail premises. C. Document Security 1. Documents should be labelled accordingly using the colours of distinctions to avoid unauthorized persons to go through and getting the contents of the documents due to mistaken compilation of the documents. 2. There is a safe container such as steel cabinet for the classified documents that segregated from other documents to ensure that only authorized personnel have the access for the information content of the documents. D. Information and Communication Security 1. An internet web site must be installed in the jail station to avoid detection of incoming and outgoing vital information from higher jail authorities as well as other jail stations. 2. A set of computer unit must be issued to the jail as well as printer and scanner to facilitate reports and other classified documents for security and to maintain the confidentiality of information content of the documents. E. Operational Security All organic personnel must perform their various tasks intelligently to ensure the security of jail operations and to be more vigilant to deter intruder and any possible attempt to escape of inmates or rescue by enemy to liberate their comrades. XVIII. Exit Briefing After SSI at San Jose District Jail, a briefing was conducted with the jail warden and discussed the findings and recommendations to be more effective and to ensure the security of the jail operations.
