INTRODUCTION SCOPE This 66KV GIS System Consist of Single bus bar arrangement separated by a sectionalizer . It Consist of three incomers , one from 11/66KV , YNd11 , 25 MVA Generator Transformer and other two from an owner 66KV GIS one on each side of the bus section beaker . There are 40 outgoing bays with 22 bays one side of the section and 18 on the other side of section. These get connected to different transformers in the distribution substations. All relays used in this are UIEC 61850 and all metes will be communicating through MODBUS protocol EQUIPMENTS DETAILS

Project name: 66 KV GIS Sub Station for IOCL at Paradip Refinary 66 KV GAS SWITCHGEAR ASSEMBLY CONSIST OF FOLLOWING BAYS AND TERMINATION The scope also includes all associated LCP (local control panels), CPP (control and protection panels); metering panels; SF6 gas density monitoring systems; mimic panel, interface panels with Substation Control System (SCS)~ including all the interconnecting power and control cabling among the various panels marshalling cubicles (as required) , and the GIS switchgears along with EOT Crane Gas-insulated switchgear with associated circuit breakers; disconnect and ground switches, voltage & current transformers and surge arrestors (if required) etc. as shown in the attached Single Line Diagram, including gas handling equipments. All metal enclosed gas insulated buses for interconnecting various switchgear assemblies, including flexible joints to ensure service continuity during thermal cycling and vibration. Gas density monitors, pressure relief devices, and gas-filling connections. Gas Handling system & equipment.

Gaskets, sealant, and desiccant for permanent sealing of field assembled joints and access covers removed during assembly. Initial filling of SF6 gas, and hydraulic fluid, if required. SF6 gas quantity shall be sufficient for first filling plus expected gas toss during 20 years of operation. SF6-to-air bushings shall be used for connections between air insulated overhead transmission lines and GIS. Gaskets, sealant, and desiccant for permanent sealing of field assembled joints and access covers removed during assembly.

CONTROL &PROTECTION PANESL AND METEIRNG PANELS

CONTROL & RELAY PANELS 1.0 1.1 GENERAL INSTRUCTIONS: Check and ensure that the Control & Relay Panels being installed are meeting the requirements of DC control voltage (110V or 220V) and CT secondary rating (1A or 5A). 1.2 Check that there is no physical damage to the relays and other equipment installed in the C&R Panel. 1.3 Event Loggers, Disturbance Recorders, Bus Bar Protection schemes, LBB Protection schemes, etc. as well as special schemes / equipment for 400 kV GSS should be tested / got tested as per their schematic diagrams. 2.0 2.1 2.2 ERECTION AND INSTALLATION: Place the panels at their designated locations on the trenches in the Control Room as per layout. Fix or bolt the panels (as per requirement of installation of the panels) on the channel / M. S. Angle fitted on the top of the walls of the trench or on the base frame, as provided, in the Control Room. Level the panels and check their verticality.

Project name: 66 KV GIS Sub Station for IOCL at Paradip Refinary 2.4 In the case of Duplex type of panels, connect the control panel to the relay panel across the corridor using the fittings provided with the panels. Also fit the covers for the corridor portion. 2.5 Where a number of panels are to be placed adjacent to each other to form a Board or where a panel is to be placed adjacent to an existing Panel / Board, these shall be bolted together. There shall be no gap between panels which are placed adjacent to each other. Connect the Bus wiring / interconnecting wiring between the control & relay panels of the Duplex type. Also connect the similar wiring between control panel to control panel and / or relay panel to relay panel where a Board formation is made or where panels are connected to an existing Board / panel as per their relevant schematic drawings. PRE COMMISSIONING CHECKS: Check the tightness of all terminal connections. Check earthing of the panels & its connection to the earth mat. Check the availability of DC supply and AC supply in the Control & Relay Panels. 3.4 4.0 4.1 Check the polarity of DC supply in the Control & Relay Panel.

PRE COMMISSIONING TESTS: Arrange for testing, by the Protection wing, of individual relays, protection schemes, transducers, ICTs, indicating meters, integrating meters, etc. for conformity of their characteristics to the specifications and to the technical information / details / particulars intimated by the manufacturer. Give the carrier send signal from the Relay Panel and verify that the carrier signal is received back in the Relay Panel. 4.8.3 Put the PLCC equipment in the normal mode at both the ends.

Verify the interlocks for operation of isolators. 4.9 Verify the operation of equipments from the control switches / push buttons provided for them. 4.10 Verify indication lamps / semaphores for circuit breaker / isolator status by operating the relevant equipment. 4.12 4.13 5.0 5.1 Test the internal illumination system including operation of the door switches. Test the functioning of space heaters and sockets, etc. POST COMMISSIONING CHECKS: Check phase sequence of the VT supply in the Control & Relay panels. 5.2 Measure the voltage & current in the relevant circuits, and check their readings in the relays, protection schmes, meters, etc. 5.3 Arrange for checking, by the Protection wing, of stability of transformer differential protection on load. 5.4 Arrange for checking and verification, by the Protection wing, of directional feature of over current, earth fault, and distance protection schemes, as applicable.
