Civil Liberties Liaison (C.L.L)
It is the Civil Liberties Liaison that will
stay in contact with the ACLU of your
state, and file truthful reports with them on
behalf of the Broken Bridge Brigade. I can
supply you with the contact info. for your
local office. Other liaison positions are
available such as; Arkansas C.U.R.E,
Amnesty International, Human Rights
Watch, local political and state reps, Parole
Board and the Directors office of the Dep.
Of Corrections. These positions would be
for your local area and would involve
communication between you and the
department or organization you are
interested in. I can assist you with getting

Legal Analyst (L.A)
It is the duty of the Legal Analyst to track
and document legal notices, cases,
legislative changes, proposals, and legal
articles for the Broken Bridge Brigade.
Unit Coordinator (U.C)
It is the duty of the Unit Coordinator to
assist with distribution, contacting the
prison library, subscriptions and providing
information to other inmates about the
newsletter at your unit, and provide the
BBB with news and birthday
announcements
Re-Entry Assistant (R-E.A)
It is the duty of the Re-Entry Assistant to
research potential employers, housing units
and other assistance that will be needed for
inmates who will be re-entering society.
This will help give these inmates and their
families resources needed for the transition
of re-entry and starting over. By providing
potential employers and where to go for
other assistance we can help ensure that
these inmates have a positive transition. I
can assist you with an example general
letter to send to businesses and housing
units. We need to know what businesses
would consider hiring recently released
individuals who can provide 2-3 references
from supervisors reflecting their good work
ethic, maturity and responsibility.
Also seeking Entertainment Writer/
Columnist, Book Review, humor, drama,
comedy and comics artist. Original artwork
can be returned to you at your request.
If more than 500 words article may be split
between issues (unless we have the room in
one issue). Just keep it somewhat clean, we
will clean it up if its too risky.

Challenging the Arkansas 70% Law
For those affected by the Arkansas 70%
law, we need your help too. I have
written a letter to Senator Luker
regarding amending this Act. We need a
few individuals from Arkansas prisons
to assist us in researching the effects
this law has had on tax payers, inmates,
families of inmates, the ADC budget,
overcrowding issues, etc. The following
information is needed in order to see this
law amended:
• Prison population from 1995 (when
Act 1326 was instated) to 2006 and
projected increases in prison pop.
• Average prison sentence of 70%ers
• Average crime of 70%ers
• Financial impacts of this Act
• Suggested remedies and alternatives
to combat the impacts of the Act.
• And any other relevant information
that could help with possibly
amending the 70% law.
Our hope is to gain enough resources,
research and support to get the attention
from legislatures and change this law for
all those who have been affected by it.
Excessive sentencing is not the answer.

Dear Senator Luker:
On behalf of the families and loved
ones of inmates serving prison sentences
in the state of Arkansas, I write to you
requesting your assistance with a few
issues facing our prison system. I have
contacted several state representatives
regarding this matter with little or no
response. I am hoping you may be able to
assist us with regards to the 70% law. I
have been working with others who have
been affected by this law and we have
formed some ideas on how this law could
be amended. The object of this proposed
amendment could potentially reduce the
prison population, the annual cost to
support inmates and it could also reduce
the recidivism rate with certain offenders.
The ultimate cost of excessive sentencing
laws affects many others besides the
offender. The invisible victims of these
laws such as the taxpayers and family
members of inmates, may not be behind
bars but certainly pay the price.
I know that you have taken bills to the
senate regarding prison and sentencing
issues which is why I would like to offer
these ideas to you. In 2003 Larry Norris,
Director of the Arkansas Dept. of
Corrections, had suggested some ideas to
the Legislature that, from I can tell, went
ignored. His ideas are some of the best
ideas I have seen that would combat the
impact the 70 percent law has caused. I
would like to re-introduce his ideas along
with a few others. I would appreciate you
taking the time to review these and
determine if such changes could be
presented at the next session, I realize the
next session may not be until 2009. I
wanted to bring these to your attention
early so we may have time to discuss
them and alter them as needed to help see
that they go to the next session.
Thank for you reviewing the following
ideas:

1. 70% reduced to 50% with meritorious
good time
2. 1st time drug offenders must serve 1/3 of
time sentenced
2nd time drug offenders must serve ½ of
time sentenced
3rd time drug offenders must serve 70%
of time sentenced
3. These changes retroactive to all inmates
sentenced under 70% (not just the ones
sentenced AFTER 2005) OR retroactive
to meth offenders sentenced prior to and
after 2005

Update to article from last issue
entitled: Life In Prison For
Smoking Pot
At the age of 17, Tyrone Brown was
arrested for a two dollar stick up, the
victim was unharmed. For this Mr.
Brown received 10 years probation.
While Mr. Brown was on probation he
was caught smoking pot, the sentence
was then reversed to life in prison.
Judge Keith Dean, said at the
sentencing, “Good Luck Mr. Brown”.
Tyrone has now served 16 years in
prison and was recently featured on
20/20 and on the Dallas Morning
News. D.A Bill Hill has asked Gov
Rick Perry to release Mr. Brown. A
decision will be made soon. A website

Since this article Tyone Brown was granted a
Conditional Pardon from Gov. Rick Perry of
Texas.

conditional pardon to free Tyrone Brown.

Update on West Memphis 3 Case
According to Damiens' attorney, the long
awaited dna results are in, which he says are
“significant”. For Damien, Jason, and
Jessie, this day must be long, long overdue.
Damien currently resides on death row,
while Jason and Jessie are serving life for
their supposed role in 3 brutal murders in
1993. This case has gained international
attention, and the 3 convicted have gained
support from thousands of people including
celebrities that have come to know them
over the years. Benefit concerts,
fundraisers, Damiens book, “Almost Home”
and websites such as; www.wm3.org and
several myspace.com pages have helped
spread the word about this case and the
people involved. It is all of our hope that
this new evidence will help bring light to
this case and give the WM3 a chance to
have a new trial, and in the end gain
freedom.

and the husband keeps staring at a drunken lady swigging her
drink as she sits alone at a nearby table.
