The term, inclusive growth, is finding its way increasingly in the lexicon of politicians, bureaucrats, economists, planners, academicians and businessmen, not just in India but even worldwide. Unprecedented growth has been experienced in most part of the globe during last few decades. Unfortunately, the fruit of such growth has not improved the life of all. While poverty has been reduced in some ofthe emerging economies like India, China and Vietnam, half of the world's population still owns less than 1% of the wealth. A little over 37 per cent of our population still lives below the poverty line, and, in particular, 41.8 per cent of the rural population and 25.7 per cent of the urban population is poor. Going by the present estimates of Employment trends, a significant number of people (around 36 million)are still unemployed and many more are underemployed. Inclusive growth is a universal desire, while the scale and scope of the inequality in growth may be different in developed and emerging economies, the structure and solutions are likely to be similar. Growth with equality requires trade, infrastructure, equality of opportunities especially in health and education, through investments in human capital, and public investments in rural infrastructure. These can help poor connect to markets and at the same time promote the sustainable use of natural resources. There is unanimity in thinking that if countries want to excel and garner sustained economic power; its growth must be inclusive. It must improve the lives of the poor.

In the last two decades there have been remarkable changes in the world economy as many countries which were relying upon the manufacturing sector for growth found a new mantra of economic progression by emphasizing upon greatly or switching over to the Service sector. Service sector is the largest sector in the world, accounting for more than 70% of global output. In India, service sector accounts for 54 per cent of GDP and is currently the fastest-growing sector of the economy, growing at 9 per cent per annum since the mid- 1990s. The sector has the unique opportunity to grow due to its labor cost advantage reflecting one of the lowest salary and wage levels in the world, coupled with a rising share of working age population. Service sector has the capacity to make a decisive impact on the quality of life of the mass of our people, especially on the poor and the marginalized. The question is Can services be a driver of sustained growth, job creation, and poverty reduction? Is service led inclusive growth, a maze with devious routes and uncertain end or a path that would yield the promise of overall development?
