1. SUMMARY

The work plan is a basic document to plan, organize and control the work that is intended

to be carried out during the duration of the Technological Linkage System - SVT project.

Within this framework, this plan contemplates:

- Introduction and background , an exposition of the context in which the project is

developed and the progress obtained.

- Goals and objectives , concrete statement of the purposes of the work plan.

- Resources and obstacles , the material, equipment and characteristics of the

member and participating personnel are detailed, in addition to the difficulties.

- Strategies and actions , the way in which problems will be solved taking into account

the variables and resources of the project.

- Appendix , supplementary and supporting material to the proposed work plan.

2. INTRODUCTION AND BACKGROUND


The Technical Faculty, due to its strategic nature in the productive context, has been

occupying a fundamental and potential space that is not yet being exploited. Within this

potential, Human Resources and the Equipment acquired are goods that, oriented towards

productivity, entrepreneurship and provision of services, would awaken great capacities

and skills that technicians, technologists and technology administrators trained in the

Technical Faculty would use and, which would provide them better opportunities for

individual and collective development, especially with the vision of creating production

initiatives, economic self-generation and strategic specialization.

The Technological Linkage Unit - UVT, is a project generated based on this analysis and

with real and feasible expectations of realization, becoming a bridge between the Technical

Faculty and the Industry, generating an environment of constant communication and

relating the institutions involved with clear and concrete actions of an academic-

technological-productive nature, extension of services and reciprocal learning for the

common success of the members of the Technological Linkage System – SVT, thereby

supporting the socio-economic development of the region and the country.

Focused so that future professionals acquire technological-productive skills, response

capabilities to the industrial sector and some business notions, in addition to energizing the

teaching activity of professorial professionals with their assistance in the generation of

goods and services; The project revitalizes the service work of the Faculty and enhances

the industry, the most sensitive one made up of the MyPES, seeking to make them more

competitive in the market for their progress.

The ways of carrying out this articulation are diverse, in that sense the sectors and

institutions prepared for the proposed work were identified. Strategically, relationships were

identified and initiated with organizations that bring together microentrepreneurs, these are

the Chamber of Commerce, the Directorate of Competitiveness and Entrepreneurship of


the Major Office of Economic Promotion of the Autonomous Municipal Government of La

Paz and the Vice Ministry of Micro and Small Business (MyPES) of the Ministry of Plural

Economy, with these institutions there must be a fluid relationship due to the advances and

work that they achieved with the productive sector in terms of grouping, training and

contact with the MyPES.

In the Faculty this new approach must be acquired progressively. The fact of providing

services and interacting with the industry is scarcely practiced and very little known; For

this new dynamic to be achieved and give optimal and verifiable benefits, it would require

awareness and a change of paradigms, to rearrange efforts and visions of the future, which

would clearly have to go through a patient, methodical and coordinated process.

Strategically and taking care of the time resource, what is proposed is to structure model

cases, type "pattern", to take these experiences and be replicated and imitated by the other

academic units and their members.

The UVT, due to its nature as an intermediary, must have updated information on the

technological needs and shortcomings that the business sector may require, as well as the

offer of services and/or products that the courses of the Technical Faculty can provide, for

this purpose. We will work on a systematized and updated database, in addition, those

data will serve to constantly evaluate the progress and obstacles that may be found from

the first services that will be provided.

Another important aspect is related to the dissemination, propaganda and massification of

the project; This aspect is essential so that progressively with adequate exposure and

communication the other careers, teachers and students become integrated into the SVT,

this dissemination will reflect positive elements and benefits obtained from the first

experiences, in addition they will motivate and raise awareness about the new roles and

challenges of the technological-productive professional market.


3. GOALS AND OBJECTIVES

The goals of the Work Plan are:

- Have lasting and dynamic relationships between the Technical Faculty through its

Technological Linkage Unit and State organizations as well as other private ones.

- Integrate the Technical Faculty with its Academic Units towards a productive

education, which includes the provision of services and generation of technological

ventures.

- Develop skills of teachers and students (graduates or recent semesters) with

specific knowledge and experiences demanded by the productive sector.

The objectives are:

- Support the signing of inter-institutional agreements between the Technical Faculty

and state or private institutions in the industrial sector, such as the Economic

Promotion Officer, the Vice Ministry of Micro and Small Business, the Chamber of

Commerce, and others.

- Support and participate in meetings of the institutions in agreement to plan,

organize, direct and control common and individual activities framed in a work plan.

- Identify the potential of the Academic Units of the Faculty, as well as the skills and

abilities of Teachers and Students interested in developing in this area.

- Identify the technological weaknesses of the productive sector.

- Support the formation of specialized evaluation teams in the areas or sectors of the

productive sector that advise the actions of the Technological Linkage System.

- Encourage the participation of the Faculty community, directing it towards the

challenges of competitiveness, services and entrepreneurship.

- Support in the adequate and timely dissemination of the actions, foundations and

advances of the Technological Linkage System - SVT.


4. RESOURCES AND OBSTACLES

The resources:

. A work team made up of a coordinator and two research students, they work with

dynamism and knowledge of the purposes and actions that the UVT must fulfill, and aim to

achieve the goals and objectives of the SVT.

. Economic resources, materials and equipment destined to achieve the objectives, these

are logistical, IT and dissemination.

. The institutional framework on which the project is developed, the regulations, legitimation

and structure of the University, constitutes a solid framework to establish concrete

responsible relationships.

The obstacles:

. Excessive university bureaucracy that delays procedures and/or results, such as

agreements, and where compliance with time is essential for the successful achievement

of the goals and objectives of the SVT. The only way to have the results in a timely manner

is only by constantly and documented monitoring of everything that is prepared and

requesting agility from higher levels for the same.

. The identification and recognition of the obstacles and shortcomings that the productive

sector has, the best methodology found is through feedback and analysis between

producers and specialists with interviews and visits to the production centers.

5. STRATEGIES AND ACTIONS

The following strategies will be taken:

E1) The problem of signing agreements and requests that are the responsibility of the

Faculty with other institutions will be prioritized with the corresponding follow-up to each

procedure in process, for this strategically while the respective signature is reached,
concrete work plans will be worked on. for the rapprochement and sharing of future and

present intentions and actions that will prepare others of greater magnitude.

E2) The determination of the problems translated into requests, by the productive sector,

will be channeled objectively and determinedly by a team of specialists interested in

providing their services. These teams must be structured based on the Faculty's careers,

to do so diligently. All the information that can be collected will be documented and stored,

so that the work teams in meetings will determine the problems with their causes and

effects in the productive sector.

E3) The database must include the offer of university services and the demands of the

industrial sector, therefore the expressed requirements of entrepreneurs and a practical,

versatile and efficient data collection system will allow them to know the services offered by

the university. Faculty, so that practical and immediate solutions are synchronized with

technical-technological skills and capabilities, in the same way service providers must

inform and update their service offering to reach entrepreneurs in a clear and timely

manner.

All this activity, being innovative in the facultative context, requires knowledge of the

medium of action. The work team, by initiating and maintaining relationships, must be

dynamic and responsible, so to a large extent, the success of the project is due to the

human resources that work on it. Financial resources also play an important role in the

logistics of the project and providing computer equipment and work materials necessary to

constitute an institution with management capacity.
