You are the pointy end of the spear, and we cant afford to
let that go. Since 9/11, billions of dollars have been invested
in the Guard to bring us up to an operational status. If we turn
that around because of the economy and cuts in the Department
of Defense, and allow ourselves to go back to being a strategic
reserve, its unconscionable to the taxpayers of America. Thats
the reason that EANGUS, NGAUS and AGAUS (the National
Guard Coalition) exist, because when we talk about federal
service and defense of our nation and the second mission for
our states we bring a bigger bang for the buck. The reserves are
IHGHUDORQO\:HVHUYHWKHJRYHUQRUUVWDQGWKHSUHVLGHQWVHFRQG
so we have an even stronger interest in what goes on.
In Hurricane Katrina and Rita, there were more Emergency
Assistance Compact cross relationships between states than any
other time in history. We showed that we could bring 50,000
SHRSOHWRWKHIRUFH7KDWVWKHVWUHQJWKZHEULQJWRWKHJKW
Thats what many in the Pentagon dont understand, and because
they dont understand it, we go through Congress.

duty organization because we live and vote in the communities
we serve. And people listen. We have that impact and we have

to do it cheaper, faster and better.
We need numbers in order to do these things. Currently, there
are only about 46,000 EANGUS members out of a potential
700,000. When I go to Capitol Hill, numbers talk. If I could say
we had 200,000 members instead of 46,000 theyd listen a lot
closer.
This is a clarion call for help. We need each of you, if youre
not members, to become members and for those of you who are
members to get more members. It helps your state and it certainly
helps your nation. Thats our focus and we want to help you.

Consider the reasons for belonging to a professional mili-
tary organization. The reasons vary. If you were a doctor, youd
belong to the American Medical Association. If you were a law-
yer, youd belong to the American Bar Association. Professionals
should belong to professional organizations. Youre a Soldier, an

You are the most important professional in the nation, you should
belong to professional military organizations.

Guard Bureau doesnt have a vote in the
Joint Chiefs of Staff?
National Guard Empowerment is the answer. As of Sept. 29,
only two more senators need to sign on to support this bill

at the Pentagon.
Did you know that when youre in state active duty, the
Uniformed Services Employment and Reemployment Rights
Act act doesnt apply to you?

enlisted associations in Montana, for example, worked to
change that at the state level. Thats the value of being a
member at both the state and the national level. You have
two organizations working together for you to help your Na-
tional Guard succeed.
Do you know your veteran status?
If a Guard member doesnt serve more than 179 days of
consecutive active duty, or combat duty, he or she isnt a vet-
eran. This status is what precludes a Guardsman from such
DFWLRQV DV VDOXWLQJ WKH $PHULFDQ DJ ZKLOH QRW LQ XQLIRUP
House Bill 1025 seeks to change that. Were not asking for

NGACO Conference Director
The 40th Annual Enlisted Association of the Nation-
al Guard of the United States conference in Charles-
ton, W.Va. was a great success.
We have a new Area VI Director on the Army side.
Congratulations to Scott Evans (Utah) for being
elected into this new position. Evans is currently the
conference operations manager for EANGUS at the
national level.
Lets also give recognition to Helen Scotti Zahn
(Colorado) on a job well done as the former Area VI
director. Zahn contributed greatly to the increase in
membership and spreading the word out about EAN-
GUS to our young troops.
Congressman Tim Walz of the 1st District of Min-
nesota gave a great speech, as did West Virginia Gov.
Earl Ray Tomlin, Congresswoman Shelly Moore-
Capito, 2nd District West Virginia, Command Sgt.
Maj. of the Army National Guard Richard J. Burch,
and Deputy Director Army National Guard Maj. Gen.
Timothy J. Kadavy. These were just a few of many
keynote speakers.
Senior Enlisted Leader for the National Guard,
Command Chief Master Sgt. Denise Jelinski-Hall, and

of Defense-Reserve Affairs, Command Sgt. Maj. John
Gipe, also gave great updates and presentations. Our
delegates, leadership and professional development
warriors have all been exposed to some great insight
about the current and future state of our National
Guard and our association.

On the morale side of the house, the Area VI softball
team (which included two of Colorados own, Sgt.

Gomez) lost a heartbreaking softball game to Area II
in the championship game of the 2011 EANGUS Area
softball tournament. Area II came back in the bottom
of the inning to win by one and was crowned the 2011
EANGUS Conference champion. Great effort Area VI!

The 2012 NGACO conference is slated for
March 30-April 1, in conjunction with the
2012 military ball sponsored by NGACO.

A newbie to NGAUS: my thoughts

NGAUS Professional Development Attendee
After joining the Colorado National Guard just
a few months ago, I had no idea what the National
Guard Association of the United States was or that
it even held an annual meeting. However, I was for-
tunate enough to be invited to tag along with our state
leadership as a professional development candidate
to this years conference. Somebody mustve recog-
nized that I needed a little work
I blindly agreed to go, without a clue what to expect,
but with an open mind and willingness to learn. Little
did I know that I would gain a whole new perspective
on the National Guard and meet fellow Guardsmen
from across the nation whom I will maintain as key
points of contact and friends throughout my career.
The weekend was booked from end to end with
lectures, presentations, guest speakers, social events
and more. The information presented was pertinent
and enlightening, and while some issues were di-
UHFWHGPRUHWRZDUGWKHPREVRIJHQHUDORIFHUVDWWKH
conference, the majority of the material was relevant
at all levels. I learned about the value that the Nation-
al Guard offers to America and the lengths NGAUS
goes to in order to ensure that Guardsmen are taken
care of. I learned how important it is for all Guards-
men to be members of NGAUS or EANGUS (for our
RZQEHQHWDQGKRZFULWLFDORXUUROHLVDVVSRNHV-
people in the community.
In addition to the knowledge I gained in the lecture
hall, I gained just as much during the informal times
and social events. The conference gave me an oppor-
tunity to spend time with my fellow Guardsmen, from
FRPSDQ\JUDGHRIFHUVXSWRFRPPDQGLQJJHQHU-
als. During these casual conversations, I experienced
UVWKDQGWKHXQLYHUVDOJRRGZLOODQGQDWXUHRIP\
fellow Guardsmen. I learned that we are all genuinely
JKWLQJIRUDFRPPRQJRDODQGGHYRWHGWRRXUVWDWH
country, and each other. It was an opportunity for me
to be immersed in the National Guard culture and I
have only positive things to say in return.
I sincerely enjoyed my time at this years NGAUS
conference and gained more from those few days than
I would have in a year on the job. I truly appreciate
all the work NGAUS did to sponsor such a rewarding
event and thank the Colorado National Guard for giv-
ing me the opportunity to attend.

2011 NGAUS conference summary

NGAUS Delegate
Colorado sent 12 delegates, both Air and Army, to
the National Guard Association of the United States
conference in Milwaukee in August.
We had a lot of great speakers throughout the confer-
ence. Among them was the Honorable Tim Walz, co-
chair of the House National Guard and Reserve Compo-
nents Caucus, who stated that empowerment is a must for
HTXDOIRRWLQJState governors and the 9HWHUDQVRI)RU-
eign Wars are on board to support the Empowerment Act.
Walz also said that unemployment is unacceptable
for our veterans. He wants our VA hospitals to be like
the Mayo Clinic and doesnt want our veterans to be
shortchanged with it comes to care.
Budget cuts were also a big topic of discussion
throughout the conference. As resources dry up, the
1DWLRQDO*XDUGLVDOZD\VORRNHGDWUVWIRUFXWV/HWV
not forget what our responsibility is to our state and na-
tion. We were encouraged to continue telling our story
to Congress that we add value to America. NGAUS
distributed a card with talking points about the National
Guard vision, mission and our cost effectiveness, so that
we can help spread the message.
We need to get our membership up to 100 percent
across the nation. As of June 30, we are only at 57
percent. Whats the answer to raising our membership
levels? We realize that individuals choose what pro-
fessional organizations to belong to and there are so
PDQ\RXWWKHUHEXW1*$86VSHFLFDOO\WDNHVFDUH
of the National Guard. Current NGACO members,
pass on your National Guard Magazine after you read
it so those who arent members can see what NGAUS
does for the National Guard.

to provide assistance to family members and friends
trying to encourage their veterans to seek health care
for possible readjustment and mental health issues.
The program offers unlimited, free coaching with
family members or friends over a series of telephone
