Work Programme G4S Post Tender Discussion questions

I would like to clarify minor aspects of my offer to deliver The Work Programme in CPA 7, 10 and 18 submitted in tender document of Monday 14th February. I agree should my clarification be accepted by DWP, I will be bound by all details contained in the original proposal pack and to the additional points below:

Q4.1a: Customer Journey Rationale All CPAs G4S propose to provide Jobcentre Plus Advisers with software. What is the purpose of this software as referrals are via LMS and PRaP? Where a face-to-face meeting is not possible, JCP video-conference or telephone the appropriate Job Broker to conduct the referral. G4S provides all JCP staff with relevant software, training and a clear written guide as to which Job Brokers to refer to. G4S is committed to ensuring that a warm handover takes place wherever possible at all transfer points of the Customer Journey. This includes transfers from Job Broker to Knowledge Bank provider, Job Broker to Employer and critically, from Jobcentre Plus to Job Broker. G4S also recognises that this approach may not be practicable in every circumstance. G4S believes that alternative formats, including video-conferencing, can be used to facilitate handovers where a face-to-face meeting is not possible. G4S therefore commits to providing Jobcentre Plus Advisors with the relevant software and training to conduct handovers through videoconferencing technology. The software is not intended to replace the LMS and PRaP systems used for referrals. Q5.2: Management Structure All CPAs For each CPA please provide details of which key delivery partners G4S will work with outside of the supply chain In addition to our supply chains, G4S is committed to working alongside all key local, regional and national delivery partners to ensure the success of the Work Programme. National and regional delivery partners include: Jobcentre Plus other Work Programme Prime Contractors in each region and other regions other welfare-to-work programme providers (e.g. Work Choice, Workstep etc.) deliverers of NOMS contracts the Probation service Mental Health Trusts DAATs Social Services and organisations seeking to join and/or inform our delivery of welfare-to-work services. Key delivery partners outside of the supply chain in Kent, Surrey and Sussex include: Surrey and Sussex Probation Trust Kent Probation NHS Kent & Medway Partnership Trust Sussex Partnership KNH Foundation Trust Kent Social Services Essex, Kent and E. Sussex LEP Coastal W. Sussex LEP Thanet Works Employability part of Surrey County Council Kent Employment and Skills Board

Key delivery partners outside of the supply chain in Greater Manchester, Cheshire and Warrington include: Commission for the New Economy Greater Manchester Employer Coalition Greater Manchester Local Enterprise Partnership Cheshire/Warrington Local Enterprise Partnership Warrington Borough Council Cheshire East Council The Skills Funding Agency Salford Royal NHS Foundation Trust Voluntary Sector North West and the other two Prime Contractors of the Work Programme in the CPA, Seetec and Avanta. Key delivery partners outside of the supply chain in North East Yorkshire and the Humber include: local Jobcentre Plus North Yorkshire Strategic Partnership Chamber of Commerce Leeds York and North Yorkshire One Hull Earning Partnership East Riding Local Strategic Partnership North Lincolnshire Partnership Yorkshire Colleges Consortium MIND consortium (voluntary sector representation) and the other Prime Contractor of the Work Programme in the CPA, Newcastle College Group. Q5.4: Delivery Locations - CPA10 Which delivery location(s) will cover customers from Bognor Regis? G4S delivers the Work Programme across the whole of Kent, Surrey & Sussex through 124 organisations working from 57 key delivery locations, 69 outreach locations and 147 Knowledge Bank locations to cover the entire geography of this CPA. G4S has developed a supply chain which guarantees that no Customer is ever more than 20 minutes away from a Job Broker or outreach site. In Bognor Regis, this commitment is met by RBLI, one of our Job Brokers delivering across the CPA. RBLI will deliver the Work Programme from their partner (Futures Training) premises, specifically from 46-48 High Street, Bognor Regis, PO21 1SP.

7.1: Local Stakeholders and 7.2: Employers All CPAs Confirmation is required of who has overall responsibility for stakeholder and employer engagement within each CPA and what management strategies are in place to ensure the effectiveness of this engagement Both G4S regional Contract Management Teams and our subcontractors are required to have effective stakeholder and employer engagement strategies in place prior to go-live. G4S regional Contract Management Teams review each subcontractors plans both initially and on an ongoing basis. Ultimate responsibility for the effectiveness of stakeholder and employer engagement rests with the Managing Director of G4S Welfare to Work. G4S Engagement

Stakeholder Engagement "G4Ss ongoing engagement with stakeholders is mapped out in our Stakeholder Engagement Strategy. This has had input from internal experts, consultants, and key external stakeholders. Overall responsibility for stakeholder engagement within each CPA rests with the regional Contract Director. Overall responsibility for stakeholder engagement at a national level rests with the Managing Director. Employer Engagement G4S has produced a comprehensive Employer Engagement Strategy to ensure that we continuously achieve our employer engagement targets. Responsibility for employer engagement in each CPA rests with the Employer Liaison Manager. Overall responsibility for stakeholder engagement at a national level rests with the Chief Operating Officer. Subcontractor Engagement Stakeholder Engagement G4S requires every subcontractor to have an effective ongoing Stakeholder Engagement Strategy throughout the life of the contract. This Strategy is to be produced and reviewed by G4S Supply Chain Managers prior to go-live and should include: the name of the Stakeholder being engaged; the reason for this engagement; what information needs to be shared; the frequency and method of sharing this information; and the criteria for success

A subcontractors plan will be checked by their G4S Supply Chain Manager, both initially and on an ongoing basis, to ensure that it is robust, and that it engages effectively with smaller and voluntary sector organisations, in addition to larger ones. Subcontractor Stakeholder Engagement Strategies will be reviewed at quarterly management reviews by their Supply Chain Manager. The subcontractor may be placed under a Notice for Improvement where the activity is found to be insufficient. Employer Engagement G4S requires every subcontractor to have an effective ongoing Employer Engagement Strategy throughout the life of the contract. This Strategy is to be produced and reviewed by G4Ss regional Employer Liaison Manager prior to go-live and should include: the name of the Employer being engaged; the reason for this engagement;

A subcontractors plan will be checked by the regional Employer Liaison Manager, both initially and on an ongoing basis, to ensure that it is robust, and that it engages effectively with micro businesses, SMEs and larger regional employers. Subcontractor Employer Engagement Strategies will be reviewed at quarterly management reviews by the regional Employer Liaison Manager. The subcontractor may be placed under a Notice for Improvement where the activity is found to be insufficient.
