Guanzon, former Mayor of Cadiz City (1986-1992), is a litigation lawyer and writer known in the pioneer field of gender discrimination. She is a passionate advocate of childrens and womens human rights. Attorney Guanzon is a member of the Steering Committee of the Asia Cause Lawyers Network. She is the author of The Anti-Violence Against Women and Their Children Act of 2004. She is the lead author of Engendering the Philippine Judiciary and The Davide Court: Its Contributions to Gender and Womens Rights and a founding member of CEDAW Watch and Gender watch Coalition.

Rowena V. Guanzon graduated from the University of the Philippines College of Law (Class 84; Deans Medal)) and the U.P. School of Economics (79). She has a degree of Master in Public Administration from Harvard University (95) where she was an Edward Mason Fellow and Class Marshal. She is a member of the Philippine Bar Association, Integrated Bar of the Philippines, and the Harvard- Kennedy School of Government Alumni Foundation, Inc.. Ms. Guanzon is a member of the Steering Committee of the Asia Cause Lawyers Network and founding member of the Gender Justice Network, an association of women lawyers engaged in womens human rights advocacy. She is also a founding member of CEDAW Watch (Manila), and Gender Watch Coalition in Bacolod City. Her recent book is entitled, The Anti-Violence Against Women and Their Children Act of 2004. She is the lead author of Engendering the Philippine Judiciary, published by the U.P. Center for Womens Studies Foundation, Inc. and UNIFEM-Bangkok in 2006, and The Davide Court: Its Contributions to Gender and Womens Rights (2006), which was published by the UP Center for Womens Studies Foundation, Inc., and The Asia Foundation. Her recent articles are, Issues and Problems in the Enforcement of the Anti-Violence Against Women and Their Children Act of 2004, Philippine Law Journal (Dec 2008) and Consitutional Challenges to the Anti-Violence Against Women and Their Children Act of 2004, Journal of the Integrated Bar of the Philippines (March 2009). She is a senior professorial lecturer in Local Government in the University of the Philippines College of Law and in FEU Institute of Law-La Salle University JD-MBA Program.
