Overseas Pinoys Go On Real Estate Buying Spree
away from buying real estate, a lot of overseas Filipinos are taking the property plunge. A leading property consultant pointed out that the overseas Filipinos see value where the locals dont. He noted that: If you live in the Philippines, you are worried about your job, the crazy politics and the economy. As a result, you keep your money in the bank and dont take risks. A Filipino living and working abroad, however, is insulated from a lot of these issues that worry locals. He is able to look at buying property free from worries or emotion. All he sees is that he would be able to live in a place and enjoy a quality of life for a fraction of what it would cost him overseas. The property consultant also added that there is good value in Philippine real estate nowadays and it is a shame that only the overseas Filipinos seem to realize it. Real estate is a long-term investment. The best time to buy is when the economy is bad. Thats the only time prices are low. If you wait for the good times to come back before you buy, it will be too late because real estate prices would have gone up by then. Invest with your Eyes Wide Open Overseas Filipinos, however, should be discriminating when buying property. In the Philippines, a developer-led model of property construction is typical. In such a set-up, the responsibility for: 1) coordinating with contractors, 2) finding suppliers, and 3) managing the cash, falls squarely on the shoulders of developer corporations. The property buyer, therefore, is completely at the mercy of these developer corporations especially since the slow Philippine legal system oftentimes means there is limited recourse for the property buyer if something goes wrong. Its also worth pointing out that the Philippine real estate sector practices pre-selling a mode of transaction that is no longer practiced in developed countries such as the United States. Through pre-selling, the developer gets their hand on a buyers cash way before they are required to deliver the property (whether it be a condominium unit or house and lot) to the buyer. There is a risk, therefore, that the cash can be diverted with the possible result that the project runs out of funds and is not now looking to buy a vacation or retirement home in the Philippines. For the most part, these individuals are professionals (doctors, engineers, businessmen) with substantial disposable dollar income. Given the real estate boom in the U.S. over the past seven or eight years as well as the appreciation of the US dollar versus the Philippine peso, Fil-Ams can sell their US property (or borrow against it at low long-term interest rates) and use part of the proceeds to buy property in the Philippines where they could live like a king. Significant others. Because of the global shortage in health care professionals, nurses and caregivers are in huge demand. As a result, the typical profile of OFWs is changing: a growing number are now single, young, and female who eventually marry and settle down abroad. Boyfriends and husbands of these overseas Filipinos are now a growing (albeit indirect) market for Philippine real estate. Finding Good Value It is ironic that while most locals are staying completed. Note that in the U.S., to avoid the diversion of money, the government requires that property developers use a bank as trustee for all transactions. The bank holds the buyers money in escrow pending completion of the project. That way, the developer cannot divert the cash for other purposes. If the developer is unable to complete the project according to specifications, the trustee bank hands the cash back to the buyer. The situation in the Philippines, however, is changing. There are property firms who now employ bank trustees or a Build-to-Own approach to construction that ensure that buyers cash is only spent for what it is intended for. Hopefully, with the help of greater vigilance on the part of the overseas Filipino community which is a major buyer of Philippine real estate, this trend towards increased transparency and consumer safeguards would continue.

Types of Buyers There are three types of overseas Filipinos looking to purchase property back home. These are: First time property buyers. Surveys conducted by OFW NGO Aware Foundation indicate that the acquisition of a house and lot is oftentimes the first major purchase that an OFW undertakes. There are now schemes in place that allow overseas Filipinos to efficiently buy a house and lot back home via an installment basis. This market is often times interested in low to medium end subdivision developments close to where he or she grew up. Filipino Americans. aveat Emptor is latin for Let the buyer beware. Scams abound wherever there is money to be made. It is unfortunate that Filipinos living and working overseas who are looking to buy a condo or house and lot back home are often victimized by real estate scams. It does not have to be this way. By asking the right questions and doing some research, buying real estate in the Philippines need not be a painful experience. Here are some tips to get you started. 1. Make sure the transaction is legitimate. Is the person you are dealing with really connected with a

property firm? There are a lot of fake dealers, brokers, agents and salesmen out there so you should be careful. Ask for ids and licenses. Look for the real estate companys Certificate of Registration and License to Sell from the Housing and Land Use Regulatory Board (HLURB). The HLURB is the national government agency tasked as the planning, regulatory and quasi-judicial body for land use development and real estate and housing regulation. When in doubt, you can verify by: giving them a call at (632)927-2723, (632) 9243378; emailing them at esg@hlurb.gov.ph; or visiting their offices at HLURB Bldg., Kalayaan Avenue cor. Mayaman St., Diliman, Quezon City 1101, Philippines. It is also important to check the Deed of Sale and the Certificate of Title over the property. All contracts to sell, deeds of sale and other similar instruments involved in any property sale are registered by the seller in the Office of the Register of Deeds in the area where the property is. Check the names in the titles. Check the Mortgages and Liens attached to the property. If the name that appears is not the name of the one you are dealing with then double check about ar-

rangements that the party you are dealing with has made with regards to the transfer of the title to you as the buyer. Also make sure that the property is unencumbered. You should not buy property that is collateral for an unpaid loan. Make sure you are buying property from someone wh has the authority to sell. Otherwise, you will just be throwing money away. 2. Check the track record of the developer. Checking whether a developer or real estate broker has the proper licenses is a good first step but it is not enough. The truth is that government does a poor job in policing errant real estate companies. Somehow, someway, fly by night property firms manage to survive and even thrive. It is important, therefore, to check the track record of these firms. Does the seller of the property project have a good reputation? Do they finish their projects? Do they deliver quality work? What is the companys financial situation? A company with a lot of debt might be tempted to use your cash to pay loans instead of building the condo unit you paid for. The smart

buyer, therefore, avoids property companies in financial trouble. You should also check if the project you are interested in is a joint venture or not. Joint ventures can be tricky. If one partner is the developer and the other owns the property, what happens if they have a falling out? Dont be afraid to ask questions. Remember that it is better to be safe than sorry. Its your money. You have a right to make sure you get what you pay for. 3. The sooner you move in the better. Before you buy a condominium unit, ask the developer when the turnover date will be. The turnover date refers to the date when the unit is ready for occupancy. You should worry about companies that want you to make a downpayment today but can only deliver the property to you in 2009 or 2010. The typical building only takes two years to build so where will they use your cash? Even more worrisome are those property firms that claim to have fully sold projects but are nowhere near finishing (or in some cases even building) them. Where did all the cash go?

for contact lenses. Anyway, if I remember correctly, medicines of any type should have a corresponding prescription from a doctor before you board your plane. When I went abroad, I anticipated what medicines I will need. I had paracetamol, cold tablets and anti-diarrhea capsules, plus the fact that I had antibiotics as I had a tooth extracted less than a week before. Anyway, I had my doctor write a prescription for all of these medicines and when I got to my destination I declared them to customs and presented my prescription. All of these were hand-carried. I am not sure if contact lens solutions are classified as medicines so maybe you could ask your optometrist or ophthalmologist if there is a need a prescription. However, some practices we deem as insignificant are totally necessary for some cultures. Contact lens solution or what is otherwise known as Saline Solution is also used for the treatment of sinusitis and rhinitis. These come in spray bottles that are to be inserted in a nostril and squeezed. Some of these sprays are medicated and may require medical prescriptions. As harmless as saline solutions appears, prudence dictates that you acquire a prescription. People are unique individuals and you never do know if and when the baggage inspector assigned to you, is obsessed with his job and very strict in the implementation of policies. In this case, the saying an ounce of prevention is worth a pound of cure. We certainly would not want to be delayed in our flight because of such a thing. Hope that this has helped. Ayon sa DFA, higit na pinapaboran nila na ang aplikante mismo ang siyang mag-punta sa DFA upang magpa-authenticate ng kanyang mga dokumento. Sa prosesong ito, maaring hingan ng DFA Authentication Officer ng valid ID upang patunayan na siya nga ang aplikante. Sa mga pagkakataon naman na sadyang imposible para sa aplikante na sya mismo ang mag-lakad ng authentication ng kanyang mga papeles (maaring may-sakit siya, o di kayay out of the country), maari syang humirang ng ibang tao upang mag-lakad ng authentication para sa kanya (hindi kinakailangang kamaganak). Ang mahalaga lang ay dapat ang taong hinirang ay mayroong hawak na special power of attorney (SPA) mula sa aplikante, na syang patunay na sya nga ang hinirang ng aplikante upang magpa-authenticate ng mga dokumento sa DFA. he internet defines the Japanese word ichizen to mean a pair of chopsticks and a bowl of rice. Taken separately, ichi = one and zen = way of life. The idea of franchising came from inquiries pouring in. Thus, Ichizen launched its franchise program in 2003 in an exposition. Bambie says they took their time to perfect the system and refrained from using investors capital to expand. Were not heavily capitalized. But we didnt want to take any money from anybody without being able to know that this would work. Ichizens system is now so manageable that it has earned the nod of the big-time malls and stand-alones for roadside gas stations. In some cases, a would-be food franchisee feels hesitant because he or she does not have an extensive background in cooking or food preparation. But Bambie guarantees that with the Ichizen system, an absent chef wont throw the outlet in disarray. The franchisee is required to join the entire crew in the two-week training where they get a crash course in cooking. Besides, its not that difficult. So long as you can read the instruction and follow it, the franchisee can cook the entire menu. This is because the food comes from a central commissary and all one has to do is weigh the ingredients, put the meat, seafood or vegetables together and read and follow the instructions. Bambie believes the key to a good partnership is sharing the same values and vision. Its not a bed of roses because were dealing with people. Were dealing with the market who

constantly change their mind. Even the big companies cannot predict how the market would react. But one advantage is Bambies extensive experience in franchising as she herself is a franchisee/dealer of a beverage product company. So she sees both pros and cons from both sides of the fence. Laging nasa utak namin, it should be win-win. Win-win for them, win-win for us and win-win for the market. It should be three at all times. Bambie and her sisters are proud of the fact that their father was a former OFW from Saudi Arabia. He is now based in the U.S. with the rest of the family. Proud ang Daddy ko. He realized what his children are right now is his gift. Yun ang success niya sa buhay. Inspite all the pain of being away, inspite of all the lonely nights, its worth it. That is why the sisters feel for OFWs. They know first hand how hard it is to work abroad and this common bond would serve them well. Kung sila, theyve worked hard for this money to invest, me and my sisters sweat blood, tears to be able to bring this business to this stage. Pareho kami ng pinanggagalingan. Pareho tayong naghirap. I want to make sure na the two of us will work. There is no doubt that Ichizen has a bright future. But the sisters early struggles keep their feet firmly on the ground. Money for us is a bonus. There were times that we really wanted to give up after all the trials. Me and my sisters feel that theres a reason bakit kami nandito. We want to change the lives of other people. Their goal for Ichizen is to provide livelihood for those in need. For every store, 6-8 crew members will be required and a full restaurant needs a crew of 18. When we started this, we never thought na makakapagtayo kami ng ganito. Pero eventually you learn, adapt, then youd be surprised how much youve learned along the way. And that, we can promise the franchisee. We were able to surpass everything one day at a time.

Computer games have increasingly become part of Philippine lifestyle for the past couple of years. A lot of Filipino kids now play Ragnarok. The Philippines already sends contingents to the World Cybergames. How involved are Filipinos in gaming? The pride of the Philippines, boxing champ Manny Pacquiao, is in the roster of fighters in Electronic Arts Sports video game Fight Night: Round 2. Basketball fans get to play their favorite PBA teams via a mod in NBA Live. Anino Entertainment has made Anito, a Role Playing Game (RPG) with an Asian flavor, for the PC and mobile phones. The only limit is the imagination. Quite recently, imaginations (and political beliefs) did run wild. The next game that Filipinos are waiting for is a cyber game called Hello Garci. Yet to be released, the flash game is a mouse-click shooter with a main character named Maam. The goal is to get a million votes, er, points. Having trouble? Maam can call on the help of another character named Garci. Another game said to be in the works is a Where in the World is Garci? game similar to the Carmen San Diego game concept. The games will be developed by the Youth Demanding Arroyos Removal (Youth Dare) . that says Eternity. Millions of people all over the world saw it on TV during the fireworks display at the end of the opening ceremonies at the Olympics 2000 in Sydney. A lot of people also saw it during Sydneys turn of the millenium celebrations. Inside the largest bell at the old Sydney Post Office is the same word written in yellow chalk. The mystery of the word Eternity once baffled the citizens of Sydney. Starting in the 1930s, the word has been seen scribbled in different places throughout the city. Everyone would wake up in the morning and see the word Eternity handwritten in chalk on houses, doorways, streets, footpaths and anywhere where a lot of people would see it. It was an anonymous one word sermon. In 1956, the mystery was solved by Rev. Lisle M. Thompson. One early morning, he stumbled upon Arthur Stace writing the chalk message on a sidewalk. Stace said that after embracing Christianity, he heard a sermon in which the evangelist said Eternity! Eternity! Oh, that this word could be emblazoned across the streets of Sydney! In his own simple way, Stace decided to do just that. And the message has since found itself into the hearts of the people of Sydney.

But last month a shipment of live piranha from Peru was intercepted by authorities of the Fisheries Quarantine Service (FQS). One of the FOS inspectors even sustained a cut when one of the fishes leapt out of one of the containers and bit him in the hand.

The 22-year-old Lara bested 52 other beauties from different countries. Yadira Geara Cury, 19, of the Dominican Republic was second while Susanna Laine, 23, of Finland was third. Lara arrived to a frenzied heroines welcome last October 3, Monday and was personally congratulated by President Gloria Macapagal-Arroyo at the Malacanang. Administrator Rosalinda Dimapilis-Baldoz said that POEA has commenced the investigation of the case and has gathered enough evidence against the employees involved. She however declined to name them, since the proper charges have yet to be filed. Baldoz said the anomaly was uncovered August 15, 2005 when a mother of an OFW requested the employment record of her daughter from POEA-Davao. Verification from the OFW database yielded negative result. Baldoz would not confirm previous reports that the money diverted may reach millions of pesos or the scam involved higher POEA officials. Our investigating team is still verifying the extent of the anomaly and I would not comment on that for now. In the meantime, we have set up stricter controls in our collection system so that the anomaly would not be repeated, Baldoz said. The same measures shall also be implemented in all the POEA regional units to prevent the commission of the same infractions. POEA PRESS RELEASE Another Overseas Filipino Worker (OFW) died in Singapore when she fell from the window of a condominium. Aline Arguelles Banco, 38, fell off the building while cleaning the windows of the high-rise unit of her employer. Banco was rushed from the scene for treatment by her employer Mr. Tey. Banco died en route to the hospital. Aline was the second Filipina to die in the region within the month of September. Jane La Puebla was found dead early last month, another Filipina, Guen Aguilar, is being held on suspicion of committing the crime.

In Spain, Ivy Collantes Bautista, an OFW working as a domestic helper in Santander, Madrid, was killed last month. Bautista was reportedly killed in her room last September 27. The knife used in the killing was still buried in the neck of the victim. According to reports of the Department of Foreign Affairs (DFA), no Filipinos were hurt in the recent disasters that rocked the world. The Philippine Consulate in Los Angeles, California, reported that there were no Filipinos or Fil-Ams in the Hurricane Rita list of casualties. Hurricane Rita hit the state of Texas last month. The Filipinos and Fil-Ams in Texas were able to evacuate to safer areas before the hurricane hit the state. According to US Census records, about 80,123 Filipino migrants live in Texas. No Filipinos were hurt in the bomb blasts in Bali, Indonesia which left 25 people dead and wounding 102 others. The simultaneous blasts occurred almost three years from the first bomb explosions in Bali which killed 202 people, mostly foreign tourists. Authorities said the attacks were most likely carried out by suicide bombers. Umali demanded PhP100,000 from each victim in exchange of processing of their application for work in Korea under the Korean Employment Permit System. Baldoz said Umali has started her illegal activities September 2004 and has duped from her victims some PhP1.5 million until her recent arrest. Sixteen of her victims also came from Batangas. The victims said Umali bragged about her connections at POEA that will speed up the processing of their documents. The victims arrested Umali inside the POEA building after sensing that the suspect was fooling them. Baldoz said the victims learned later that Umali has no contact at POEA and that some of them are not even registered with the Korea EPS. Umali was charged with large scale illegal recruitment under RA 8042 and Estafa as defined under Article 315 of the Revised Penal Code before the City Prosecutors Office of Mandaluyong and is now detained at the Camp Crame Detention Center. Umali was previously arrested by the Presidential AntiIllegal Recruitment Task Force (PAIRTF) in April 2005 together with a certain Lamberto Baldoz. The couple then was using the name of Administrator Baldoz in their illegal activities. Cases of illegal recruitment and estafa were filed against the two before the City Prosecutor of Mandaluyong City under IS No. 05-64454-D. Strengthening Our Environmental Assets


n my previous articles, I wrote about the technical differences between environmental protection and environmental preservation. By way of a review, protection is really more of a defensive move, so that our environmental assets will not be damaged further due to external threats, beyond their present condition. On the other hand, preservation in my understanding is more of a scientific move, because it involves technical measures that would intrinsically strengthen our environmental assets (from within), including the need to protect these from internal threats. While we are still trying to find our bearings in the twin challenges of environmental protection and environmental preservation, many other countries have already graduated to environmental restoration, which is actually a higher evolutionary stage, so to speak. Strictly speaking, environmental restoration is actually synonymous with environmental recovery, although this other term may actually apply to more extreme situations wherein the environmental assets are already completely destroyed or completely lost, therefore requiring more intense efforts to bring these back. Needless to say, the reckoning of success or failure in all these huge challenges should necessarily involve both quantitative and qualitative considerations. On the quantita-

tive side, all efforts should begin with a numerical inventory of what we now have, and what we used to have. On the qualitative side, it should involve an assessment or an approximation of how good or how beautiful these assets were prior to their destruction or disappearance, as the case may be. Considering that the management of the environment is actually a development issue first and foremost, I think that this would be a good opportunity for me to introduce the notion of national restoration, an idea that could possibly be originally mine, as I present it in relation to national development. I came across this idea when it occurred to me that national development is a state of being that could not possibly be achieved in isolation, not unless it is done in tandem with a national effort that would also bring about the restoration of our national assets, including of course our national institutions. Just to be clear about my own reference points, I think that restoration has two dimensions: it is not just a prior condition to development, but it should also be a continuing sequel to development, long after the fundamental characteristics of development have already been achieved, based on known and accepted international standards. Frankly speaking, I do not fully understand myself the standards that

draw the line between the developed countries and the developing countries, but for discussion purposes, I would guess that the criteria includes the availability of infrastructure on one hand, and the accessibility to public services on the other hand. While in theory, economics is supposed to mean the allocation of scarce resources, I think that this definition generally applies to economics being a means to an end, but there should be an objective end, and in my opinion that end should be national development and national restoration. Having said this, I should add that the characteristics of what should ideally constitute success in these two goals should necessarily be unique to the national expectations, even if these are still subject to global measures. Ambassador Jose Zaide, a distinguished Filipino diplomat who also happens to be a prolific author, wrote in one of his books an observation that we should all reflect on. Zaide said that in the many global exhibitions that he attended, the Philippines is the only country that does not present a vision of what we would like our country to be like or look like in the far future. I really dont know myself how far the other countries project into their futures, but on my own, I have observed, much to my own disappointment, that our

long term plans do not go beyond ten years. I have no idea how this short sighted practice came to be, but perhaps this behavior might have been influenced by the political pattern of our planning cycles. I do not know how long it will take us, but I think one of our long term goals should be to reduce the poverty rate to single digit levels, better still if it would be below five percent. Conversely, I think that it should also be our long term goal to increase our employment rate to the very high double digits, possibly even up to ninety percent. Perhaps it is just a matter of perspective, but I personally prefer this positivist approach towards measuring the number of people who are employed. On the issue of shelter, I think that the goal of the government should be to make housing available, regardless of whether the people would buy it or rent it. I think that this same principle should be adopted in the case of farmlands, especially so that our land area is not getting any bigger. Choosing Where to Live

here are many things that should be considered when buying a home. Since most homebuyers expect to buy a bigger and better home someday, resale value is an important factor in the decision making process. Oftentimes, you use the proceeds from selling one home to buy the next one. While no one can guarantee that your home will grow in value, there are steps you can take that help maximize your potential gain. Carefully choosing the community you want to live in is the first step in helping maximize the potential resale value of your home. Remember that the location of your home is the single biggest determinant of the homes value. With regard to location, there are several factors that you need to pay attention to. 1) Look for a community with a Stable Economy When choosing a community for your purchase, it makes the most sense to buy in a city with a viable and stable economy. Five, ten, or even fifteen years from now when you want to sell your home you can have a reasonable expectation that your community will still be a desirable place to live. 2) Make sure the Local Government provides good services Check on the services provided by local government. Is the police force effective and responsive to community needs? Are fire stations located strategically around the community so that they also can respond quickly in an emergency? You should also look into local crime statistics and see how the city compares to the national average and other local communities. Another area of inquiry is community services. Does the city sponsor youth sports and have well maintained athletic facilities and parks? Do they sponsor community events, such as an annual parade? Are there activities available for children, teenagers and senior citizens? 3) Schools are Important Even if you do not have school-age children and do not intend to have children, you must pay attention to the local school system. That is because when you sell the property, many of your potential buyers will have concerns of this nature. The number and quality of the schools in the area, therefore, affect the value of your property.
