Introduction Criminal and drug abuser create a consistent panic for mass media, communities and parents.

The rate of crime and drug abuse has increased in Malaysia on these recent years. The phenomena show that the length between drug abuse and crime are closely related. A drug is abused when its usage is socially and medically disapproved which means it is illegal. Drug addiction is the continued use of drug, which lead to dependence on the drug. It will make an individual has the bad habit and harm their health gradually. Criminal behavior is defined as a deviance phenomenon in sociology. In Malaysia, the Malaysian Penal Code is dominated by the notion that all major crimes consist of offences against person, or state (Yakin, 1996). Moreover, the researchers point up that crime and drug abuse creates a chain reaction of the social crisis.

One measurement to indicate the seriousness of the drug abuse and crime cases is to compare to some country in the region. According to the National Drug Information System (NADI), Singapore had arrested 5,857 drug abusers in 1993. In Penang, the data of the drug abuser had been arrested was reached up to 10,588, which means two times higher than Singapore.

There are several factors that increase the drug abuse rate in Penang which divided by three categories. The first is poor self-esteem. People who are poor self-esteem will be easier to take drug, especially the poverty. They will make drug be their spiritual sustenance. Moreover, it shows the relationship and connection between drug abuse and

involvement in criminal activity. It is because they cannot afford the cost of the drug, so they may involve in crime that included robbery, kidnap, smugger and many violent behavior. It will make the society more unstable and become chaos.

Second is poor stress management. Drug abuse offences committed by employee in the workplace is an alarming phenomena and worrying the government. Some employees are failed to manage their stress with a positive way but to pursue the drug to release their pressure. It will not only to deteriorate their own reputation but also implicate their own company. Drug will influence their work performance indirectly.

Third is curiosity. Adolescent is tending to be more interest in drug abuse and crime recently. They want to pursue something that is distinct and extraordinary. So they try up the drug or do deviance to satisfy their demand. Some of them only want to experience the drug to fulfill their curiosity, but they dont understand that they may become drug addict gradually. Beside that, a larger proportion of student abusers were found using cannabis while a larger proportion of non-student abusers were found using heroin in Malaysia. This crisis will become sustain crisis and bother the whole society stratification and government.

The increasing crime rate occurred by the drug abuser will influence our society domain include economy, political, tourism and education. Employee predominate the development of economy. If their work performances are affected by the drug, it will influence the national economy. Labour productivity will be influence by the drug user in

workplace. It may cause recession bleeding economy depression. Moreover, society become unstable, tourism industry will be fully influenced and cannot be developed.

To reduce the increasing rate of crime and drug abuse, Malaysia has the intensive drug rehabilitation program. However these reinforcements are still not working and reach its goal efficiently, because the country recidivism rate is still over 50%. Furthermore, several of drug has recently been introduced in the country, it will worsen the countrys drug problem. This crisis will be very challenging to the government and the whole general public in Malaysia.

Objective This study analyze the relationship exists between drug abuse and criminal offences. Drugs are related to crime in many ways. Most common, it is a crime to use, manufacture or distribute drugs to others drug abuser. Drugs are also related to crime through the users behavior and generating other illegal activities in connection with drug trafficking. Next, it will analyze the most affected country of drug user and at the end lead to criminal behavior. In Malaysia, the most affected country is Penang. People who consume drug will involve in illegal activities such as burglary or breaking and entering, motor vehicle theft, robbery, driving under the influence. According to research, the highest percentage is they sell the drugs to others drug user to gain profit. Other than that, it is to analyze UNODC impact drug abuse issue. Finally, it is to find out the target drug abuser and plan an efficient solution for them.

UNODC launches campaigns to raise awareness against drugs and crime problems. On the 26 June every year, UNODC marks the International Day against Drug abuse. In 2009, Do drugs control your life? is the theme. Thus, an efficient solution is needed. Support from the family and friends are the prime importance. But an abuser must commit on giving up drugs first. Rationale Criminal caused by drug users also can separate into four categories, which are psychopharmacological crimes, economic-compulsive crimes, systemic crimes and drug law offences. Psychopharmacological crimes are crimes committed under the influence of a psychoactive substance, as a result of its acute or chronic use. This shows the impact of drugs that cause the drugs users loss their mind or loss control and participate in criminal cases accidentally. Economic-compulsive crimes are crimes that committed in order to obtain money or drugs to support drug use since the drug users cant afford to buy drug because they are out of fund. Systemic crimes are crimes that committed within the functioning of illicit drug markets, as part of the business of drug supply, use or distribution. Since the transactions of drugs are illegal in Malaysia, so the drug suppliers or buyers will deal it in privately way such as black market. This has violated Malaysia drug offences laws. Lastly, drug law offences are crimes that committed in violation of drugs legislations. As we know, those who deal or own more than 15g of drugs consider as violate the Malaysia laws. So, punishment will be taken for those who against the law. Other than that, we would like to increase awareness, knowledge, understanding and skill among the society toward drugs addict and criminal that happened around us. To increase

awareness about drug addicts or criminal cases that happened around. Once the people are aware on these issues, they will be more careful for their own safety. We hope people will aware the harmful of drugs through our research. Drugs may harm a family or as serious as harm a country if we didnt take action to eliminate its. Through our research, we mention about the places seriously happened with drugs abuse and criminal cases which included Penang and Johor. So, we hope public will pay more attention on these places and do not take part on the unhealthy activities.

Background

Crime is any action that violates against the law. The definition of the prohibited act or the failure to act in a manner that has been mandated is set forth in writing by local, state and federal governments in the form of a published statute. However, vestiges of common law crimes exist. The common law crimes are defined by the customs of the unwritten law of England and the American colonies prior to the American Revolution. In some states such as California, they have a statute stating that common law crimes do not exist but all crimes must be in writing set forth by the statute. However, not all violations of law forbidding or commanding are an act of crimes. There must be a defined punishment to the crimes and if the law does not set forth the particulars of the punishment for the described act or omission, then it is not a crime. There are various type of crime that we will usually know which are rob, rape, murder and also get involved in drugs. These few types of crime cases are getting serious day by day in Malaysia recently. As we know, the highest ranking of places that are full with crime rates will be the big city as Kuala Lumpur, Johor Bahru and others. It is because the

population of people is high and thus crime rate will be easily occurred due to the different style of people staying at a same place.

According to the statistics in year 1998, it is stated that the number of drug addicts is the highest in Penang and hence, the order in that state will be getting worse. Besides, the government of Malaysia has recorded that in between year 1998 to 2006, 300241 drug abusers in the country with 18.49% already having tested HIV-positive and it becomes a crisis. More and more people are get involved in drugs and addicted in it too till cannot live without drugs. This condition can be said that very horrible as once people addicts in drugs, their future will be totally destroyed. Then, the people who addict in drugs will also involve in crime cases as they are not capable to earn money and buy the drugs.

Record had shown that Heroin and Morphine are the first choice of the drug abuser in Malaysia showing 60.73%. This data proved that more and more people are get involved in drug abuse. Moreover, a recent global review indicated that the prevalence of injecting drug users in Malaysia shown that 1.33% in the population of aged 15-64 is the highest among the world. As a result, an estimated of 205000 persons are injecting drugs in Malaysia. So, it is a must for the government to take action from now on hope that less people will involve in drug abuse.

As a result, the United Nations Officer on Drug and Crime which is also known as UNODC is an institution that had taken some action to make sure that the world saver from drug and crime. Its role is to control drugs and prevent the crime in the entire nation and it is a global leader in fighting against illicit drugs and international crime. UNODC

is established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention. UNODC operates in all regions of the world through an extensive network of field offices. Furthermore, it relies on voluntary contributions, mainly from governments for 90% of its budget. Then, UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. In the Millennium Declaration, Member States also resolved to intensify efforts to fight transnational crime in all its dimensions, to redouble the efforts to implement the commitment to counter the world drug problem and to take concerted action against international terrorism. UNODC had carried out many types of campaign and international day towards many of the country in order to achieve their goal to make sure that the world is away from drug and crime. In pursuing its objectives, UNODC makes every effort to integrate and mainstream to the gender perspective, particularly in its projects for the provision of alternative livelihoods, as well as those against human trafficking.

Methodology For this part, quantitative research will be using for our assignment. Quantitative researches include survey research method and secondary research. The questionnaire consists of 10 questions. This survey question will be mainly focus on what do the respondents think about the issue of this problem. The questions included demographic section which requires the respondents to fill in their basic information to let us understand more about them such as occupation, sex or state. By this way, we can easily define our respondent. In our questionnaire, we ask about the seriousness of drug abuse cases in Malaysia for gain the perception of our respondents. We require our respondents

to write down the type of drugs as well to define the understanding of the respondents toward drugs. We also ask about the major drug user in our country which consists of youth, working adult, labor or unemployed. By asking these questions, useful information will be collect through the feedback of our respondents and make us an easier way to define the main drug users group. Specific question will be asked in the questionnaire to obtain the perception of the respondents on the relation within drug abuse and crime and the effect of raising drug abuses rate in Malaysia. Lastly, it will be general questions to gain the perception and opinion of respondents perception on how to reduce drugs abuse cases in Malaysia. 60 sets of copies will be distributed and predict to get back 50 copies to do the analysis, and the extra 10 copies prepared for sampling error. Our target respondents are secondary schools students and college students which aged from 16 to 25. We choose them as our respondents because normally drugs addicts are youth or young adults and they didnt aware about the impact of drugs. So, their friends might understand more on this issue. The method we will use which is random sampling which distribute the questionnaire to the respondents that we determine without caring the gender. The other method we used is secondary research. Secondary Research involves processing data that already exist or been collected by another party. The way to find the data included internet or book. With this form, we consulted precious studies and for findings report or statistic. By this way, we found useful statistic which show the seriousness of crime rates which happened in our country. The statistic shows that the most serious states is Penang and following by Johor.

Data Analysis Responses were received and 50 students from UTAR, Kampar were surveyed. The questionnaires were equally distributed to all students.

According to graph, most of the students get the information from the newspaper and it stands the most percentage which is 34.5 percent. While, 33 percent of the students get from TV and 22 percent from the websites. Other than that, the lowest percentage which is only 4 percent get from books and students get the information from other sources consists of 7.2 percent. In general, newspaper is more convenient than others.

(Question 2) Figure 2- The name of drugs that students know. As shown in figure 2, heroin consists of 42 percent which is the highest. In the meantime, the lowest is cannabis which is only 3 percent. Others such as morphine, cocaine, and ecstasy are 22 percent, 28 percent and 5 percent. Majority of the students know what is heroin compare to other drugs.

They are the middle person. On the other hand, 22 students think it is slightly serious whereas only 14 students think that it is very serious. We can conclude that most of the student thinks that cases in Malaysia are not very serious.

Referring to figure 4, the highest is the youth whereas the much lowest is the working adult who consists of 26 students and 2 students. 16 students think that unemployed people are the major drug abuser. Besides that, 6 students think that it is the labor who is the major drug abuser in Malaysia. As shown in the graph, majority think that youth have high chances and is the major who involved in the drug abuse cases.

As shown in the graph, the greatest percentage which influence by friends or family is 38 percent. 36 percent cause by stress because they need a way to release the stress. On the other hand, unhappiness is also a cause why people use drug. Unhappiness consists of 18 percent. Lastly, the minor which is influence by media and other causes are 6 percent and 2 percent respectively.

Follow by Johor responded by 11 students. 4 students choose Penang and also Perak. Most students choose KL because of the high population there. They also think that people who work in KL will easy get stress because of high competition and this may cause them need drugs to reduce stress. Besides, they also think that there are many clubs and pubs that operate until midnight maybe the chance for people to conduct crime. For students that choose Johor, they think that high population of labor and unemployed there may cause crime. Students that choose Penang believed that the port in Penang makes people easy to smuggle drugs. The reasons of students that choose Perak is they assume Perak have lower education level that cause many crimes happen.

From the pie chart, we found that 70%, which were 35 students agree that people who conduct crime are also a drug abuser; while 30% (15 students) think that people that conduct crime are not drug abuser. Students that are agree think that when drug abuser needs money to get more drugs they will conduct crime to get more money. Students that are not agreed believed that some of them only conduct crime to satisfy their desires and wants, but they may not use the money to buy drugs.

(Question 8) Opinion on how a country will become if drug abuser rate increase. From 50 respond of students, we get several answers. All the answers are negative respond. Most of them mentioned that if rate of drug abuser increase, the crime rate will also increase. This will caused many social problems and citizens end up with living in fear. Besides, they also believe that country will have poor reputation and image. The country will also will not have a good development and cause the country lags behind others.

(Question 9) Figure 8 Rate the relationship between drug and crime. From the bar chat above, most students (22) rated drug and crime have slightly strong relationship. Follow by 18 students rated drug and crime has strong relationship. 7 students think that there is a normal relationship between drug and crime; while 3 students think that there is only a little relationship. From the data, we found that every respondence believed that drug and crime are related, and most of them rated above 3. This proves that there is relation between drug and crime cases, and the rate of relationship was high.

(Question 10) Suggestion to reduce the drug abuse case in Malaysia. From the answer we get from 50 students, most of them suggest that government and non-government agencies can organize anti-drug campaign to educated public on the effect of drug abuse. Some of them suggested that advertisement can be used to spread the message of anti-drug. There are also students that suggested government should include anti-drug in the education. We also get answers that suggested government can have more strictly control on drug abuser, or reinforce the law to control drug smuggled cases.

Secondary Research We do online research on several facts of drug abuse cases. According to Walters J.P. in the report title Drug related crime March 2000, he stated that drug is related to crime in multiple ways. Through the effects of drugs, user's behavior had change and generating violence and other illegal activity in connection with drug trafficking. The U.S. Department of Health and Human Services (HHS) conducts an annual National Household Survey on Drug Abuse (NHSDA) that asks individuals living in households about their drug and alcohol use and their involvement in crimes. Below is the summary of the relationship between drug and crime.

Another resource that we found from fact sheet of National Drug Agency, Malaysia (2006), they defined a profile of drug users. From the fact sheet, they stated that among the drug users they detected, 97.97% are male. The statistic also found out that 69.48% of them are Malay. 71.04% of the drug users are youth age between 25-29 years

old. Among all the drug users, 78.30% have a minimum Form 3 secondary education level. They also defined that 90.69% of them are employed, majority as laborers. The statistic also stated that 60.73% of the drug users detected are abused heroin ans morphine, and 12.56% are abused ATS. In the fact sheet also stated that 59.78% of drug users are influence by friends to use drug. According to table3, Penang had the highest rate of drug abuse both in the year 2001 until June year 2002. The researcher also found that West Malaysian is more serious than the others about the drug abuse issue. Drug abusers in Kedah increase tremendously during year 2002. It may possible that citizens in Penang disseminate the detrimental culture to Kedah. At this circumstance, Kedah may become the highest rate of drug abuse in the future. Rate of drug abuse in some of the state was decrease slightly. However the total

amount of the drug abuses in Malaysian still increase gradually, it had increase by 3,728 since year 2001.

Crisis Management Plan There are five main stages of a crisis which are consisting of Signal Detection, Prevention/Probing/Preparation, Containment, Recovery and last Learning. These 5 stages clearly stated that what a company should do in order to solve the problems once crisis is occurred. Crisis will happen in anytime and anywhere also and it is unpredictable. Although a company that is under well-development also will face the same problem as they will not realize whether what their customer or employee will face from time to time. In general, crisis can be classified in many types which are natural crises, technological crises, confrontation crises, and crises of malevolence, crises of organizational misdeeds and others. These are the common crises that are usually faced by those big companies. In contrast to risk management, crisis management involves dealing with those threats after they have occurred. Hence, crisis management is really important and it should be carried out when the crisis is happened. Those companies cannot just leave it a side and reply with no comment as the consequences of irresponsible is really huge and here, crisis management is the process by which an organization deals with a major unpredictable event that threatens to harm the organization, its stakeholders and also general public. In general form, crisis management is defined as special measures taken to solve problems caused by a crisis. Therefore, crisis management plan should be used in order to deal with the crises.

Crisis Management Plan is a document plan detailing the actions the executives want to be taken when a crisis strikes an organization. It is designed to put order into confusion. Once a crisis has surfaced, the executives who had been selected to serve on the crisis management team will work together to achieve control of the crisis in order to reduce the impact of the crisis bring to the organization. An organization will employ the following steps which are take charge quickly, determine the facts, tell the story and finally fix the problem. Taking these few steps will enable an organization to achieve better control towards a crisis. In order to achieve better control, be prepared is the key leading to successful for an organization. Many organizations do not get better preparation to overcome the crisis and once a crisis is occurred, they will not be able to solve it in a short duration. Detection For the first step which is Signal Detection, it is very important for the crisis management team to aware about it as crisis will not happened just in a twinkling of an eye, instead, it is usually shows some signal to an organization or public and people usually not very aware on it. It is the stage in a crisis in which leaders should but do not always, sense early warning signals that suggests the possibility of a crisis. Most of the crises will not just happen, instead there are advance signs of trouble before it starts off with a problem. Everybody have an ability to be proactive and also control the event before it happens. There is one of the greatest challenges in crisis communication which is to recognize the potential for danger and then act to it accordingly. So, people should be prepared to overcome it before it is happened. For an example, the drug abuse cases that we are discussing in this assignment, the drug abuse lead to the happened of the crime rates will

not just happened in an immediate. It is happened due to the variety types of reason and the government does not realize or notice it at all before it is getting serious. The examples of the signal will be the drug users are increasing; the drugs will also increasing as due to the increasing of the drug users. Although this cases is increasing, the government do not realize it at all and this bring the consequences of the drug abuse cases are getting higher and higher day by day. Hence, government shall take more action to solve this crisis as it will directly threaten our country. The main reason that a drug users will involve in drug abuse cases is addiction. Many users cannot live without drugs once they had tried for even 1 time only as drugs are really harm ones health. However, there are also a reason that why will the drug users get touch on it, it is because they think they are cool as other will not dare to try. Besides, many people will become drug users as they are so stress and hence, they seek for drugs for their relaxation method. This is totally a wrong way to release ones tension. Here are the reasons of why people will become a drug user: 1.) Drugs make people feel good 2.) Peer pressure 3.) Trying to escape from their problems 4.) Curious 5.) Addicted in drugs 6.) Drug users think that drugs can release their stress 7.) Drugs make them seem rebellious and cool

There can be various type of reasons that why people take drugs. It will be depends on themselves the drug users. So, government shall take more action to cure the happened of drug abuse leading to crime rate so that more people will be saved and the country will stay in good condition. Prevention On the other hand, the second stage in the 5 stages of a crisis is Prevention/Probing/Preparation. This stage clearly stated that there is always preventions steps to be taken before a crisis is taking place or turns into more serious. During this stage, crisis handlers begin to prepare for or averting the crisis that had been foreshadowed in the signal detection stage. One of the well-known organizations which are Red Cross primary mission is to prepare for and prevent the escalation of crisis events that happened. It is often takes place simultaneously as Signal Detection(Mitroff,1994). The aim of this is to do as much as possible to prevent crises from occurring in the first place and to manage effectively. By having the right plans and capabilities in place before a crisis is occurred, the crisis damage to an organization can be reduced and the time to recover from it of course can be shortened immensely. Prevention is always better than cure, thus when a crisis occurred in an organization or public, the selected organization shall have better preparation to overcome it. For the drug abuse cases lead to increasing of crime rate, government shall also take prevention before it is getting serious. They have the responsibility to take action to the people who sell drugs. Here are some of the prevention steps that can be used in order to reduce the rate of drug abuse: 1.) Legal basis

A national strategy must build upon legal frameworks adapted to allow a comprehensive response. It means that the whole country shall also make this strategy to the public so that not so many people will get involved in drug abuse. People who found selling or buying drugs will be punished followed by law. 2.) Awareness The awareness of public towards drug abuse is still low in the country and hence, drug abuse is getting more serious and the inadequate knowledge about measures of Prevention often leads to prejudices against drug users. Government shall increase the awareness of public towards drugs more often such as using broadcast media and also print media. 3.) The understanding of drug use As a social phenomenon, and not purely a medical problem, must be fostered, and consensus on HIV/AIDS prevention must be reached among the general population as well as among professionals from various disciplines. Many people think that some of the country set the law that drug is allowed in medical field and hence, they will misunderstanding about the uses of drugs and so involved in drug abuse. 4.) Multisectoral approach There must be cooperation among all sectors in order to prevent HIV/AIDS infection among drug users. This major public health objective can be tackled using a multidisciplinary approach, which can be a new concept for most professionals. Constructive collaboration is particularly important between the health and lawenforcement sectors. All of these different sectors should be more cooperated in tackling

the drug abuse issue as they play the main role in conveying the message to the public that drugs are actually harm their health though it let people feel differently when consuming for it.

Containment Drug abuse cases are increasing in recent years. The seriousness of the drug abuse and crime intimidate public security and mankind health. Plenty of the drug abuser causes a lot of trouble to influence social stratification, such as road accident, robbery and rape. It will implicate in personal safety. There is a policy to be implemented for decreasing the negative effect toward public security and mankind health brought by drug abuse. The only and most effective policy is law enforcement. There are different strategy used by law enforcement to address illicit drug abuse and crime: 1.Community policy 2.Problem-oriented policing 3.Reducing drug availability 4.Alternatives to incarceration 5.Reinforce foreign policy 1.) Community Policy Law enforcement officer cooperate with community residents to reduce illicit drug abuse activity and related crime. This has become a trend of improve their quality of life in cities and towns nationwide. By linking law enforcement with social service, police can improve their quality of their respond. to emergencies. The police will become integral part with community culture, and the community can assist the law policy in an efficient way. Through the community service, police become more familiar and concern about citizens problem. They can be more responsive to the needs and fears of community. 2.) Problem-oriented Policing Problem-oriented policing is to think creatively to solve the persistent crime problem within a community. Officers need to identify the problem than come up with a suitable solution. SARA is a step come from problem-oriented policing, there are scanning, analysis, response and assessment. Firstly, officer need to scan what is the main reason that Penang is the highest drug abuse rate. Than they found out the violent gang is the answer. They analysis the violent gang possess the power to control the drug market and cause a lot of violation. It will become a threat to the innocence citizens. After the analysis, officers begin to take action to eliminate the force of violent organization and destroy their smuggling activity. Lastly they will have an assessment about the efficiency of their solution. 3.) Reduce Drug availability This is the most common strategy to against drug abuse. Drug abuser will only get their drug from an illicit traffic. To reduce drug availability, police will plan to detect and investigate any place that possible occur drug traffic. It can monopolize the stability both of the drug selling route and the drug traffic mode. Moreover, location for the trafficking will lack of stability. It makes the trafficker (drug seller) more difficult to sell their drug to their customer.

4.) Alternatives to incarceration Drug offenses are the primary cause of case in all part of the criminal justice system. Alternatives to incarceration are designed to stop the cycle of the drug abuse and crime by using coercive power of the court to engage drug abusers in treatment. This program provide drug abuser clear choices, sanctions and incentives to help them control this own recovery. The punishment will become a fear to the drug abuser and make them decrease the opportunity to take drug and progress criminal activity. 5.) Reinforce Foreign Policy Malaysia should reinforce the foreign policy which cooperates with foreign country to prevent drug abuse. It will enhance the relationship between both of the countries and create a firewall toward the smuggling. Through this policy can reduce the amount of the drug flow into illicit market and strike down the drug clique in order to maintain the stability of region and international. Using 5 different strategy of the law enforcement in different occasion can solve the crisis happened in the stage of containment efficiently. Recovery In the stage of recovery, officers provide treatment to bring the crisis to normal. Drug abuse treatment is the most cost-effective way to reduce addiction, rehabilitate the health of drug abusers and relieve the pressure of drug-related health care cost. With the appropriate treatment, drug abuser can get off the torment of the drug, get job and become productive member in society.

1.) Family based treatment Treatment for a parent means prevention for a child. It means that rehabilitate parents illness will cure the child. If parents continue to take drug, their children will also do the same thing. Family supports are the great medicine to the drug abuser. Family generates a power to revive the victim of drug abuse. If family uses their patience to advise and encourage them, drug abuser will become normal people again and start a new life without torment of drug. Family must not give up their family member afflicted by the drug but to give support to them.

2.) Rehabilitating criminal offenders

Government should reinforce the function of the drug-treatment facilities. They also should import foreign technique like medicine or program to help drug abusers rehabilitated from the drug addiction. Appropriate environment also can control patients condition. Officer must separate drug abuser in order to provide peaceful environment for them and prevent conflict from other drug abuser. Criminal justice and treatment must work together to prevent the overlapping criminal and drug problem. 3.) Addressing the unique need of adolescents

Adolescent drug user is different with adult drug user. Concurrent mental illness, legal problems, educational needs, family and community environment, and emotional, intellectual, and physical development must all be considered in planning effective youth treatment. So there must have a facility of drug rehabilitate for only adolescent. Educate them from the beginning and give patience to them. Listen to them what they want, and give the correct direction for them. Treatment for adolescents should integrate a wide range of social service, provide aftercare service and encourage family involvement to reinforce the treatment progress.

4.) Connecting with the community

As a citizen, we should become counselor voluntarily to help drug abuser re-enter the society. Moreover, we should not prejudice them and give opportunity to them in any domain. Government also needs to educate public with the correct knowledge about the HIV and drug abuse. So that drug abuser will not become abnormal and rejected by the public.

Learning Through the previous four stages of crisis, we have a better understanding on the impact of drug abuse and criminal cases. These cases will spoil our countrys image step by step. First, it will affect the safety of the public and country then cause panic in our society. These will affect Malaysias tourism too because of the panic in society cause the foreign

travelers not willing to travel to our country. These straightly cause Malaysias economic downturn and lastly affect our countrys image to negative. Although drug abuse and criminal cases bring negative impact to our society, it also provides positive benefits to our society as well. For example, government and public have learned some valuable lesson when deal with the crises which is drug abuse and crime. We notice that thats a relation within drug users and criminal behavior. In other words, mean drug user is the source of commit a crime. Drug users need a lot of money to purchase drug for satisfy their need. When theyre run out of fund and theyre unemployed as well, they will think a negative may to get the money specially steal or rob from the other people. This is the reason of drug users to commit a crime. Since we have a better understanding on the relation within drug abuse and criminal behavior, an effective plan can be plan to deal with this crisis. The other benefit of dealing with this crisis is public and governments have learned to cooperate with each other to eliminate the crisis. Since drug abuse and crime are serious cases in our country, so it requires the public to work together with our government. This can be an easier way to eliminate this crisis if both of the sides are fully cooperation. Since drug abuse and criminal cases are long-term crises, an effective plan should be design to eliminate the crises because some of the public are suffering because of the crisis. The step should be taken to eliminate these crises is cutting off the relation within drug abuse and criminal behavior. Since drug abuse is the source of the crisis, government should deal with this before to the others. First, government and public should work together to eliminate the crises. Campaign about against drug abuse and

crime should be launch around the country to grab public attention about the seriousness of these crises that happened in our country. Besides that, government should emphasize the relation within drug abuse and criminal behavior. Other than that, government should strengthen the drug offences laws. Punishment should be taken on those who against the laws. On the other hand, public should cooperate with government to prevent the criminal cases happen in the society. Public should report the police when saw someone thats suspicious. So, police can take immediate action to arrest the suspect for prevent criminal cases happen. Besides that, government should send more police to patrol around the black area to prevent crime happen. Lastly, once a problem was happen, we should pay attention on its before its getting serious. We cant ignore it just because only few places are suffering. We should deal with it quickly before problems become a crisis. We should learn from the crisis as well to prevent it happen again.

Conclusion As conclusion, drug abuse and crime are threats for every country. It happened seriously in our country specially Penang and Johor states. It will spoil a countrys image and cause their economic downturn. These problems have become a crisis in our country. Our research objective is to identify the relationship exists between drug abuse and criminal offences. Besides that, we would like to analyze the most affected country of drug user and lead to criminal behavior and predict that neighborhood characteristics such as poverty having delinquent peer as well. We also want to find out the main user of drug, and plan an efficient solution for solve the problem. We have recommend a crisis plan for this situation which consists of 5 stages of a crisis which is signal detection, prevention, probing or preparation, containment, recovery, learning stage. Through the crisis, we have learned how to cooperate with government and we have defined the relation within drug abuse and criminal behavior. The source of criminal case is the drug users. So, an effective way to eliminate this crisis is to find out the source and deal with it. In this case, government and public should work partnership to deal with this crisis. Lastly, we hope that drug abuse and criminal cases can be totally wiped out from our country. So, our country will maintain stable and peaceful even in economic or safety aspects.
