Civil Services (Main) Examination, 2003: Qualification, Optional Subject, Community, Age and Gender-wise distribution of candidates
The Civil Services Examination is conducted in two successive stages: the Preliminary Examination and the Main Examination (Written examination as well as Personality Test). The number of candidates who had applied for the Civil Services (Preliminary) Examination, 2003 was 3,16,496 of whom 3,01,423 were found eligible of whom 1,60,784 candidates actually appeared in the Preliminary Examination held on May 18, 2003. On the basis of this examination, 5,972 candidates had qualified for taking the Main Examination. Community and Gender-wise details of these candidates are given in the following table (Table-13 A):

1.1 Out of 5,972 candidates, 5,750 had actually appeared in the Written Part of Civil Services (Main) Examination held in October-November, 2003. Based on the results of the Written Part of the Main Examination, 1,179 candidates had qualified for Personality Test. Of these, 1,176 candidates had appeared for the Personality Test out of whom 457 candidates were finally recommended by the Commission for appointment to the Civil Services (refer Graph-13 A).

2. A comparative statement showing the number of vacancies to be filled up through Civil Services Examination (including those reserved for Scheduled Castes, Scheduled Tribes and Other Backward Classes) during the years 1994 to 2003 is given below (Table-13 B):

In the Civil Services (Main) Examination, 2003, a total of 5,750 candidates had actually appeared in the written examination of whom 457 candidates were recommended for appointment by the Commission to various Civil Services, thus registering a success ratio of candidates (i.e. Recommended candidates : Appeared candidates) 1:12.58. 4. Based on the information furnished in their applications by the candidates who took the Civil Services (Main) Examination, 2003, an analysis with regard to their academic qualifications and the universities from which they had obtained these qualifications has been made. For this purpose, the highest Degree and the university from which these Degrees were obtained, have been taken into account. Degrees were classified under two main categories, namely (i) Bachelor Degrees and (ii) Higher Degrees i.e. PostGraduate or Doctoral Degrees. These were further classified under (i) those obtaining first division and (ii) those who had obtained second division or lower grade. In this analysis, the division obtained in the highest Degree has been taken into account. 5. The break-up of the candidates who appeared and were recommended, according to the Degrees obtained by them (i.e. Bachelor Degrees on one hand and Higher Degrees on the other) and corresponding success-ratio are as follows (Table-13 C):

5.1 Thus, the success ratio of candidates having higher Degrees was lower than that of those with Bachelor Degrees. 6. The following table (Table-13 D) depicts the relative performance levels of candidates who secured first division in their examination for the highest degree vis--vis those who had other than first division.

6.1 The success ratio of candidates in the case of those with first division was significantly higher i.e. 1:10.26 as compared to 1:17.28 for other divisioners against the overall success ratio of 1:12.58. 7. 7.1 Of the 457 candidates recommended for appointment to various Civil Services, there were 275 graduates and 182 with post-graduate and higher qualifications. 8. A study has also been made about optional subject-wise number of candidates appeared and recommended. 8.1 From the above table (Table-13 F), it is evident that History was the most preferred subject as one of the optional subjects chosen by the candidates, followed by Geography and Public Administration. Further, if we confine the study to the subjects opted for by 100 or more candidates appeared in the examination, Literature of Tamil Language emerged out to be the subject wherein the highest percentage of successful candidates was registered followed by Economics and Psychology. 8.2 Further, 43.5%, 14.9%, 12.3% and 29.3% of the recommended candidates in the Civil Services (Main) Examination, 2003 had educational background as Humanities including Literature of Languages, Science, Medical and Engineering respectively. However, as regards to choice of optional subjects by the candidates who were recommended, Humanities including Literature of Languages, Science, Medical and Engineering subjects were opted by 83.8%, 11.8%, 2.7% and 1.7% respectively. This indicates that many recommended candidates having Engineering and Medical educational background and some candidates with Science educational background had made cross-domain shift and opted for Humanities subjects in the examination (refer Graph-13 B).

The Commission have made an age-group-wise analysis of the candidates who have been recommended for the Indian Administrative Service (IAS)/ Indian Foreign Service (IFS) on the basis of the results of the Civil Services (Main) Examination, 2003. This analysis indicates that 16.8% of the recommended candidates belonged to the age-group 21-24 years, 34.6% to the age-group 24-26 years, 28.0% to the age-group 26-28 years, 15.0% to the-age group of 28-30 years and 5.6% belonged to the agegroup of 30 years and above. Community and age-wise distribution of candidates recommended for IAS/ IFS is contained in the following table (Table-13 G) and diagram (Graph-13 C):

On the basis of the results of the Civil Services (Main) Examination 2003, an analysis of all the recommended candidates in accordance with their community, age-group and gender has also been made which is given in the following table (Table-13 H). Of the 457 finally recommended candidates, 69 candidates (15.1%) belonged to the Scheduled Castes, 33 candidates (7.2%) to the Scheduled Tribes, 136 candidates (29.8%) to the Other Backward Classes and 219 candidates (47.9%) belonged to the General category. The age-wise break-up of the recommended candidates is given in Table-13 H:

11. Female candidates constituted only 17.7% of the total recommended candidates as compared to 82.3% for male candidates in the Civil Services (Main) Examination, 2003. However, out of 489 female candidates who had actually appeared in the examination, 81 were finally recommended registering a success ratio of 1:6.04. On the other hand, only 376 out of 5,261 male candidates could finally qualify the examination resulting in a success ratio of 1:13.99. Hence, the success ratio of female candidates was significantly higher than that of male candidates (refer Table-13 I).

11.1 As is evident from the above table (Table-13 I), the performance of female candidates belonging to each of the communities i.e. Scheduled Castes, Other Backward Classes or General category was far better than the performance of male candidates of that community. Further, there were 15 female candidates in the first 50 ranks in the Civil Services (Main) Examination, 2003. 12. A total of 2,171 physically challenged persons appeared in the Civil Services (Preliminary) Examination, 2003 and 25 of them qualified for the Civil Services (Main) Examination, 2003. Finally, four physically challenged persons were recommended by the Commission for appointment. Of them, two belonged to OBC community and two (including one female candidate) belonged to General community. 13. An analysis has also been made in the following table (Table-13 J) on the number of attempts made by the recommended candidates in the Civil Services Examination, 2003:

13.1 It is clear from the above table (Table-13 J) that only 9.4 per cent of candidates could finally qualify the examination in the first attempt. However, in the second, third and fourth attempts, the percentage of recommended candidates was 19.9, 24.1 and 24.5 respectively. Further, the female candidates, on an average, qualified the examination in lesser number of attempts as compared to the male candidates.
