Self Reporting Manual- Draft 1 (needs major revision before it is made operational) The result of the daily self

reporting will be a composite score on a scale of 1-5 where 1 is good and 5 is bad for the councillor of Ward 103 and the MCD officers of Ward 103 to help them manage the ward better. Breakup of the score will be available by reporting block and element. There are eight geographical blocks in Ward 103 and eleven reporting elements. Population numbers and weights have been estimated and assigned. Who will report an element is also mentioned. As this is made final these can be changed as decided by the Ward. Note: Water and Police do not directly come under councillor but the councillor may want to talk to police and DJB and get them to report as well. Lot of work needs to be done to make this self reporting system a useful management tool. The numbers in the case study are not the right ones and the elements, reporting blocks and manner of reporting will need to be carefully studied, discussed and implemented. As the system stabilizes it may need to be fine tuned. The councillor needs to be the main driver to put this system in place. The final numbers as shown in the case study are that the daily score for Ward 103 was 2.83.

This number could go up or down daily and there a lot of sub scores available for each area and elements. If this system is implemented in every ward of Delhi a score for Delhi as a whole can be obtained. Councillors who wish to win in the upcoming elections should seriously think of committing to self reporting and citizens should use their voting power to insist on a good transparent self reporting system. We hope this document will be the beginning of a transformation for Delhi.

The next step is to define elements which are relevant for the reporting blocks and define the scale that will be used for reporting. For ward 103 a case study with sample reports will be shown in this document so0 that it is easy for people to understand how this can be implemented and to improve it. We now need to make a management decision to see which elements will be reported in which reporting block as some of the elements may not be relevant.
