Germantown School Board president resigns

Germantown School Board President Michael Erdmann has submitted his resignation from the board. Erdmann submitted his letter Aug. 25, and the resignation will take effect Aug. 31. "My professional responsibilities have significantly increased both in time and complexity. These demands have infringed on personal and family commitments, which are a high priority in my life. I have also come to realize that since my children are no longer attending school in the district, it has become increasingly difficult to truly stay in touch with the needs of the children and parents in the district," Erdmann stated in his resignation letter. Erdmann thanked residents for electing him to the board and "high quality leadership which has come from all the superintendents, administrators, teachers and staff in the Germantown School District over these same years. It is because of you we are one of the best Districts in the State of Wisconsin." Erdmann cautioned that "the times ahead will not be easy for change is upon all in public education" but said he is confident of the leadership of Superintendent Susan Borden and administrators, teacher and staff that have been assembled, the district is prepared to meet the challenges." "I will miss the debates and dialogue, all in search of the next right answer. .. I am sure it will be spirited but I hope civil and always consistent with the democratic principles on which our governance is based," he wrote. Erdmann's has been on the board for just under seven years and his term will expire in 2013. He encouraged residents to seek the post. "I challenge others who are deeply committed to the

Guest column: DNR begins reform process

Enterprise Agency was the result of an agreement between DNR and the Department of Administration through a Memorandum of Agreement between the two agencies. The Enterprise Agency status will test a hypothesis offered by DNR leadership: Given increased operating flexibility, the DNR will be able to produce better outcomes for its customers at less cost than under the standard bureaucratic system. The ideas for this pilot came from the professional employees within the DNR. Under the plan, DNR will be given increased operating flexibility to enable the agency to improve customer service and business support, as well as enhance its natural resources mission. It is anticipated that, with the Enterprise Agency designation and tools, DNR will be able to do much more with the staff and the resources it currently has and save millions of dollars in the process. According to Secretary Stepp, under the

Department of Financial Institutions warns of get rich quick schemes

The Wisconsin Department of Financial Institutions today released its annual list of financial products and practices that threaten to trap unwary investors, many by taking advantage of investors troubled by lingering economic uncertainty and volatile stock markets. "Con artists follow the news and seek ways to exploit the headlines to their advantage while leaving investors holding an empty bag," said DFI Secretary Peter Bildsten. Bildsten said headline-related investor complaints reaching state and provincial securities regulators include questionable claims, such as: "Realize safety and appreciation in gold;" "Wave energy: the future to power our homes;" "Synthetic fuels take the oilman out of our pockets;" and "Invest in foreclosed homes, help others and make a fortune!" "Promoters often offer investors an opportunity to get in on the ground floor of new technology or ideas to help others and make a great economic return," Bildsten said. The following alphabetical list of the Top 10 financial products and practices that threaten to trap unwary investors was compiled by the North American Securities Administrators Association, of which DFI is a member. Details are available on the DFI website at www.wdfi.org. PRODUCTS: distressed real estate schemes, energy investments, gold and precious metal investments, promissory notes and securitized life settlement contracts. PRACTICES: affinity fraud, bogus or exaggerated credentials, mirror trading, private placements and securities and investment advice offered by unlicensed agents. Patricia Struck, administrator of the DFI Division of Securities, urged investors to learn the warning signs of investment fraud and independently verify any investment opportunity as well as the background of the person and company offering the investment. DFI provides detailed background information about those who sell securities or give investment advice, as well as about products being offered. "Investors should do business only with registered brokers and investment advisers and should report any suspicion of investment fraud to us," Struck said. Additional information on how to guard against investment fraud is available on the DFIs website at www.wdfi.org or by calling the DFI at 1-800-472-4325.

simply, easily, with the least amount of side effects that any stop-smoking program can offer. This treatment has a proven success rate of over 85%, and has been successfully used in Europe and Canada with very little publicity here in the United States. This is a program about finally quitting smoking without weight gain and other side effects, and without using other expensive products that continue to keep you addicted to nicotine. Without weight gain, stress and other side effects, this process is accomplished with a low-level light laser. This laser is painlessly applied to the ears, forehead, face, wrists and feet, and takes about 30 minutes. The light is specifically directed at acupuncture sites that help release natural body chemicals to regulate neurotransmitters, endorphins, ATP and hormones. The release of these natural body chemicals reduces cravings, prevents weight gain and lessens withdrawal distress. This is not a psychological treatment. It is a welldocumented physiological, biochemical process that occurs to the cells and body after specific areas of the anatomy are exposed to the proper levels of cold laser beams. (For more scientific detail, please see our website at the FAQ section of quitsmokingin30minutes-wi.com.) Over 2.0 million Americans have quit smoking using laser therapy. For many, laser therapy has been the only method to successfully stop smoking as well as prevent the weight gain and stress usually involved. Our method is effective for all types of nicotine addiction cigarettes, pipes, cigars even chewing tobacco! Our introductory price is $295. This covers the initial treatment and two follow-up treatments if needed. Most people do not require all three. In addition to immediately improving your overall health, at the present cost of cigarettes, you could recoup your money for the laser treatment in as little as 1-2 months! Are you ready to quit smoking? Find out more about this breakthrough treatment at quitsmokingin30minutes-wi.com, or give Dr. Douglas Kincaid a call at 414-282-7209 to get started on a smoke-free life today!

Germantown stays level with ACT scores

Germantown High School students taking the ACT college preparatory exam scored a few less decimal points compared to last year. The results were released Aug. 17. According to information from the state Department of Public Instruction Web site: *Germantown students scored 23.4 on the ACT, in which 36 is the highest score. While that's the lowest Germantown score since 2006-07, it's only by decimal points. Since the 2000-01 school year, Germantown has scored in the "23" range; 74 percent of high school seniors took the ACT, the highest percentage in all the years kept by the WINSS site (starting in 1996-97); The Germantown score was highest among the five high school districts in Washington County while tied for sixth among schools in the North Shore Conference. High School Principal Joel Farren noted that while this years score was down a few tenths of a point, it is consistent with the performance in recent years. Farren said the district analyzes the results during a data retreat in the summer and that in addition to comparisons with Washington County schools and the North Shore Conference, comparisons are also made with schools in Comprehensive Educational Service Agency 1, which covers a portion of southeastern Wisconsin. Farren added that for college preparatory purposes, the ACT is an important gateway to higher education. As a result, the district encourages students to take the exam. He also explained that the ACT is one measure used by the district to analyze student performance. Other measurements include the Wisconsin Knowledge and Concepts Exam (WKCE), Advanced Placement tests and the National Student Clearinghouse. All of this information helps us to make data-driven decisions about curriculum and other programming in order to inspire and empower all students to success, Farren said. By Thomas J. McKillen, Managing Editor

education of our youth to step forward to serve the district filling my vacant seat. The time is now. The next generation waits. "His ability to communicate and represent the level of professionalism we expect in the honored position of Board President were at

the level we desire to continue at. His experience, sound judgement, analytical skills, factbased decision making, and constructive, open dialogue are all hallmarks of outstanding board members," Borden said. The event will be held from 7 a.m. to dusk on Sept. 17 and 7 a.m. to noon on Sept. 18. The artist ride event concept has its origins in the South Dakota Plains started over 20 years ago. From that time, there has been many artist ride events located throughout the United States. Ever wondered how painters painted scenes of the Old West, Wild West and Native American scenes? These scenes may have been created at artist rides by models, actors and reenactors working together with artists to then photograph images as resource material and to later paint in their style and media. Never done before in Wisconsin, this Living History event will centralize on western and mid-western history. Scenes such as Native American life, cowboys and cowgirls, fur traders, camps, prairie settlers, wagons and even civil war encampment are among the opportunities to photograph.

Artist Ride Sept. 17-18

This is a unique chance to meet other professional artists, photographers and models. Participants will be limited to 50 artists and photographers. Non-exclusive scenes are required. Unlike a workshop, artists and photographers will work directly with the actors/models to create their own unique scenes. The scenes are only limited by your imagination. Props are welcomed by all participants. To participate in this event the entrance fee is $65 for the artists and photographers. The entrance fee will include a one year membership to the Old Falls Village Historical Society and $20 of the fee is tax deductible. 100% of the entrance fee is given directly to the Old Falls Village Historical Society. There is no fee to be a model. Brochures are available online. Mail in a sign up sheet or email your confirmation to Nancy at nancygphoto@wi.rr.com. More information and examples of images from previously attended artist rides can be seen at www.NancyGPhoto.com

...Pilot program for DNR

From page 2
track permit applications; 4) Increase overthe-counter service at DNR facilities by 40 percent; 5) Improve cost-effectiveness by prioritizing work and eliminating duplicative systems for fleet and facilities construction and repair; and 6) Reduce costs by 2.5 percent for basic operations, and organize itself into a line authority organization to ensure DNR is making consistent decisions across the state. To achieve these goals, DNR will be given management discretion in the areas of fleet operations and facilities repair and construction. This is in addition to the authority already granted under the state budget to manage and fill vacancies. This is not a program being entered into lightly. If the DNR does not meet specific benchmarks outlined in its agreement with the DOA, the pilot program will be ended. With supporters in both the business and environmental communities, the DNR Enterprise Agency pilot is a good example of how the two sides of the political debate in Wisconsin can move forward together. I will be watching the pilot closely over the next two years and look forward to learning what lessons we will be able to apply to other agencies of our state government. Home sales jump in July

July sales of homes in the Metropolitan Milwaukee real estate market improved dramatically over sales in July of 2010. Sales increased 45.6% to 1,289 sales compared to 885 a year ago, in the 4-county metropolitan area. The reason for the huge jump in sales is two-fold: First, the pace of sales improved after falling off severely once the federal tax credits expired in 2010. The second reason for the increase was that buyers were taking advantage of big discounts in the market, with prices down about 30% from the peak. Affordable, first-time home sales is a growing segment in the marketplace. As the oldest members of Gen Y start deciding to buy homes, the metropolitan marketplace should continue to see an increase in sales among this demographic group. In fact, of sales this July, 61.7% (784 units) were $199,999 or less in the 4-county area, signifying a large movement of homes in the investor and first-time buyer categories. 22.2% (282) of sales were in the $200,000 range; 8.7% (111) were in the $300,000 range; 3.2% (41) were in the $400,000 range; and 4.1% (52) of sales were $500,000 or more. County-by-county sales analysis: Milwaukee County was up 43.8% in sales over 2010 (696 units vs. 484 units). Waukesha County was up 44.3% vs. 2010 (381 compared with 264). Washington County was up 29.5% compared to 2010 (101 vs. 78). Racine County was up 61.3% vs. 2010 (179 compared to 111). Ozaukee County was up 88.1% vs. a year ago (111 vs. 59). Looking ahead, brokers are worried about the effect of recent turmoil in the stock market, federal deficit negotiations, and state recall elections, on consumer confidence. Although, the Federal Reserves decision to keep interest rates low is a positive sign that inflation is not an imminent threat. Another drag on the recovery of the real estate market is federal regulations pertaining to lending, which is having the effect of suppressing demand. The artificial suppression of demand and lack of consumer confidence is manifesting itself in excess supply. The 4-county marketplace had 10.3 months of inventory in July (up from Junes 9.5 months). With all of the incentives to purchase (low prices, low interest rates, wide selection, etc.) the market should be operating more efficiently. In these confusing times, buyers and sellers should remember to Start With A REALTOR before beginning their home search or consulting with another housing professional. The Greater Milwaukee Association of REALTORS is a 4,000-member strong professional organization dedicated to providing information, services and products to help REALTORS help their clients buy and sell real estate.

Football: Second half surge lifts Falls past Slinger

Menomonee Falls watched a 14-0 lead against Slinger Aug. 19 disappear, as the Indians were one point ahead at halftime. They were getting the deep balls over us and making some good plays, Menomonee Falls Coach John Baker said afterward. The Owls never got any closer as Menomonee Falls took control the rest of the way to win 49-26. Baker was pleased with changes which included adjustments in coverage made at halftime that turned the momentum in the game. The game marked the debut of Erich Rutsch as defensive coordinator. He did a phenomenal job of stepping up in the second half and correcting things, Baker said. Hats off to my staff and coaches and players. Menomonee Falls got on the board first with a 78-yard drive that was finished by a touchdown by Otis White with 6:36 left in the first quarter. After the defense held Slinger on its opening possession, a 40-yard punt return by Christian Almonte set up a Brett Krause touchdown to give Menomonee Falls 14-0 lead with 4:40 left in the quarter. Slinger answered with a three-play, 77 yard drive that reduced the lead to 14-7 with 2:54 remaining. Menomonee Falls responded with a nine-play drive that ended with a touchdown by White with 10:14 left in the second quarter. Slinger then scored the next 13 points. Phillip Martola connected with Kirk Emmer on a 45-yard pass play to make the score 21-14 with 11:08 remaining in the second half. Emmer then converted two field goals. After forcing Slinger to punt on their opening drive in the second half, Menomonee Falls started a 57-yard drive that ended with a 2-yard run by White to make the score 28-20 at the 424 mark of the third quarter. The next drive for Slinger ended with a missed field goal, giving Menomonee Falls possession on their 20 yard line. Menomonee Falls responded with an eight play drive than ended when Krause connected on a 33-yard pass play with Justin Johnson to make the score 35-20 with 10:01 remaining. An interception by Menomonee Falls gave the Indians possession at the Owls 32 yard line. Krause finished a three-play drive with a pass to Matt Christensen to give Menomonee Falls a 42-20 lead with 8:37 remaining. Slinger responded with a drive that ended Phillip Martola connected with Jared Sandretti on a 60-yard pass play with 4:08 remaining. However, Almonte sealed the win for Menomonee Falls with a 64-yard run on Menomonee Falls next possession. Kettle Moraine Lutheran 41, Laconia 6:The teams were even after a quarter. A 6-yard run by Devin Grezenz gave the Chargers a 14-6 lead in the closing minutes of the second quarter. The Chargers then scored all 27 points in the second half. By Thomas J. Hamilton offense charges past Mukwonago

BY TROY SPARKS CORRESPONDENT Town of Lisbon Unranked Sussex Hamilton wasnt nervous about playing a top-10 team in Mukwonago. They simply picked up where they left off when they beat the Indians in the regular season and in the first round of the playoffs last year. Mukwonago, ranked No. 8 in the area, brought their high-powered offense into Grove Field against the Chargers in a game that was featured on local television The home team was having none of that. "We just came in (with a different mindset)," senior running back Nick Patterson said. "Whoever we bring in, we bring them in and play them as hard as we can, and thats about it." Hamilton (2-0) kept Mukwonago at bay all night in a 35-14 win, August 25. Mukwonago (1-1) won the toss and started at the 13-yard line. A 27-yard run by junior Dan Timmons for 31 yards helped the Indians get to the Chargers 19. Hamilton tightened their defense in the red zone and forced a 36-yard field goal attempt by Mukwonago, which was no good. Despite outgaining Hamilton in total yards from scrimmage, 100-47, neither team scored in the first quarter. Hamilton got a lucky break in the second quarter. Junior Aaron Mushall executed a low punt that hit Mukwonagos Mitch Polk. The ball hit Polk as he was sandwiched by Patterson and Dan Demler. Hamilton recovered the fumble on the turnover and took the ball at the Mukwonago 27-yard line. The Chargers ran six plays and capped their drive with a touchdown by Patterson from 8 yards out to take an early 7-0 lead with 5 minutes 9 seconds remaining in the first half. On the next possession, Hamilton scored again with another 8-yard touchdown run by Patterson late in the half at the 1:31 mark to take a 14-0 advantage in the locker room. Patterson rushed for 90 yards in nine carries in the first half. "(Patterson) is a pretty nifty runner," Hamilton coach John Damato said. "I think that hes just a guy whos a competitor. When its all said and done, when I think of Nick Patterson, I think of a competitor, a guy that wants to go out there and do his best in every given play." It didnt take long for Hamilton to score again in the third quarter. They went 63 yards in nine plays that ended on a 1-yard score by Patterson, who crossed the end zone for the third time. After forcing a fumble by Mukwonago, the Chargers struck again. Senior quarterback Nick Judson threw a 34-yard scoring pass to senior J.J. Flor, who had one-on-one coverage in the end zone. It was Hamiltons fourth touchdown of the game as they led, 28-0 with 6:55 left in the quarter. Both touchdowns were scored 20 seconds apart. Patterson got his fourth touchdown late in the third quarter that stretched the Charger lead to 35-0. Since Hamilton led by 35 points, there was a running clock, per WIAA rule. The clock went back to regular time after Mukwonago scored. The failed two-point attempt cut the Hamilton lead to 35-6 with 6:36 remaining in the game. The Indians got their second touchdown and a two-point conversion to end the scoring for both teams. "I thought turnovers was great, field position, and just the way that the kids came out and rallied to the football," said Damato.

Germantown dominates Whitnall

BY TROY SPARKS CORRESPONDENT
Whitnall coach Robert Le Bouef didnt ask to play the teams first game of the season in the midAugust heat at Germantown. He downplayed the weather being the factor in the Falcons 56-0 defeat, Aug. 19. "When its so hot and humid and all these other things, our guys started to wear down a bit, and they really took it to us," Le Bouef said. With legendary coach Phil Datka retiring last season, the Warhawks ushered in a new era with Jake Davis at the helm. "You never want to start out with a new coach on a bad note," said senior quarterback Josh Mongan. "We (dont want to) get the rumors started already. (They might say), Oh, I dont know if its going to work out or not. Its a good way to start the Davis era." Every team has first game nerves, and Germantown was no different than any other team. In the opening quarter on their first possession at the Whitnall 37-yard-line, the Warhawks drove down the field and was in position to score when senior running back Alec Richmond fumbled the ball at the Falcons 29. Richmond redeemed himself on Germantowns next possession with a 1-yard touchdown run for a 7-0 lead. "He is our guy," Mongan said. "He came back, had his head up high. He was like, All right, I got the first one out of the way. We were ready to go after that." The Warhawks kept the train moving by scoring 14 points in the second quarter. Mongan threw a 5-yard pass in the right corner of the end zone to senior receiver Louis Tuszynski with 10 minutes 55 seconds remaining in the half. Richmonds 1-yard plunge in the end zone with 1:37 left gave the Warhawks a commanding 210 halftime lead. In the third quarter, Germantown increased their scoring with Richmonds third touchdown from four yards out and a 36-yard strike from Mongan to Tuszynski for a 35-0 lead. Per WIAA rule, there is a running clock when a team is ahead by at least 35 points in the second half. The clock began to run at the 8:56 mark. Senior Nick Thiel scored on a 3-yard run with 1:48 left in the quarter to boost the score to 42-0. With some of the starters done for the night, backup players got in on the action. Junior Logan Gruber ran 21 yards to the end zone for a score and junior defensive lineman Shane Callewaert intercepted a pass from Whitnall quarterback Luke Mentkowski and ran 33 yards untouched for the final touchdown. Germantown had a balanced attack with the running and passing game, which helped them get off to a good start. "We practice (run and pass) about 50-50," said Mongan. "We were able to pound the ball, and that opened up the passing game." Davis was happy that everything worked in his favor for the 1-0 Warhawks. "I think the boys worked extremely hard in the offseason," he said. "First game jitters, well get over that. We got to get those kinks out a little bit here now and well keep rolling."

DUAL ROSTER SOCCER TEAMS Attention Soccer Players and Parents

Unlike any soccer club in the area we will NOT be holding tryouts for the upcoming 2011/12 season. Our teams are based upon a comprehensive scouting and recommendations process. Qualified players will be evaluated and assessed by our staff for one of our Academy Teams. Our "Dual Roster Tournament Teams" consist of two types of players, ones who can't commit to a club teams requirements to showcase their talents and those who are looking for more than their club teams can offer. With our Dual Roster Tournament Teams we give them both the opportunity to showcase themselves within our "College ShowcaseTournaments" without taking away from their other commitments and their clubs practice times. Along with this opportunity we provide college recruiting programs, guest tournament placements and individuals & small group training sessions. If interested, kindly complete the form on our Contact Us Page and we will be in touch. Feel free to share this information with your friends and other highly skilled soccer players. We're also proud to announce that a percentage of all our fees are being donated to http://www.stantheman.bbnow.org/ to help pay for his cancer treatments.

Richfield officials: No plans for municipal sewer and water

BY THOMAS J. MC KILLEN MANAGING EDITOR If there can be such a thing as an urban legend in the very rural village of Richfield, rumors about municipal sewer and water and a hospital would come close to fitting in that category. The village recently issued a statement to residents addressing a persistent and nagging rumor that the village is negotiating with Aurora Healthcare for a hospital in the village and that a municipal sewer and water system would be created as part of the project. Let us be clear, there is nothing pending, nothing in discussion and/or nothing being negotiated with or on behalf of Aurora at this time, the letter to residents stated. It was signed by village President John Jeffords and trustees Rock Brandner, Sandy Voss, Daniel Neu and Michael Shea. The letter explained that former administrator Toby Cotter (who wasnt specifically named in the letter) was contacted by a developer four years ago who indicated that he was interested in bringing an Aurora facility to the village. The letter states that work was done with the developer to understand the needs of such a potential development. Although this preliminary research was done in great detail by the former village administrator, the recession took effect. Although the Village Board was briefed regarding this potential development, the Village Board was never provided with any formal proposals for their consideration, the current letter to residents states. Since these preliminary conversations, which started nearly four years ago, there has been no progress toward planning this or any similar developments with the potential for municipal sewer and/or water. In the end the development has remained a theory which never materialized to this point. It is the second time this year that Richfield officials have sought to quash the rumors regarding municipal sewer and water and a hospital. In March, officials responded to a flyer from Richfield Citizens for Responsible Government which mentioned sewer and water and the Aurora hospital. When reached for comment in March, Village Administrator Josh Schoemann was direct when asked if there were any solid plans for either the hospital or sewer and water. There are none, Schoemann said. A hospital and sewer and water were also mentioned in a story that appeared in the April 18, 2010 Business Journal. The article quoted an Aurora spokesman who indicated the firm does have properties throughout southeastern Wisconsin. "But we have no plans to do anything imminent with these properties, and no plans to construct another hospital for years to come," spokesman Michael Brophy is quoted as saying in the article. When reached for comment last week, Schoemann said the letter to residents was issued because the matter keeps being brought up to residents and the village wants to set the record straight in stating there are no plans for either sewer and water or a hospital. Its something people are legitimately concerned about. People are skeptical about government, Schoemann said. Schoemann explained that the village is looking into its comprehensive plan and making changes to address the views of residents. Schoemann said that while the corridor plan for Hwy. 41/45 has suggested high density residential development, the only way that could happen is if a municipal sewer and water system were installed. People want to avoid that at all costs, Schoemann said. Schoemann said that village officials are seeking to find out what residents want in terms of future development and that it is reflected in the Comprehensive Plan.

Germantown School Board finalizes health insurance coverage

BY THOMAS J. MC KILLEN MANAGING EDITOR
The Germantown School Board approved going with a health insurance plan from the WEA Trust Aug. 22. The motion approved by the board included a $500 deductible, dropping the waiver premium and declining a rate cap offer. According to information from the district, under the plan the family deductible will be $1,000, the individual out-of-pocket maximum would be $1,750 while the family out-of-pocket maximum would be $3,500. Greg Kamps, a representative from Gallagher Benefits Services, said that because he is recommending that the district drop the waiver of premium protection, he is recommending the district establish a policy to extend health insurance to future totally disabled employees. That was also approved by the board. A change to the Value Choice RX plan was also approved. The WEA plan will begin Oct. 1 and will go through Oct. 1, 2012. The plan was approved by a 4-3 vote, with board President Michael Erdmann joining members Tom Bowe, Kim Fischer and Lester Spies in voting for the WEA plan while Bob Soderberg, Bruce Warnimont and Diana Kline voted in dissent. The board then spent several minutes voting on the employee health insurance contribution. A motion from Kline to have the employee contribution be 15 percent was rejected by the board, with only Kline voting for it. A motion by Bowe for a 6 percent contribution was rejected by a 5-2 vote, and a motion by Soderberg for a 10 percent employee health insurance contribution was rejected by a 5-2 vote. A motion by Bowe for a 5 percent contribution was then approved by a 4-3 vote, with Fischer, Spies, Warnimont and Bowe supporting it while Erdmann, Kline and Soderberg voted in dissent. In commenting on the 15 percent proposal, Superintendent Susan Borden noted that a survey of districts showed that contributions ranged between 3 and 12 percent, with the highest at 12 and 12.6 percent. We have to consider what that does to our marketability, Borden said of the 15 percent proposal. In supporting her motion, Kline said the taxpayers need to get a break this year. The taxpayers have been carrying the burden of this Porsche plan for many years, and its time that they get a break, she said. In a response a short time later, Warnimont explained that when the qualified economic offer (QEO) was in place for just over a decade, school districts had a 3.8 percent minimum guarantee of salary and benefits, and the Germantown Education Association chose to put most of that amount toward benefits. If they had elected to put that money toward salaries, it still would have been the same amount of money. I just want to be clear on that: Whether it was a Cadillac plan or a Porsche plan or Yugo plan, the cost to the taxpayers still would have been this because what wasnt put into insurance would have been put into salaries, Warnimont said. In an analysis presented to the on the WEA ing data which showed that Germantown had a 98 percent loss ratio this year, above the permissible rate of 93 percent. Kamps analysis noted that despite the loss ratio, the WEA proposal represents a 2 percent decrease. By contrast, by going with Human Germantowns renewal will be supported almost entirely by its own experience. Board member Bob Soderberg supported going with the Humana plan, citing a $248,000 potential savings to the district in the annual premium while acknowledging challenges in switching plans. A side discussion involved the districts long-term care, which is also offered through the WEA Trust. Board member Bruce Warnimont said retired teachers told him that if the district doesnt renew with WEA, there is not the option of continuing the long term care as individuals without paying a highly substantial penalty. From the audience, Jan Weinhold explained that retirees pay the rate but that it is tied into the board action. If the board switches away from WEA, the cost would increase for individuals purchasing long term care. It would be a hardship for us, she said. She added it would be helpful if the board remained with WEA. The board approved an amendment requesting the administration confirm the impact of changing away from WEA on long term care options. I want the validity of the statement that was made, Kline said in making the amendment.

plan to the board, Kamps noted that in comparing WEA to a proposal from the Humana firm, the Humana network does not include the Wheaton-Franciscan system while the Columbia-St. Mary system will be dropped from the Humana network next year. According to Kamps analysis, the Humana plan features more out of pocket (costs) for individuals and family for similar savings as the WEA plan. Kamps also noted that the WEA trust will support a poor Germantown experience, cit-

Kleefisch, Darling promote legislation making oral chemotherapy treatments more affordable
BY THOMAS J. MC KILLEN MANAGING EDITOR Lt. Gov. Rebecca Kleefisch and Sen. Alberta Darling (R-River Hills) recently announced legislation that would make oral chemotherapy treatments more affordable to state residents. The announcement was make during an appearance at Cambridge Major Laboratories in Germantown Aug. 3. The company manufactures pharmaceutical ingredients, including drugs for cancer treatment. The company launched an orally available prostate cancer therapy four months ago. Cancer-related drugs produced by Cambridge Major Laboratories will be used by approximately 200,000 patients nationwide. According to information from the state of Wisconsin Web site, the bill prohibits health insurance policies, and self-insured governmental and school district health plans, that cover injected or intravenous and oral chemotherapy from requiring the insured to pay a higher copayment, deductible, or coinsurance for oral chemotherapy than is required for injected or intravenous chemotherapy. The requirements of the bill apply to individual and group health insurance policies, including limited service health organizations, preferred provider plans, defined network plans, and cooperative associations' health care plans; to health care plans, including a self-insured plan, offered by the state to its employees; and to self-insured health plans of a city, town, village, county, or school district. Ann Marie Frakes, executive director of the Leukemia and Lymphoma Society Wisconsin chapter, said the legislation which was introduced by Darling and and Rep. Pat Strachota (R-West Bend) will address a situation where patients are struggling to pay for the needed treatment. In some cases, the financial burden is so great that family members are forced to get a second or third job to pay for essentials such as their mortgage, groceries, and utilities, as well as these life-saving drugs, Frakes said. Frakes said it is estimated that 25 to 30 percent of medicines under development are oral chemotherapies. Frakes noted that 39 legislators signed on as co-sponsors to the legislation. Kleefisch, who underwent oral chemotherapy treatment for colon cancer within the past year, described her experience of treatment, which included being told by an oncologist that women her age with children choose chemotherapy. That was all he needed to say, she said. She added that the chemotherapy treatments ended in April and this is in my rear view mirror. In her comments to Cambridge Major employees, Darling noted she has survived breast cancer and cited the improvements in treatments over the past several decades. You are one of our crown jewels in the state, Darling said of the company. Darling noted that it isnt too cool for legislators to bring up mandate for health insurance. As a Republican its very uncool. Darling said that when treatments are mandated to be covered, that usually increases costs. Darling said the mandate will decrease the cost of treatment for cancer. Sometimes youve got to stand up and stand tall and say, Its the right thing to do, Darling said.
