(except for beneficiaries from remote un-electrified census villages and urban municipalities) SPV WATER PUMPING SYSTEMS USES The SPV pump programme will support deployment of SPV Water pumping systems for various water lifting applications, specially the community drinking water supply and agriculture and related uses such as irrigation, horticulture, animal husbandry, poultry farming, high value crops, silviculture, salt farming etc. Eligible users: All categories of users including local bodies, State/Central Govt. agencies, cooperative societies, corporate bodies, autonomous institutions, research organizations, banks, farmer groups, non-governmental organizations and individuals etc. Financial assistance:- MNRE will provide financial assistance to users of the SPV water pumping systems @ Rs.30 per watt peak of the photovoltaic array used with the water pumping systemsubject to a maximumof Rs.50,000/- per system. SOLAR THERMAL ENERGY PROGRAMME The solar thermal energy programme has the following components:- Solar cooker programme. Energy Efficient Solar/Green Building Program Solar water heating systems( Solar Geysers) FINANCIAL ASSISTANCE UNDER SOLAR THERMAL ENERGY PROGRAMME CFA admissible to industries ,commercial establishments and institutions 50% of the cost of system, subject to a maximum of Rs. 5000 per sq. m of dish area for solar concentrating systems, and Rs. 2500 per sq. m. of collector area for FPC based solar air heating systems/ dryers will be provided to nonprofit making institutions/organizations. 35% of the cost of system, subject to a maximum of Rs. 3500/-per sq. m of dish area for solar concentrating systems, and Rs. 1750 per sq. m. of collector area for FPC based solar air heating systems/ dryers will be provided to commercial/industrial organizations (profit making and claiming depreciation). ENERGY EFFICIENT SOLAR/GREEN BUILDING OBJECTIVE:- To promote adoption of energy efficient solar/ green buildings in the country through a combination of financial and promotional incentives, and other support measures so as to save a substantial amount of electricity and other fossil fuels apart from having peak load savings in cities and towns and reduce greenhouse gas emission. ENERGY EFFICIENT SOLAR/GREEN BUILDING INCENTIVE TO ARCHITECTS/DESIGN CONSULTANTS Rs.2.50 lakhs for projects up to 5000sq.m built-up area with minimum 3 star rating. Rs. 5.0 lakhs for projects > 5000sq.m built-up area with minimum 4 star rating CAPITAL SUBSIDY FOR SPV INSTALLATIONS Support to photovoltaic systems through capital M on SPV systems/devices for Urban areas. NATIONAL RATING SYSTEM - GRIHA Taking into account the provisions of the National Building Code 2005, The Energy Conservation Building Code 2007 and other IS Codes, local bye- laws TERI has developed a rating system which: Operates on a 100 point marking system through various qualitative and quantitative assessment criteria A building with 70 to 80 points get 3 star rating A building with 81-90 points get 4 star rating. SOLAR WATER HEATING SYSTEMS (SOLAR GEYSERS) WHY SOLAR WATER HEATING SYSTEM MAKES SENSE:- Economical & Eco friendly Easy to install Needs small investment Return of investment within 3-4 years No electricity/gas requirement C WHY SOLAR WATER HEATING SYSTEM MAKES SENSE:- Safe and simple to use Long life span Uninterrupted source of water heating Shock proof Near zero maintenance Saves up to 1500 units of electricity in a year TARGETED AREAS FOR IMPLEMENTATION Individual residential and apartment buildings Restaurants and canteens Guest houses, lodges, hotels and hostels Hospitals and nursing homes Boiler feed water for commercial and industrial applications Textile industry Food processing industry C TARGETED AREAS FOR IMPLEMENTATION Process feed water for paint industry, electroplating, galvanizing industry etc. involving direct feed to the various process baths at 70 to 80 C Bottling plants and distilleries for syrup making, bottle cleaning etc. Pharmaceutical, chemical and fertilizer industries FINANCIAL ASSISTANCE BY MNRE (CAPITAL SUBSIDY SCHEME) Rs.1750 per sq.m of collector area will be available to registered institutions Rs. 1400 per sq.m of collector area will be available to registered commercial establishments. (if they do not avail soft loans from Banks/FIs under the easy finance options interest subsidy scheme of the Ministry) FINANCIAL ASSISTANCE BY MNRE (CAPITAL SUBSIDY SCHEME) Capital subsidy equivalent to upfront interest subsidy will be available to Builders &Developers/Development Authorities/ Housing Boards for adoption of Solar Hot water Systems. This provision will be available for systems having capacity of 2500 lpd or more : Housing complexes : @ Rs. 1900 /- per sq. m. Institutional buildings : @ Rs. 1750 /- per sq. m. Commercial buildings : @ Rs. 1400 /- per sq. m. CONCESSIONAL LOAN PROVISIONS THROUGH INTEREST SUBSIDY BY MNRE FOR USERS:- Soft loan @ 2% to domestic users, 3% to institutional users and 5% to industrial/ commercial users from IREDA, Public/private sector banks, scheduled cooperative banks etc. Loan up to 85% of the cost of the systems, repayable over a period of 5 years. FINANCIAL ASSISTANCE BY MNRE SUPPORT TO MUNCIPALITIES/ MUNCIPAL CORPORATIONS & State Utilities One time grant @ Rs. 5 lakhs for muncipalities and Rs. 10 lakhs for municipal corporations to adopt and notify the modification of building bye-laws making installation of Solar Water Heating Systems (Solar Geysers) mandatory in some categories of buildings. SOLAR CITIES The objectives of the programme are:- To enable/empower Urban Local Govts. to address energy challenges at city level. To provide a framework and support to prepare a Master Plan including assessment of current energy situation, future demand and action plans. To build capacity in the Urban Local Bodies and create awareness among all sections of civil society. To involve various stakeholders in the planning process. To oversee the implementation of sustainable energy options through public-private partnerships. Criteria for selection of cities:- City Population, regional setting and prominence in region. Political and administrative commitment towards adoption of sustainable energies (Resolution to be passed by the City Council/Administration for S Potential for adoption of energy conservation and renewable energy in the city activities Regulatory measures taken on adoption of energy conservation measures including promotion of energy efficient solar buildings and deployment of renewable energy technologies. Initiatives already taken by City Council/Administration/ Private Developers/Industry/ General Public in promoting energy conservation and renewable energy. u L 8 working with all stakeholders. Willingness to provide resources and sustenance of activities initiated under the program. FINANCIAL ASSISTANCE A. Up to Rs. 50 lakh per city/town as given below depending upon population and initiatives decided to be taken by the City council/administration:- Up to Rs.10 lakhs for preparation of a master plan within a year. Up to Rs. 10 lakhs for oversight of implementation during five years. Up to Rs. 10 lakhs for setting up of Solar Cell and its functioning for a period of five years. Remaining amount of Rs. 20 lakhs to be utilized in five years for other promotional activities.
