The board will make a decision on the matter at 6 p.m. on Wednesday, Dec. 7 in the Sandy & Marlene Insalaco Hall at Misericordia University. Solicitor Phil Gelso said residents can present findings of fact to the board no later than November 16 by submitting materials to the township municipal building. Residents also have until November 16 to submit conditions the board will consider if the motion is approved.

After nearly a year, the final witness testified and attorneys presented closing arguments Tuesday at a Dallas Township zoning hearing to determine whether Chief Gathering LLC can build a natural gas metering station off Hildebrandt Road. Sonia Maslowski, a resident of Fairground Road, testified on behalf of the opposition and her concerns ranged from the possibility of explosion to being uneasy about out-of-town workers in the area. The 17-year township resident said she and her husband moved to the area for its clean amenities, beautiful scenery and access to nearby cities. Now, she said she worries about strange vehicles on the dead end road where she lives, chalking it up to employees working on the Transco interstate natural gas line located near her home. Chief Gathering LLC filed an application for a special exception to build a natural gas meter-
ing station off Hildebrandt Road about 1,300 feet from the Dallas School District campus and about 600 feet from the Maslowskis home. The metering facility would measure gas extracted from wells in Susquehanna and Wyoming counties flowing through a notyet-built Chief gathering line that would tap into the Transco line so the gas could be sent to market. Maslowski questioned the testimony of Chief witness Ali Reza, a fire and explosions expert, because she felt her house could beSee LAST, Page 10

Supervisors arent worried about raising taxes for the 2012 fiscal year. At a special meeting Oct. 27, supervisors reviewed a preliminary budget for 2012. Most costs stayed within a consistent range for the past three years, said Secretary/Treasurer Rick Melvin. The first draft of the $294,435 budget for 2012 only features a few tweaks from previous years, including an allowance for a new township computer if needed, savings from cutting back on laundry services and others. Supervisor Mike Prokopchak said Franklin Township has never considered instituting the $52 local services tax primarily because there are not enough businesses in the township for the municipality to make a profit. The municipality does collect a $10 annual local services tax from residents, which is paid through their employers. Melvin said the township has been working on assessing and fixing damage sustained from Hurricane Irene in late August and Tropical Storm Lee in early September, but those bills wont break the townships bank. Right now, it would nice to get reimbursed, but we dont know if
the states (funding) is going to come in, said Melvin. Were fronting our own money and getting these issues resolved before the bad weather sets in. Weve been able to get most things done. He said spending money from the general fund to resolve these issues isnt a concern to the board because the township has yet to utilize its state liquid fuels allowance, which Melvin said has been approved to use on these types of projects. Township employee wages have not yet been decided upon, but Chairman Ted Dymond said he doesnt anticipate any increase to the .5800 millage rate for 2012. Hopefully, we wont have to raise taxes, he said. The budget looks good. Melvin said Franklin Townships budget doesnt include some major expenses other larger municipalities face, such as police department costs, street light maintenance and public water and sewer systems, which helps keep the budget in line. The townships volunteer fire department and the state police barracks at Wyoming respond to emergency calls and residents are required to construct water wells and septic systems on their properties. Other municipalities incur these costs on a weekly basis, and they have to budget for them, he said. Sometimes theres very little room to spare, especially for automatic raises and increases in compensation. A final budget will not be voted upon until the December meeting.
Pat Cleary has had a fascination with shoelaces since he learned how to tie his own sneakers. He would tie knots in every shoestring he could get his hands on, much to the chagrin of his father, Jack. I would tie knots, and my father would go crazy, said Cleary, 34, of Dallas. Now his former nervous habit has turned into a lucrative hobby. Cleary is a student at the Verve Vertu art studio in downtown Wilkes-Barre, and hes been using his collection of shoelaces to create artwork. The Verve Vertu studio is an art apprenticeship associated with the Deutsch Institute in Scranton that provides a creative outlet for those with special needs. Pat Clearys work titled, God Bless U.S.A., which features an American flag made entirely of colored shoelaces, was recently chosen as part of a juried exhibit at the Bryn Mawr Rehabilitation Hospital Annual Art Ability Exhibit to be held November 5 through January 15. Cleary, who has Down syndrome, created the flag to honor his brother, First Lieutenant Michael J. Cleary, who was killed in Iraq in December 2005. Its also to honor all those people in Iraq, he said. Cleary also created a piece that was featured at Misericordia University, where he works as a custodian, which depicted his brother as an angel. Cleary depicted himself and his three sisters as stars in the artwork. Im very proud of my family, and theyre proud of me, he said. I love my family. Gwen Harleman, director of the Verve Vertu studio, said Clearys love of shoestrings is now something he can enjoy through creation. What was a nervous habit is now a viable hobby for him,
she said. Jack Cleary said his son has just blossomed from participating in the art program this past year. The first thing he brought back from the studio was this beautiful painting of an angel and five stars to represent the family, the elder Cleary said. Now hes doing other things, such as the work with the shoelaces, and people are buying them. He said his son loves to be around people and enjoys being out and about, so taking art classes is just another way to express himself. Cleary bolstered his shoelace collection last year when a family friend named Alice retired from her job at a warehouse. She collected several boxes of colored shoelaces in several different shades and offered them to Cleary as a gift. He made her a thank you gift, and the artwork he made featured several brightly-colored balloons in the sky and flowers made of pulled-apart shoelaces lying in the grass also made of shoelaces. Its certainly unlocked his creative side - hes making nice stuff, said Jack Cleary. And he still wants to be the best custo-

dian at Misericordia. Were proud of everything he does. As a testament to Clearys creative ingenuity and social skills, hes been chosen as this years honorary chairperson of the Deutsch Institutes annual brunch in November. This is the first year one of our artists has been chosen, said Harleman. Usually, its reserved for someone in the community whos very involved and well-known to be a master of ceremonies. Were very excited. Cleary is also taking drama classes at Arts YOUniverse in Wilkes-Barre, and recently performed the song Edelweiss in a production of The Sound of Music. I love to create things, beautiful things, he said. I love everyone here at Arts YOUniverse. Five other artists works were
also chosen for the annual exhibit in Malvern, including a silk batik called Angel Fish by Dallas resident Erin Doughtery, 37. Doughterys work was chosen last year for the exhibit, and shes been working with Harleman for more than 10 years pushing her creative boundaries. Harleman said the artists were working on fish-themed pieces at the time Dougherty fashioned her artwork using some of her favorite colors, turquoise and magenta. Doughtery, who has Down syndrome, has worked on pieces for commission and has been successful in selling her artwork throughout her time at the studio. Her work can be seen in galleries across the country and even internationally. I love it, she said.

Eric Pimm, of Harveys Lake, helps his young son, Ashtun, during a pumpkin-carving party sponsored by the Harveys Lake Borough Council.
McKayla Williams has the most fun cleaning out the inside of her pumpkin.
Anna and Janet DelPino get help from their uncle, Robert Smith, while carving their pumpkin.
While no one fashioned the likeness of a snowflake into their pumpkin, it may have been appropriate given the blizzard-like conditions at a Harveys Lake carving party held Oct. 29. Youngsters and their parents braved the snowy weather to attend the event armed with pumpkins to carve in celebration of Halloween. The event was sponsored by the Harveys Lake Homecoming Committee, a group that has seen its fair share of weary weather this past year. An Easter egg hunt scheduled in spring time was rained out. Rain poured on the groups first attempt to hold the annual homecoming weekend this summer, and the second try to celebrate at the end of August was blown out of the water by Hurricane Irene. Despite the snow, the event location was toasty warm. Thats because Patti Adamshick, whose family purchased Sunset Marina on Lakeside Drive in August, opened the facility exclusively for the party. The building has been vacant for nearly 10 years, said Adamshick, of Harveys Lake. It was always used as a boat marina. It should be a business. Were going to keep it. We dont know what our plans are yet, and depending on the economy, well just have
to find the best fit for it. Several tables were set up for the kids to carve their orange gourds, and the homecoming committee supplied carving kits. The event also featured homemade food, spooky music, kidfriendly Halloween movies, several games and more. Amy Williams, of Harveys Lake, said the committee recently started using the funds raised from the homecoming celebration to hold community-minded events throughout the year. Borough council member Fran Kopko said events are planned in order to bring the community closer together something he feels has been missing from Harveys Lake. This is to show the people
that were all coming together in the same municipality, he said. And its been working. Eric Pimm, of Harveys Lake, and his 2-year-old son, Ashtun, have been anticipating the event for a while. Hes been talking about this for a week, Eric said. The kids love it. Its a great time for him to meet and play with other kids in the community. Several tykes got busy carving
the tops of their pumpkins and enjoyed rolling up their sleeves while pulling out the seeds and other innards. McKayla Williams, Amy Williams daughter, was especially excited to carve the likeness of a Barbie doll into the large pumpkin the family bought from Dymonds Farm. Its tough getting started because I think the pumpkin is frozen, Amy said, laughing.

Resident nervously pleads with supervisors to take hazards of gas drilling into consideration
Hands shaking, Wendy Cominsky nervously read excerpts from national news articles pointing out the hazards of natural gas drilling at Tuesdays Board of Supervisors meeting. Im asking you to take this into consideration, she pleaded. Last month, the supervisors approved an amendment to the zoning ordinance that would allow for natural gas development in the township under a conditional use provision. There is not enough research, Cominsky said. Really take your time on this. Another resident asked Solicitor Tom Brennan if a special meeting could be scheduled to answer the numerous questions residents have regarding the issue. Brennan suggested that residents e-mail their questions to him or township planning consultant, Jack Varaly. Residents concerns will then be addressed. Brennan pointed out that, although the questions will be addressed, a decision on the matter can only be made in a public forum. We have to look at this from both sides, he cautioned. Or weve gone through all of this effort for nothing. Chief Gathering LLC is in the middle of zoning hearings for its application to build a natural gas metering station off Hildebrandt Road about 1,300 feet from Dallas schools. In a related matter, Mike Dickinson of Williams Field Services, LLC updated the board on the status of a gathering line installation project, which will tap into the Transco interstate pipeline. Township Engineer Tom Doughton said he spoke with a Transco representative who assured him the township would be notified prior to any activity on the line. They will set up a schedule with the township so we will have answers for the public as to what theyre doing and when, Doughton said - Camille Fioti

By Samantha Weaver It was British writer and humorist Jerome K. Jerome who made the following sage observation: It is impossible to enjoy idling thoroughly unless one has plenty of work to do. There is no fun in doing nothing when you have nothing to do. Wasting time is merely an occupation then, and a most exhausting one. Idleness, like kisses, to be sweet must be stolen. According to an international survey of taxicab drivers, passengers who use cabs in London are twice as likely as those in eight other major metropolises to leave a laptop behind when exiting the taxi. Sharks can live for a century or more. Velcro came to market in 1957, after a Swiss inventor named George De Mestral spent nearly 10 years developing the idea. His inspiration came to him in 1948 on a hike, when he had difficulty removing tenacious little burrs from his clothes. He reasoned that if he could create synthetic burrs, they could be used as fasteners. The Parker Brothers game Monopoly is the best-selling game in history. A.J. Nardone (No. 4) kicks in the first goal for Dallas, hitting the ball into the back of the net on a pass from John Murray.
Triple victory
The Dallas High School boys soccer team knocked off Crestwood for the third time this season at Wilkes Universitys Schmidt Stadium on Tuesday when it took a 4-1 victory to advance to the district finals. This is the first time since winning the championship in 2007 that the Mountaineers will return to the finals. Dallas outscored the Comets,13-3, in the three matches the season. With the win, the unbeaten Mountaineers (16-0) were scheduled to face defending District 2 Class 2A champion Scranton Prep (12-3-1) Thursday for the gold medal and a berth in the PIAA championships. Crestwood started off strong, netting two shots on goal in the first five minutes of the match, giving the daunting Dallas defense which only allowed nine goals all season an early scare. But the Comets (10-6) came away empty. A few minutes later, the Mountaineers connected for the games first score when A.J. Nardone beat the Crestwood defense and struck the back of the net off a pass from John Murray for a 1-0 advantage at the 33:37 mark. Dallas added to its lead approximately eight minutes later when Nardone struck again. His fourth goal in two playoff games came with the clock reading 25:13. This time he took an assist from Danny Saba as the team went ahead, 2-0. In the second half, Saba put his team up 3-0 on a goal when he was nearly on his back and kicked the ball into the net at the 34:16 mark. The assist was registered by Dante DeAngelo. DeAngelo capped the scoring for Dallas which outshot Crestwood 15-8 0- with an unassisted sliding tally with 9:04 left in the game. Mountaineer Danny Saba (No. 8) is ahead of a fleet of Crestwood defenders.

come a bomb in the event of an explosion. She said there are no fire hydrants on the dead end Fairground Road, making the situation worse if a catastrophic event should occur. She wanted Reza to return to the hearings and explain what would happen to her house if a leak were to occur. In his testimony, Riza stated he was only asked to study the effects of a possible explosion on the four nearby Dallas schools and the Fellowship Evangelical Free Church, located on Hildebrandt Road about 920 feet from the work site. Maslowski felt the company may have elected to ignore residences closer to the work site than the church. My house would be the bomb that explodes, she said. Property devaluation is another issue about which Maslowski is concerned. She said she was unsure if she was aware of the Transco lines existence prior to buying her house, but Maslowski felt
represents the Maslowski and Dottor families, said in his closing arguments the application doesnt apply to the criteria for special exceptions because he felt the type of activity was already addressed in the zoning ordinance. He said the metering station would fit into the definition of heavy industrial use which would deem the activity be moved to an industrial zone. Chiefs facility would be in an agricultural zone. McNealis continued the case
can be summarized in two words: peace and fear. Peace of mind, which clients had a year ago living in a rural area near a school where they never thought there would be a threat, he said, versus fear, fear they live with right now, even its a 10 percent,1percent, or .01percent fear, folks have to live with it every day. Attorney Tim Kelly, who represents the Dallas Parents-Taxpayer Group composed of several citizens, agreed with McNealis
and also said the activity is hazardous to the community and the health of its citizens. Komoroski said that, while Chief has taken part in the proceedings under protest, the company has tried to address all concerns raised, especially safety issues. He said the company heard from opposing witnesses who mischaracterized testimony and misstated facts as presented and he hoped the board would not be swayed or deterred by those witnesses in its decision.
