Speaking in sports metaphors, McMinn detailed how, where and why the existing system is broken and put forward the simple actions available to solve our current disastrous ranking among all developed countries. McMinn elaborated on a pilot program with Pre-K students tested in Calistoga. The NapaLearns Summer Bridges Program took a study group of ESL children and equipped them and their teachers with iPads loaded with English-based reading comprehension applications. Over the four weeks of the program comprehension rate leapt from 10% to 60%. From there, the program has caught fire and spread to ALL Calistoga Kinder classes and shows promise for the Napa Unified School
