A PRACTICAL GUIDANCE FOR SHIP MANAGERS AND PERSONNEL

OIL RECORD BOOK PART I , Machinery Space Operations OIL RECORD BOOK
Further to our review of PSC inspection reports, we have noted many deficiencies regarding incorrect entries to oil record book. This booklet has been prepared to assist Chief Engineers and all vessels crew to avoid, as far as possible, incorrect entries which can result in serious deficiency during PSC inspections.

MACHINERY SPACE OPERATIONS


Every oil tanker of 150 GT and above and every ship of 400 GT and above other than oil tanker sahll be provided with an Oil Record Book Part I (Machinery space operations). Bilge waters to be recorded with code D , sludge and other oil residues to be recorded with code C. The ships, which are not fitted with a bilge holding tank, shall not transfer the bilge water to the sludge tanks and record, in this case it is supposed that the capacity of the bilge wells are sufficient and the collected water in bilge wells to be diectly transferred to shore facilities. For the bilge water seperator operations which are not automatic , code D to be used , meaning of automatic discharge overboard code D is capability of automatic starting of bilge water seperator, which is rarely used in our fleet.. There shall be no connection between the bilge and sludge lines. There shall be an approved bilge and sludge diagram. In the receipts which are received from reception facilities after discharging of sludge and bilge , the categories shall be clearly seperated as bilge and sludge. There shall be no direct illegal line which is by passing the bilge water seperator , enabling discharge to sea. There shall be no blank line in the oil record book between the entries, all completed pages to be signed by master. The capacities of the bilge water and incinerator shall not be exceeded during recording. For example for an oily bilge water seperator with a capacity of 1 m3 / hour , the discharge recorded shall not be more than 2 m3 . Type approval certificates of the bilge water seperator, oil content meter and incinerator shall be available on board for inspectors, instruction manuals of such equipment to be on board in a language , crew could understand. All maintence instructions of the manufacturer shall be strictly followed and recorded..

Now lets define the tanks will be used in the following record examples; SLUDGE TANK : CAPACITY: 5 m3 OIL DRAIN TANK : CAPACITY: 2 m3 INCINERATOR SLUDGE TANK: 0,5 m3 BILGE TANK: 8 m3 And Capacity of the equipments; BILGE WATER SEPERATOR; 1 m3 / hour INCINERATOR: 30 liter/hour We like to remind you that , we have to use the name of the tanks as mentioned in the supplement of the IOPP certificate.now lets start examples; We will use the shortly CAP FOR for the word CAPACITY , RET. QTY for the word RETAINING QUANTITY .

RECORD EXAMPLES WITH THE CODE C;


a) Quantities of oil residues (sludge and other oil residues) retained on board. These quantitiy shall be recorded weekly. Tanks listed in item 3.1 of forms A and B of the supplement in the IOPP certificate to be recorded. For the ship keel laid after 31 December 1990 , which burns heavy fuel is purified for main engine , sludge generation could be calculated approximately with the formula 0,015 x DAILY FUEL CONSUMPTION, which using diesel oil or heavy fuel oil which does not require purification before use 0,005 x DAILY FUEL OIL CONSUMPTION, For the ship keel laid before 31 December 1990 , which burns heavy fuel is purified for main engine , sludge generation could be calculated approximately with the formula 0,01 x DAILY FUEL CONSUMPTION, which using diesel oil or heavy fuel oil which does not require purification before use 0,005 x DAILY FUEL OIL CONSUMPTION, We like to remind you againg that only the tanks listed in item 3.1 of forms A and B of the supplement in the IOPP certificate, the quantities in the tanks will be changed related with fuel consumption or shipboard operations. d) Incineration of the oil residues in the incinerator on board, lets burn 200 liter sludge and complete this operation between the hours 09:00 - 17:00 , incinerator sludge tank capacity is 300 liter before transfer;

a) Lets transfer 2 m3 bilge water to sea through 15 ppm equipment, please take into account the capacity of the bilge water seperator as indicated in the IOPP certificate and do not exceed, also the date and time of the operation , position of the ship, lets say there is 4 m3 bilge water in the bilge tank before transferr, the correct entry,
