Theoperatorsmightbesharingtheirinfrastructurestosomeextent;however,NTAdoesnothave anyguidelinesthatprovidethemamechanismorstrategyforinfrastructuresharing.Section13of theTelecommunicationsAct,1997(2053)hasdirectedNTAtocarryoutdifferentactivitieswhichis basically related to telecommunications but the main theme of this Section is working of NTA to have a nationwide telecommunication network to provide services which are affordable, reliable and accessible. To achieve this goal, Infrastructure sharing can be one of the tools. Most administrationsandtelecomregulatorsofothercountrieshavealreadydevisedorareworkingon devisingInfrastructuresharingmodalities. Duplicationofinvestmentiswasteofresources.Insomecasesduplicationisevennotpossibledue tonaturallimitationse.g.vantagelocationssuchashilltops,orspaceforadditionaltowersorsolar panelsorrightofway. Optimumutilizationofresourcescanbringdowninvestmentcost.Intheend,costsavingsthrough optimumutilizationofscarceresourceswillpassontotheendcustomersoftelecom.Infrastructure sharing will also allow operators to accelerate service expansion and thus increase the access to telecom services. Even aesthetics of a landscape can be stopped from deteriorating further by enforcinginfrastructuresharing. 2) Objectiveoftheconsultancy TheobjectiveoftheconsultancyistofindoutandrecommendmodalitiesonInfrastructureSharing and develop guidelines related to it in consultation with operators and other stakeholders. Furthermore,theconsultantshallprepareaconsultationpaperonInfrastructuresharingandshould incorporatefindingsandfeedbacksreceivedduringconsultationintohisfinalreport.Whilecarrying out the assigned task the consultant should consider present socioeconomic aspect of Nepal and should strictly focus on Nepalese perspective while giving higher priority to enhance ICT access (includingmobiletelephony)inruralareas,especiallymobileandinternet.Moreover,areashaving leasttelecompenetrationandlowercoverageneedhigherattention. Another objective of this consultancy is to find out areas where pilot projects of infrastructure sharing can be initiated. Before going into a fullfledged implementation of infrastructure sharing, pilotprojectimplementationofthesamewillgiveabasicideaabouthowtogoaboutinfrastructure sharinginaphasewisemanner.Forafasterrolloutofthenetwork,particularlyinruralareasthere isnoalternativetowireless,hence,pilotprojectsshouldbefocusedonthatperspective.

3) Taskstobeperformed a) Identifytheinfrastructuresthatcanbesharedinurbanandruralareas; b) Identify the constraints/challenges in infrastructure sharing and recommend solutions to mitigatesuchtypeofchallenges; c) FindoutthepresentinfrastructuresharingpracticesaroundtheworldandanalyzeInternational bestpracticesoninfrastructuresharing; d) Develop the modalities and sharing costs in particular, of infrastructure sharing which is best suited for Nepal and carry out the present cost benefit analysis of such modalities. For this purpose, the consultant may require data related to projection and pattern of growth of networks,towers,subscribers,etc.tofindouttherealcostofexpansionandsavingsachievable byimplementingnetworksharing; e) Developmodalitiesforbuildingnewinfrastructureforsharingbyserviceproviders; f) Develop modalities for technocommercial arrangement for infrastructure sharing for both existing&tobebuiltinfrastructure;
g) Prepare consultation paper on infrastructure sharing and consultation with different stakeholders; h) Incorporatefeedbacksreceivedduringconsultationperiodintothefinalreport; i) Deviseanincentive(mightbefull/partialfinancialoranyothertools)modalitywhichwillbest motivateoperatorstohaveanagreementoninfrastructuresharing.Incentivemodalitymightbe differentbasedonareasortelecompenetrationrate; Recommendanddevelopguidelines/strategiesforinfrastructuresharing;
j)
k) Recommend plan of action which has to be carried out for a successful implementation of infrastructuresharing; l) Identifynineunderserveddistricts/areas,threeeachfromMountainous,HillsandTerairegions where pilot projects pertaining to tower infrastructure sharing, can be implemented and recommend the scope and modality to implement those pilot projects to achieve a complete coverageinthosedistricts/areas;and
m) Identifythescopeandlocationsofinfrastructuresharingfortheaboveidentifiedninedistricts. Thisincludesenumeratinginfrastructurewhichcanbesharedindetails.

4) Outputsanddeliverables Theconsultantshallsubmitaninceptionreporttostartthestudyandaprogressreport(midterm) whichshouldcontainmostofthetasksmentionedinSections3Taskstobeperformed.However, thefinalreportshallconsistofalltheoutputsmentionedinsection3Taskstobeperformed. 5) DurationandTiming The consultant will submit the inception report, which shall be finalized within a week in consultation with NTA, within 15 days. The consultant shall submit its midterm progress report within60daysandconductconsultationwithin75days.Thefinalreportshouldbesubmittedwithin 120dayswhichincludes35daysofconsultationperiod.Hence,totaldurationofthisassignmentis 120 days. Finally, the consultant should be available to answer questions, update any required informationandtakepartindisseminationoffindings,uponrequest,forthedurationoftheproject.
Note:Alldurationstartsfromthedayofsigningacontract.
6) Qualificationsandselectioncriteria Consultantwillbechosenbasedonthefollowingcriteria. a) Competencytocarryouttheassignmentandexperienceofcarryingoutsimilartasksintelecom orotherutilitysectors,tobeincludedwithreference b) Projectproposalwithdetailedmodalityofcarryingoutthetasksmentionedinsection3Tasks tobeperformed. c) QualificationsoftheProfessionalPersonneltobeAssignedtotheProject d) Costoftheconsultancyservice e) Consultantscapabilitytoconductconsultationwiththestakeholders f) Other relevant qualifications of the consultant as mentioned in Evaluation Criteria for Consultancyservice

c) TheConsultantwillreceiveanother40%paymentofthequotedamountwhenitsubmitsthe midtermreport,and d) Thefinal40%paymentsofthequotedamountwillbereleasedwhenfinalreportissubmittedto NTA. 8) TermsandConditions a) Asabidsecurity,abankvoucherevidencingacashdepositofNRs.25,000/(NepaleseRupees TwentyFiveThousand)onA/CNo.0106011664201,NabilBank,Kantipath,hastobesubmitted alongwiththebiddocuments. b) NTAwillissueLetterofIntent(LoI)tosuccessfulbidder c) Consultant shall submit a performance bond of 10% of the quoted amount within 7 days of issuanceofLoI d) Agreementwillbesignedwithin7daysofthesubmissionofthePerformanceBond e) Incaseoffailuretosubmitperformancebondandagreementinduetimesecondbestbidder willbecalledtoworkonthisassignmentaftercompletingdueprocess.
